1. Observe test pits around the building perimeter to
determine subsurface soil conditions
2. Observation and testing of building fill soils, including
footing and utility trench backfill
3. Observation and testing of foundation base soils to
determine suitability for the design bearing pressure
4. Laboratory compressive strength testing on concrete
cylinders cast during footing construction by the
contractor's personnel.
Hand written Daily Field Reports were prepared by our site
representatives at the project site each day. Progress Reports and
reports on specific items were prepared by Mr. Steven Ruesink, P.E.
The concrete compressive strength reports were mailed out
separately as the tests were performed. Both the progress reports
and the concrete reports have been mailed to the City of Eagan
Building Inspection Department.

Childcare Center Design and the ADA

General
The purpose of this paper is to perhaps influence the development of ADA regulations related to
childcare center environments. Childcare centers - public and private - care for over 1,500.000
children every day The current ADA has a tremendous impact on center design - positive and
negative.
A few regulations create safety problems that must be addressed. StriCt application of the rules
will require the elimination of activities and spaces that are essentia) to child development This
paper will concentrate only on childcare center design and constn,ction .
Quite often, very young children are not considered when regulations are written and enforced.
Codes are developed with a tilt toward elementary and secondary schools as childcare centers are
a new and unfamiliar phenomenon. Most designers and code officials take their cue- from
elementary schools when actuaiiy che childcare center should be thought of as a home
OccupanCy Evaluations
A survey of persons with special needs within KinderCare centers was taken within the last year
The results have not been pu6lished, but some interestiag facts were established A total of 1] 35
centers were surveyed with 842 responding to the survey They reported 4,835 cases of chitdren
of special needs from a base of over 80,000 children. The most prevalent is Attention beficit
Disorder (1832 reported cases) Next were asthma and allergy (780 and 735 reported cases).
Incidence of wheelchafr use was low There were only 13 cases ieported during the survey
7here was a high incidence of diapering of older children (212)
It should be noted KindarCare has an open door policy for accepting children with a wida ranbe
of special needs The inclusion of electronic air filters and introduction of large volumes of
outdoor air in newly constructed centers attempts to address respiratary problems. In addition,
outdoor areas have been upgraded to increase the amount of time spent outside
Space Allowances and Reach Eianges
When improperly applied, reach ranges create uasafe situations in childcare centers. EIeC[ricai
plugs, switches, fire alarm pulls, intercoms, etc fascinate children. These devices must be kept
away from curious hands The maximum side rcach for an aduh in a wheelchair is 54" from a side
approaCh. Although 60" is preferred, 54" will keep most children safe

Accessible Routes -"
By design, every classroom should have circulation space at least 44" wide Bach classroom
should have its outdoor play area directly accessible from an exterior door en the classroom
Some code officials have questioned if all pieces of playground equipment must be accessible.
This requirement would eliminate most large moior development activities for ihe children who
can use such equipment Regulations should clearly state that all pieces must have paths oftravel
that reach the piece, where teacher assistance could take over It shoald be recognized that some
iarge motor development equipment might not be appropriate for the child with special needs
Protrudiog 06jects
Recently a p]an reviewer required us to raise a"drop shot" basketball goal so the bottom of the
piece was 6'-8" above ttse ground In his words, this was to prevent a blind person from bumpitig
his/her head on the bottom of the piece By raising the unit, small children would have ro chnot
the ball almost ten feet m the air to put it in the bucket. If t would have complied, most Young
elementary children would not have been able to use the piece This is a perfect example oi'the
strict application of specific rules without reason aad common sense being applied. Rules should
be guidetines for building officials, not set requirements Building officials should be encouraged
to use common sense and latitude m enforcing che "spirit" ofthe regulations
Ground and Floor Surfaces
No issue is taken with proposed regulations
Parking and Passenger Loading Zones
No issue is taken with proposed regulatioas
Ramps
No issue is taken with proposed regulations

Elevators -
It isn't a good idea to let young children operate the elevator. Controls in a center should be
installed as high as possible
Doors
Doors should be accessible, but must not be made so easy to operate that young children caa
escape Keep in mind children are supervised and doors must only be operable by adults Of
course, the adult may be disabfed. Hardware on doors leading out of classrooms shvuld be
installcd as high as po?;sible - 48" AFF. Hardware on door to toilats serving the dassroom should
be as low as practical for the age group,
Drinking Fountains and Water Coolers
No issue is taken with proposed regulations.
Water Closets

Toilets and toileting are major issues in childcare centers. Children become "toilet trained" at an
average age of 2- I/2, Before this time they are diapered Until the age of 6ve or six, toilets are
an extension of the classroom, where children leam proper health habits. 7'hereforc, properly
designed centers have toilets directly accessible to the classroom, not gang toilets as used in
efementary schools The most pressing problem in childcare design_is the apptication of_the,
regulations to every milet room - -

? Crrab bars create a safety problem as they_can become "monkey,bars'. The people w6o say "it
wouldn't happen if the center were properly supervised" must not have ohildren or they have
forgotten how quickly a two year old can move The proper height of grab bars for various ages
is debateble The proper height depends on the child and his/her special need

Toilet seat heights should be appropriate to the sitaation. Two year olds in-training need a lower
seat height than a three year old. Three year olds can use a toilet of standard height - like che seat
at home Children's wheelchairs are similar to adult chuirs Thereforo, adult facilities work well
for children with_disabilities. The regulations as proposed address atl young children as "pre-
kindergarten" The 11 5° to 12 5" seat height would be very inappropriate for all but two year old
children.
The added cost of providing strictly accessible facilities must not be ignored. Dua to the safety
issue, the wisest solution when the stnctest interpretation is applied, is to provide a separate
accessible toilet room m eaeh classroom This toilet should not be counted as one ofthe required
toilets (usually a1 15 ratio) if adequate care is to be provided For an average center, six special
toileis would be added. With associated floor space, plumbing, ventilation, and finishes, and
additional $! 5,000 could be spent per center.

