In my letter dated August 31, 1993 I mentioned some deficiencies in the storm drainage
area that resulted in water entering the basement of Laura Budweg and Mark Nystrom's
home located at 4640 Pilot Knob Road. The first item was the lack of berming at the CB
MH located at the rear lot line of Lots 9 and 10, Biock 5. This work has been completed
by Schaaf Construction to the satisfaction of the home owners and the City of Eagan.
I am enclosing a copy of the bill we received for this work and am asking you to
reimburse the City of Eagan for the amount we had discussed as per our telephone
conversation. Please send payment to the Ciry of Eagan to my attention.
The other item was the removal and replacing of a C.B. casting located in the low area
north of the Budweg and Nystrom residence. This work was completed by the City of
Eagan maintenance personnel.
As I mentioned before, with the completion of these items I feel that tHe possibilities of
water entering the basement of the residence at 4640 Pilot Knob Road have greatly
decreased.

Mr. Herrmann:
On August 19, 1993 the Ciry of Eagan was notified by Laura Budweg and Mark Nystrom,
residents of 4640 Pilot Knob Road that storm water runoff had entered their basement
level for the second time. The two occasions were on June 17 and August 18, 1993. In
reviewing the situation, we have found several deficiencies that contribute to the drainage
problem.
The flrst item is the C.B.M.H. located at the rear lot line of Lots 9 and 10, Block 5. This
C.B. was designed and constructed to drain the backyards located ta the east of its
location. The deficiency of this situation is that no berming was constructed to direct the
drainage to the C.B. If this C.B.M.H. could function property, the drainage amount to the
problem area would be decreased by approximately 40°h.
The second item is the finished grading of the rear yard. When surveying this area an
elevation in a location directly east from the walkout door and also in the cut out swale
was found to be approximately 5" higher than the basement floor elevation. If the grading
plan shows ft or not, it is a common practice to have a properly graded drainage swale
across the rear yard for drainage purposes.
The third item is that the basement floor elevation located at 4640 Pilot Knob Road was
designed and built approximately 2.0 feet below the highest elevation of the emergency
overland drainage swale. It is required in the City of Eagan that an overland drainage
swale be constructed for ponds or areas that have the potential for ponding to alleviate
the problem of flooded basements. This requirement was apparently ignored in this
situation.
Please see that these construction deflciencies are corrected as soon as
