The City is in receipt of your notice of objection to Project #241 dated
September 22nd, 1980. As a result of that objection, the item aras brought before the
Special Assessment Committee at their meetir_g on October 1, 1980. VJhen the item was
brought up for discussion before the Special Assess^ient Committee, you caere no longer
in attendance in the audience at that meeting. It was the understanding of the Special
Assessment Committee that you wished to have this objection considered directly by tne
City Council. Subsequently, on October 6, 1980, you submitted a revised formal objec-
tion in regards to the assessments £or Project 241 for the installaticn cf utilities
and streets along Dodd Road. This item, and also your previous notice of objection as
reviewed by the Special Assessment Committee, was revieived by the City Council at their
meeting of October 7, 1980. Again when the item was brought for discussion by the
City Council you were no longer in attendance at that Council meeting. After reviewing
the facts submitted in your two notices of objection,