Due to the above issues, regulators should consider that a minimum of one accessible toilet-be
provided - at adult height ; A separate sex accessibie toilet, again at 3dult height may be required,
`although a uni-sex toilet accessible to staff and pubiic wou]d be adequate vinually ail of the time
This toilet shouid be centrally located so that it is easily reached from anywhere in the bui)ding.
Travel distances can easily be kept under 75' in all but the largest centers. Ifgrab bars are needed,
they and associated accessories can be instailed at proper height for the individual child . no guess
work involved. Toilet seat heights can be easily adjusted with lift seais to adapt to the individual
child.

Not att issue in childcare centers.
Urinals
Not used in childcare centers
Lavatories and Mirrors
It is generaliy accepted good design practice to place lavatones and mirrors outside of toilet
rooms, in the classroom so that supervision of handwashing may be enhanced.
Shower Stalls
Not used in childcare centers, except where required by licensing.
Sinks `
No issue is taken with proposed regulations
Storage
Generally, storage should not be accessible to the children Toys and activities must be placed in
the classroom at a low, accessible level
Controls and Operating Mechanisms
As mentioned before, controls and operating mechanisms should be kept out of the reach of

Signage ?
Signage should be directed toward ihe adult, public areas. Teachers should be able to provide
signs within their classroom to aid in language development.
Telephones -
No issue is taken with proposed regulations.
Searing, Tables, and Work Surfaces
Table and chair height is variable with each age group. The wisest approach to providing for the
disabled child is to adapt at the time the child is enroNed as the exact disability and naeded height
is impossible to discem ahead oftime.
Conclusion
In conclusion, a common sense approach to regulation should be adapted. Strict rules will not
work in every situation and will be misapplied in many cases. The needs of every child must be
remembered. Unnecessary regulations create unnecessary costs ihat will ultimately increase [he
cost uf childcare As the cost of licensed child care rises, there is a parallel increase in the
number ofchildren placed in unlicensed, "underground" care.

5. The three-compartment sink must be lnstalled in actardante with the Minnesota
Plumbing Code. The followting items must be lntluded in the installation of Lhe
three-compartment sink:
a. The distharge must be directly connected ta the sanitary sewer sYstem. The
plans show waste from the sink discharging to the sanitary sewer system
indirectly which is prohibited by Code.
b. The three-compartment sink shall be vented in accordance with Minnesota
Rules, Chapter 4715. FiXture traps must be located within 30 inches of
each compartment autlet. Refer to the enclosed handout for proper venting
procadures.
6. The grease interceptor must be constructed and installed in accordance with •
Minnesota Rules, part 4715.1110 (refer'to the enclosed handout). The following
items must be included in the construction of the grease interceptor:
a. The interceptor must be located as close as possibte to the fixture(s)
served.

b. The interceptor must only receive waste from fixtures that discharge greasy
wastes.
c. The discharge line fram the grease interceptor must be vented Sn accordance
with the cade.
d. The interceptor must be equipped with a flow control device that is vented,
and connected to the continuous vent system.
a. The interceptor must have a grease retention capacity, in pouods of grease,
of at least twice the flow-through rate, in gallons per minute,
f. The intePCeptor installation shall be capable of passing the final
manometer test.
g. It is recommended that the sanitizing compartment of the three-compartment
sink be individually trapped and vented, and connect to the sanitary drain
system dawnstream of the grease interceptor.
7. All commercial kitchen sinks, with the exceptlon of mop sinks and hand sinks,
shall be provided with 3/4-inch hot and cold water supply branch lines as a
minimum (see Minnesota Rules, part 4715.1730, subpart 2). The Plumbing fixture
Schedule shown on Sheet P-3 indicates 1/7 inch water supply to these fixtures.
8. The maximum water volume per flush of a floor-mounted water closet shall be
1.6 gallans. Water closets shall comply with American National Standards
Institute A112.19.6--1990 (see Minnesota Statutes, Section 326.37, subpart 2).
The specified Kohler K-3520-EB and K-3527-EB do not meet this requirement.
9. Water supply connectlons to fixtures or equipment which have submergad inlets,
or inlets below the spill line of the fixture or equlpment, must be provSded
with an air gap arrangement, approved backflow preventer or backflow preventer
assembly as specifled in Minnesota Rules, part 4715.2000 and part 4715.2010.
This shall lnclude the steamers and dishwasher.
10. Verify that the water supply 11nes to the trap primers will be protected
agalnst backflaw by the use of an air gap or an appr'oved backflow preventer.
Copies of submlttals covering the above item(s) will glve us the lnformation we need
to complete our plan review. When submitting additional information, please refer
to Plan No. 962018.

Grease traps are required when, in tha opinion of the admintstrative authority, greasy
wastes can be introduced into the drainage system in sufticient quantities that line
