Special Inspections and Testing Procedures The structural steel special inspection services provided for this project were provided by Intemational Code Council (ICC) certified special inspectors in accordance with the requirements of Chapter 1700 of the Intemanonal Building Code (IBC), the Special Inspection and Testing Schedule and the project plans and specifications. The purpose of the special inspection services is to provide a review of the work being performed by the various contractors to determine if the work is being done according to the approved construction documents. The special inspector doesn't have the responsibility or authority to, nor is it the intent of specia] inspections to have them, judge or modify the construction documents. Only the structural engineer of record can do this. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the result of our inspections and testing. Copies of this report were provided to the site representative of the contract for his review and records. As part of this report, items needing correction or discrepancies observed from the approved construction documents were noted. Plans and Specifications The approved plans and project documents were used for our inspections throughout the duration of the project. From time to time, we have received plan modifications from the project suuctural engineer. When received, these have been used to evaluate the work completed in the Field. Visual Weld Examinations Visua] weld examinations were conducted in accordance with American Welding Society (AWS) Dl.l- 2004, Figure 5.4 and Table 6.1 and AWS D13requirements and the requirements of the project specifications. Ultrasonic Testing Ultrasonic testing of the partial and full penetration welded connections were conducted in accordance with the AWS D1.1-2004 requirements and the requirements of the project plans and specifications. February 7, 2005 • Page 2 Bolting Observations Bolting observations were conducted to determine if the bolt holes were filled, and if used, the splined end of the tension-control bolts had separated from the body of the bolt. Removal of the end is a direct indicator the bolt has been torqued to the minimum snap off load. At connections where the splined ends were not, or could not be removed, the torque applied to the bolt by the contractor was determined using a hand-held torque wrench. In addition, each connection was ohserved for fit-up and to determine if the vanous plies were in contact with one another. The anchor bolts were observed to deternune if the washers were m place, if the nuts were fully engaged, and if they were snug tight. Deck Weld Observations Deck weld observations were conducted in accordance with AWS D1.3-1989, Section 6.1 requirements and the requirements of the project specifications. In addition, the location and the completeness of the side lap fasteners was also observed and evaluated. Light gage metal frame weld observations were conducted in accordance with the AWS D1.3 Section 4.5 requirements and project specifications. The permanent open space of 60 feet (18 288 mm) required in Sections 507.l, 507.2 and 5073 shall be permitted to be reduced to not less than 40 feet (12 192 mm) provided the following requirements are met 8 1. The reduced open space shali not be allowed for more [han 75 percent of the pericneter of the building. 2. The exterior wall facing the reduced open space shall have a minimum fire-resistance rating of 3 hours. 3. Openings in the ex[erior wall, facing the reduced open space, shall have opening protectives with a fire-resis- tance rating of 3 hours. 507.4.1 Property lines. Portions of an unlimited area building may be divided by platted property lines withou[ requiring the construction of party walls if the whole buildin-, has: L Permanent open space on all sides as required by Section 507.1, 507.2, 5073, or 507.4; and 2. Proper legal agreemenu recorded wi[h the deed for each of the sepazate properties. These recorded agreements shall require that the buildings as divid- ed by property lines, be in conformance with the applicable provisions of the Minnesota State Building Code, as if the buildings were a single building on a single piece of property. In addition, the aoreement mus[ state [hat no individual 6uilding or property owner may modify any portion of the building in any way that would noi be in compliance with the Minoesota State Building Code. 507.5 High-hazard use groups. Groups H-2, H-3 and H-4 fire areas shall be permitted in unlimited area buildings hav- ing occupancies in Groups F and S, in accordance with the limitations of this section. The provisions in this section shall permit the use of spuial conditions that ace exempt from, or modify, the specific requiremen[s of this chap[er regarding the allowable heigh[s and areas of buildings based on the ocwpancy clas- sification and type of consuvction, provided the special con- dition complies with the provisions specified in this section for that specia] conditiou and other