My previous correspondence tried to explain that the flooding problems you incurred were not a result of an "inadequate" storm sewer but, rather, a result of the developer and/or builder not providing for any excess surface water build-up in the street to properly bypass your property along your north property line in accordance with the approved grading plan for this development. The present storm sewer facilities are adequate to handle commonly expected rainfall events. This recognizes that there will be intermittent pooling of water in the gutter and street until it drains down into the storm sewer. However, the present grading and landscaping along your north property line does not accommodate those infrequent and larger rainfall events without potential damage to your property. The City of Eagan shares your concern regrading your past problems and the potential for it to occur again. I have notified the developer of this problem and was assured that he would work with the builder to review the situation in an expedient manner. I'm disappointed that neither of them have contacted us both to confirm their intentions to correct this identified problem. The City Administrator's office forwarded this issue to our attention for review and response. I apologize for the delay in getting this response to you, but our present workload precluded our ability to respond earlier. When the Woodlands Addition was designed, storm sewer facilities were installed in accordance with the City's design requirement to handle a"five-year" frequency rainfall event. This historical probability terminology more specifically relates to a rainfall equaling 3.6" over a 24-hour time frame. By comparison, a"one hundred year" storm probability would result in 3" of rain in one hour. It is my understandinq that the storm of July 28 deposited approximately 4.5" of rain in a 45 minute to one hour time frame. As can be seen, this high intensity rainfall greatly exceeded the storm sewer system five-year design capacities, as well as the hundred year probability. When those rainfall events exceed the design capacity of the storm sewer system, excess surface water runoff is expected to be conveyed along overland drainage ways. The grading plan for the Woodlands Addition has defined such an overland drainaqe swale along your north property line. This would ensure that any excess surface water build up would proceed along the common lot line to the east before impacting any of the houses on either side. In addition to the development plan providing for these emergency overland drainage swales, the builder, homeowner and/or landscaper has an obligation to recognize the necessity to preserve and/or provide for these drainage swales. After reviewing your situation on the site, it is apparent that water that backs up in the street into your driveway will enter your garage and house before it will drain around the north side of your house. My previous correspondence tried to explain that the flooding problems you incurred were not a result of an "inadequate" storm sewer but, rather, a result of the developer and/or builder not providing for any excess surface water build-up in the street to properly bypass your property along your north property line in accordance with the approved grading plan for this development. The present storm sewer facilities are adequate to handle commonly expected rainfall events. This recognizes that there will be intermittent pooling of water in the gutter and street until it drains down into the storm sewer. However, the present grading and landscaping along your north property line does not accommodate those infrequent and larger rainfall events without potential damage to your property. The City of Eagan shares your concern regrading your past problems and the potential for it to occur again. 2 have notified the developer of this problem and was assured that he would work with the builder to review the situation in an expedient manner. I'm disappointed that neither of them have contacted us both to confirm their intentions to correct this identified problem.
