This letter is to inform you of the City of Eagan's placement of a hold on all City
inspections and certificate of occupancy (C.O.) of the house on the above-
referenced property. This hold is again placed due to several building permit and
development issues that have not been addressed despite numerous City notices.
The outstanding issues, and actions required of you before the hold on City
inspections and C.O. can be lifted, are as follows:
. A revised Certificate of Survey (COS) depicting a change in house/ gazage,
and surrounding lot elevations. A field inspection by City "staff has noted that the
garage floor was constructed approximately 1 fr. higher than shown on the
Certificate copy originally submitted with the building permit application. Raising
of the house/ garage foundation elevation creates lot grading and drainage
concerns detailed below.
Action required - Submit a revised Certificate of Survey (COS) depicting the
change in house/ gazage, and surrounding lot elevations, and providing for proper
lot drainage in accordance with City standazds.
• The change to the house elevation results in azeas adjacent to the house where
the slopes appear to exceed 3:1, therefore requiring retaining walls as required
on the current COS.
Action required - The construction of retaining walls on the lot to maintain
slopes at 3:1 or gentler.
. As is currently graded, the proposed driveway to the house was raised to
accommodate the new gazage elevation, but prevents the overland flow of water
from the southeast comer of the lot towazd the north, as planned on the original
COS. If these grades are perpetuated, water would pond in the southeast comer of
the lot.
Action required - Provide for flow of water from the southeast corner of the lot
across the driveway. This can be accomplished by either lowering the driveway to
the original COS elevations, or by installation of a storm drainage pipe
underneath the driveway.
. A driveway extension from the shared access from Pilot Knob Road to the
exisring house on 2987 Pilot Knob has not been completed. City staff
understands that there was a mutual agreement between yourselves, the developer
of the property - River Run Properties -, and Amy Regan - 2987 Pilot Knob Road
- that this extension would be completed with the construction of the driveway to
2993 Pilot Knob Road, at Ms. Regan's expense. However, on May 5, Amy Regan
told City staff that she has not agreed to be involved in payment of the driveway
extension. While this issue is more closely related to the overalT development with
River Run, it must be fully resolved prior occupancy of the house 2993. Also, a
portion of the blacktop trail and concrete curb on Pilot Knob Road was damaged
as a result of construction activities for 2993.
Action required - A meeting between all affected parties must be held to
determine responsibility on this item. This meeting will be coordinated by you
and should include Ms. Regan, representatives from River Run Properties, City
staff, and yourselves.
Repair the blacktop trail and concrete curb in accordance with Dakota County
permit standards.
• 2993 Pilot Knob Road is in violation of City Code regarding planting and
maintenance of trees and grass on private property. All turfgrass sha11 be
established through sodding or seeding and mulching within eight months of the
issuance of the certificate of occupancy or within 12 months of issuance of a
building permit, whichever is earlier. The building permit was issued in April,
2004.
Action required - Establish turfgrass on the property immediately.
Upon satisfactory completion of all these items, the City hold on inspections and

In conjunction with connection to water and sewer services for your property at 2993
Pilot Knob Road, your builder disturbed the blacktop trail along Pilot Knob Road. This
damage to the trail occurred several months ago, and to date has not been repaired. T'his
has caused prolonged and unnecessary inconvenience to pedestrians and bicyclists along
Pilot Knob Road, and exposed the City, County, and you to increased liability risk.
This letter is to inform you that if the trail is not repaired in a satisfactory manner by you