applScable requirements of this code. 508.2 Group S-2 enclosed parking garage with Gmups B, M or R above. A basement and/or first story above grade plane of a building shall be considered as a sepazate and dis- tinct building for the purpose of determining azea limitations, continuiry of fire walls, limitation of number of stories and type of construction, when all of the following condi[ions aze met: 84 2000 INTERNATIONAL BUILDING CODEO GENERAL BUILDING HEIGHTS AND AREAS 1. The basement and/or first story above grade plane is of Type IA construction and is separated from the build- ing above with a horizontal assembiy having a mini- mum 3-hour fire resistance rating. The building above is not required ro be of Type I construcuon; and 2. The enclosure walls do not enclose an exit stairway, a ramp or an escalator required to have enclosure walls with not less than a 2- hour fire-resistance rating. 2. The building above the horizontal assembly having a minimum 2-hour fire-resistance rating contains only Groups A having an assembly room with an occupant load of less than 300, B, M or R and 3. The building below the horizontal assembly having a minimum 3-hour fue-resistance rating is a Group S-2 enclosed parking garage, used exclusively for the pazk- ing and storage of private motor vehicles. Exceptions: 1. Envy lobbies, mechanical rooms and similar uses incidental to the operation of the building shall be pernutted. 2. Groups A having an assembly room with an occupant load of less than 300, B and M shall be peanitted in addition to those uses incidental to the operation of the building (including storage azeas), provided that the entire structure below the horizootal assembly having a minimum 3-hour fire-resistance rating is protected throughout by an approved automatic sprinkler system. 4. The maximum building height in feet shall not exceed the limits set forth in Table 503 for the least restrictive type of conswction involved. 5083 Group S-2 enclosed parking gazage with Group S-2 open parking garage above. A Group S-2 endosed parking gazage located in the basement or first story below a Group S-2 open parking gazage shall be classified as a sepazate and distinct building for the purpose of determining the type of conswction when the following conditions aze met: 1. The allowable area of the strucmre shall be such that the sum of the ratios of the actual azea divided by the allowable azea for each sepazate occupancy shall not exceed 1.0. 2. The Gmup S-2 enclosed parking gazage is of Type I or II conswction and is at least equal to the fire-resis 508.3 - 508.7 tance requirements of the Group S-2 Open Parking Garage. 3. The height and the number of the floors above the basement shall be limited as specit'ied in Table 406.3.1. 4. The tloor assembly separating the Group S-2 enclosed parking garage and Group S-2 open parking garage shall be protected as required for the floor assembly of the Group S-2 enclosed parking gazage. Openings between the Group S-2 enclosed parking garage and Group S-2 open parking gazage, except exit openings, shall not be required to be pmtected. 5. The Group S-2 enclosed parking garage is used exclu- sively for the parking or storage of private motor vehi- cles, but shall be permitted to contain an office, waiting room and toilet room having a rotal azea of not more than 1,000 squazefeet(93 m2),and mechanicalequip- ment rooms incidental to the operadon of the building. 508.4 Special unlimited height for Groups B, M and R. The height of Group B, M and R buildings of Type IB con- struction shall not be limited, provided the fire resistance of columns shall be not less than 3 hours and the other strucmr- al members, including floors, shall be not less t6an that shown in Chapter 6, but in no case less than 2 hours, except that roofs and the'u supporting beams, girders, trusses and azches shall be not less than 1 Vz hours. 5085 Parking beneath Gmup R. Where a maximum one- story above grade plane Group S-2 parking gazage, enclosed or open, or combination thereof, of Type I construction or open of Type IV consuvction, witti grade entrance, is provid- ed under a building of Group R, the number of srories to be used in determining the minimum type of construction may be measured from the floor above such a parking azea. The floor assembly between the parking garage and the Group R above shall comply with the type of construction required for the parking gazage and shall also provide a fire-resistance rat- ing not less than the mixed occupancy sepazation required in Section 302.3.3. 508.6 Gmup R-2 buildings of Type IIIA construction. The height limitation for buildings of Type IIIA construction in Crroup R-2 shall be increased to six stodes and 75 feet (22 860 mm) where the first floor construction above the base- ment has a fue-resistance rating of not less than 3 hours and the floor area is subdivided by 2-hour fire-resistance-rated fue walls into areas of not more than 3,000 squaze feet (279 mz) 508.7 Group R-2 buildings of Type IIA construction.
