He has requested that the City require the home located at 4920 Dodd Road install a culvert under their driveway to solve a wet ditch and storm water problem. Item No. 4 of Exhibit "B" of the Skyview Addition Development Contract indicates the necessity of culverts under the driveways where driveways cross the ditch along Dodd Road. When the Development Contract was prepared, I was under the impression that the Community Development Department would ensure that the conditions of the Development Agreement would be adhered to since the City did not require a financial guarantee to ensure culverts were placed under the driveways.
