Dear Mr. & Mrs. Goers:
On July lo, 1990, the City Council held the formal public hearing
to consider the adoption of the final assessment roll associated
with the above-referenced project. On July 9, the City received
a written objection from .you pertaining to the proposed
assessments. You indicated you had no objection to the storm sewer
lateral assessment beyond the increase which was explained at the
public hearing. Your primary objection pertained to the street
assessment due to the fact that it did not increase the value of
your property by the amount of the assessment as substantiated by
your attached appraisal.
The amount of your street assessment was $1,848.90 which results
from an assessment of $17.72 across your entire frontage of 140.35
feet. This street assessment rate is 50% of the rate associated
with a typical single-family residential street. This takes into
consideration the decreased benefit associated with improving a
street with bituminous surfacing, concrete curb and gutter,
driveway approaches and related restoration from which you receive
your only access. This is comparative to other street improvements
within the community.
Based on staff's review of the final assessment roll preparation,
it was determined that all City policies and procedures were
properly adhered to and applied in the calculation of your
assessment obligation. Based on this information and reviewing the
information submitted with your objection, the City Council
approved the assessment roll for the above-referenced project as
it affects your property as was originally proposed.

on the identiEied property. The information includes the original
amount of the assessments and the payoff amounts of the assessments
on the parcel. In addition, pending assessments are included for
improvement projects that have been ordered to be installed by the
City Council as they may affect this parcel.
The City's policy is to levy assessments based upon the current
zoning or existing use of the parcel (whichever is higher) as
reflected in the above assessments. If, and when, the parcel is
rezoned or developed to a higher use, a condition of development
approval will require that this parcel assume any additional
assessment obligations that have not been previously paid for
existing public improvements. The City Engineering Division can
provide further clarification of this policy if you desire.
