AGENDA
Parks & Recreation Director Vraa added a few items to "Other Business". On a
motion by Fedde, seconded, the agenda was approved as amended. The motion
carried.
MINUTES OF NOVEMBER 7$, 1985
Two minor corrections on page three were noted. "Acre" instead of area and
"success", not source. Commission member Masin moved, Alt seconded, to
approve the minutes as corrected. All voted in favor.

square foot cash dedication. The motion carried.

SUBJECT: PRELIMINARY PLAT OF REMICK ADDITION
Background/Purpose
The Planning Commission staff report regarding the Remick Addition
references an alternative which places a half R.O.W. along the
west 25' of the subject parcel and Highview Park. This alterna-
tive, in staff's opinion, is not in the best interest of the park
property.
Existinq Conditions
Highview Park is a neighborhood park with a tot lot, hockey rink,
tennis court, softball and open play area. A majority of the site
is maintained turf grass. Significant vegetation masses exists
within the northeast and southwest portion of the parkland.
The topography within the park can be characterized as gently
rolling with several large flat areas. The terrain within the
potential half R.O.W. is low in the northwest corner of the park
with an approximate 10' change in elevation to a 6' high ridge
adjacent to Skyline Road. The gradient of slope within this area
is approximately 5-15%.
Vehicular and pedestrian access to the park is from Skyline Road.
The northern one-half of the park service area does not have
direct pedestrian access to the park property.
Analysis
Recommendation
Staff recommends that the Planning report alternative for road
R.O.W. along the western 25' of Lot 1, Block 1, Remick Addition
and within Highview Park be denied.

Williams Brothers allowing the grading within their easement.
The cuts and fills within this easement vary a=rc one to rive;
feet so Staff does not believe Williams Brothers should have
a problem with this grading. However, the City has a 36" reinforced
concrete storm sewer pipe along the easterly 400 feet of this
development. This grading plan proposes to tin yreiimi is

There are several options and alternatives in regards to what form the
recognition is given. These alternatives include the object to be given, time
of year, place the recognition is given and the people involved in giving the
recognition. The purpose of this memorandum will be to cover some of the
issues involved with recognition in order to begin the process of determining
who, what and where of the recognition issue.
BASIC ASSUMPTIONS
Staff proceeded with this report under some basic assumptions concerning
volunteers and recognition.
It should also be assumed that there may be alternative times and places for
this recognition. Presentations and recognition might take place at:
1. The site of an event following its completion.
2. At an Advisory Parks & Recreation Commission meeting.
3. At a City Council meeting.
4. At a special time and place specifically established for this particular
recognition, i.e. a luncheon, a prearranged photo session, or seasonal
opportunities such as "Volunteer Recognition Week."
Objects that could be used to recognize volunteers are as follows:
1. T-shirts. T-shirts are available in an array of colors and sizes. On the
average a shirt can be purchased and printed at approximately $6.50.
Larger quantities may result in a lower unit cost. T-shirts are probably
most appropriate for the youth and youthful minded or those who
participate in outdoor activities. Sizing may be a problem unless a
significant number are purchased.
2. Caps. Caps are also available in an array of colors and are easily
adjustable to sizing. A cap with a two color logo will cost approximately
$4.50 per cap and like t-shirts, are very popular with a large majority of
people.
3. Polo shirt or golf shirt. A more distinctive and upgrade from the t-
shirt, this shirt is also available in an array of colors and sizes, but
is obviously more expensive. Shirt and logo are estimated at
approximately $15 each. Sizing and immediate availability of this, as
well as t-shirts, can become an issue.
44. Badges, buttons and emblems. Department heads previously used badges
which cost about .75 cents each - over a coat pocket flap - or a pin or
button. A special design could be developed for such a badge/button.
5. Lapel emblems, printed with a baked enamel finish, can look attractive and
are available for approximately .75 cents to $1.00 each.
To review, the basic decision to be made regarding recognition of volunteers
includes: 1) who is to be recognized 2) where will they be recognized 3)
what object(s) will be used to convey recognition and is (are) most important
to the individual and the service performed 44) when should the recognition
be implemented 5) individuals who are to present the recognition.
FOR COMMISSION ACTION
Commission is to review and discuss the appropriateness of recognition for
individuals identifying categories and objects for recognition, establishing a
proposed budget for same.
