Thank you for your letter of June 17 regarding the water shortage
at your home on the evenings of June 14 and 15. As I am sure you
are aware, a number of things happened that weekend which
resulted in the shortage which were regretable and were corrected
as quickly as possible as the result of actions taken by our
public works department. As you know, this year has been one of
the driest in recent memory. As a result, many of our residents
concerned about new and existing landscaping have spent a lot of
time and effort in watering their yards and other outside water
use. This has placed an unusual demand on our City's water
management capacity. Like highways, our water supply system has
a certain amount of excess capacity contained in reservoirs or
water towers throughout the community. In typical use, the water
from those facilities will fall during times of peak demand and
rise late at night and at midday when water use is low. Large
amounts of outside watering during off peak hours inhibits this
system. That was the reason why our City instituted an odd/even
sprinkling policy even before the weekend you cited. The simple
fact was that we received very poor compliance with that policy
despite our attempts to impress the seriousness of the issue upon
our residents.
On the weekend in question, noncompliance with our water ban and
the naturally higher use of water on the weekend had reduced our
reservoir capacity somewhat, but not to dangerous levels. On
Sunday, an electrical substation failure resulted in the shutdown
of two of the City's seven wells. Therefore, on Sunday afternoon
when the reservoirs would be typically recharging, they were
actually being emptied by the unusual water use. Typically, the
falling reservoir levels would have triggered an automatic alarm
system but that, too, failed, allowing the levels to continue to
drop. Personnel of our water treatment plant were checking the
status of the system regularly throughout the weekend. The
situation was discovered during one such check on Sunday
afternoon. Appropriate action was taken and the wells were
brought back on line in a very short time.

Unfortunately, the wells had barely begun to function when the
Woodridge Apartment fire began placing an enormous demand on the
system. In the five hours that it took to fight the fire, the
equivalent of two of our reservoirs of water was used. This,
unfortunately, resulted in water shortages in the higher
elevations of our community.
City staff immediately instituted a total ban on outside water
use and began to enforce it by going door-to-door to shut off
sprinklers. Unfortunately, demand remained high and the system
was not totally recharged by the following evening when you
report that you were out of water again. By Tuesday, as
enforcement of the ban began to have an affect, water levels in
the reservoirs began to rise again.
On Wednesday, June 17, emergency measures brought an eighth
municipal well on line, increasing our pumpinq capacity by
roughly twelve percent. Another well is scheduled to enter the
system in July. As you can see, we are making constant efforts
to plan ahead and upgrade our system for our growing population.
However, it would be hard to justify to tax-paying citizens the
addition of tremendous amounts of excess capacity which are not
justified by reasonable planning estimates. The maintenance of
such a system would cause taxes to rise dramatically and
unnecessarily.
As you can see by the situation, the City's municipal water
system has the capacity to handle even unusual or catastrophic
situations. It is obvious that demand has been unusually high.
The failure of an alarm system caused an otherwise routine power
outage to have severe impacts on the system. This, followed by a
major fire, left our water supply at a very low level and left
your home without water. The capacity of the system was
adequate, were it not for those circumstances.
You can see by this description of events that it is important
for all Eagan residents to acknowledge precautionary measures
like odd/even watering policies when publicized by the City.
Thankfully, we have received several rain showers since the
weekend described and compliance with the odd/even policy has
improved. I believe that our capacity and water supply are now
more than adequate to serve the community's needs, but we need
continued cooperation and support for it to continue to serve our
needs.
As to your request for compensation, the City does not currently
have a policy under which people may be compensated in this
manner. We recognize the inconvenience of your situation and I
believe you can see from my description that everything that
could have been done to prevent it was. Therefore, I hope will
accept our apologies for the situation and hope you will
understand, given my recounting of the facts, that our system is
