Please note that cae will be taking separate pernits for
electrical and m2chanical systens as needed.
A*e ar4 asking to be able to go with the R-6 insulation w=ap
on the entire heated portion of the barn. The reason"ng is
that t,ve soill be heating only `o keep the barn above
?:eezing, and tha.t the horses themselves ,oiZl be giving of°
a iot of heat. On warm days cae won't be using any heat,
therefore, our en2rgy use is very li:nited. Using past
experience, Lhis barn with 7 horses in it will stay ZS to
30 degrees above the outside ter..perature.
We would like to clarify that this structure is for
private use, and that it is not a public facility in any
wav.

Subd. 23. Class 2. (a) Class 2a property is agricultural land including any improve-
ments that is homesteaded. The market value of the house and garage and immediately
surrounding one acre of land has the same ciaS"s rates as class I a property under subdivi-
sion 22. If the market value of the house, garage, and surrounding one acre of land is
less than $ 110,000, the value of the remaining (and including improvements equal to
the difference between $110,000 and the market value of the house; garage, and sur-

6uilding plan teview fees is the total value of all construction
wock foi which the permit is issued as well as all finish wotk,
painting, coofing, electtical, plumbing, heating, ait
conditioning, elevators, fiie extinguishing systems, and any
other permanent equipment.

Permits
Sec. 301. i(a) Permils Required. Except as specified in Subsection (b) of Nis
section, no building or structure regulated by this code shall be erected, wn-
structed, enlarged, altered, repaired, moved, improved, removed, converted or
demolished unless a separate permit for each building or structure has fint been
obtained from the building official.
(b) Eieatpted Work. A building permit shall uot be required for the following:
l. One•story detached accessory buildings used as [ool and storage sheds,
playhouses and similaz uses, provided [he projected roof area dces not
exceed 120 square feet.
2. Fences not over 6 feet high.
3. Oi] derricks.
? 4. Movable cases, counters and partitions not over 5 feet 9 inches high.
5. Retaining walls which are nat over 4 feet in height measured Gom the
6ottom of the footing to the top of the wall, uvless supporting a surchazge
or impounding Class 1, II or III•A liquids.
6. Water tanks supporled direcUy upon grade if the capacity dces not excced
5000 gallons and the ntio of heigM ro diameter or width dces not excad
two to one.
7. Platforms, walks and driveways not more than 30 inches above gade and
not over any basement or story below.
8. Painting, papering and similar finish work.
9. Temporary motion picture, television and theater stage sets and scenery.
10. Window awnings supported by an ezterior wall of Group R, Division 3,
and Group M Occupancies when projecting not more than 54 inches.
11. Prefabricated swirtvning pools accessory to a Group R, Division 3 Occu-
pancy in which the pool walls are ent'uely above the adjacent grade end if
the capacity dces not excxd 5000 gallons.
Unless otherwise exempted, separate plumbing, electrical and mechanical
permies will be rcquired for the above ezempted items.

I received a telephone call from Mike Skrbich who lives at 4940
Dodd Road. He has requested that the City require the home located
at 4920 Dodd Road install a culvert under their driveway to solve
a wet ditch and storm water problem.
Item No. 4 of Exhibit "B" of the Skyview Addition Development
Contract indicates the necessity of culverts under the driveways
where driveways cross the ditch along Dodd Road.
When the Development Contract was prepared, I was under the
impression that the Community Development Department would ensure
that the conditions of the Development Agreement would be adhered
to since the City did not require a financial guarantee to ensure
culverts were placed under the driveways.

E. Parks and Trails Dedication
1. This development shall fulfill its parks dedication
requirements as recommended by the Advisory Parks and
Recreation Commission and approved by Council action.
F. Water Quality Dedication
1. This development shall be responsible for providing a
cash dedication in addition to/in lieu of ponding
requirements in accordance with the criteria identified in
the City's Water Quality Management Plan.
G. Other
1. All standard platting and zoning conditions shall be
adhered to unless specifically qranted a variance by Council
action.
2. A variance to the minimum lot width for Lot 3 shall be approved.
3. No direct access shall he permitted from Highway 3.
4. Driveway culverts will also be necessary where the driveways
cross the ditch.
5. The developer will be required to increase the wet pond volume of
Pond LP-23.1 by 1 acre foot.
6. The well and septic systems shall conform to City, County and
State standards.
