INTRODUCTION
This repoft presents the results of the soil observations and testing we performed at the referenced
project. Our services were conducted on a part-time basis. The scope of our work was lnnited
to the following:
• Observing the soils in the bottoms of the excavauons for the new building.
• Conducting compaction tests in previously placed fill encountered within the building area
and in fill recendy placed by the excavating contractor to attain footing and floor grades.
• Perform compressive strength testing of concrete test cylinders.
• Observe welded and bolted connections for the structural steel frame, steel joists, and roof
deck.
• Summarizing the results of our services in a written report.

DFSIGN INFORMATION
We understand or assume that the building under construction:
• Will be one story in height.
• Will use slab-on-grade design with the floor at an elevation of 907.0.
• Will be supported by spread footings designed using a maximum allowable soil bearing
pressure no greater than 2,500 psf.
• Will have normal tolerance to settlement.
• Will be constructed in accordance with applicable building code requirements.
Deviations from the above design information could necessitate altering our conclusions and
recommendations. Contact us if the information stated is different from the actual design.
Elevations and locations presented in this report were referenced to grade and off-set staking
provided by the contractor.
BACKGROUND INFORMATION
Previously, a subsurface exploration program was performed at the referenced site by American
Engineering Testing, Inc. (AE'1). The resulu were presented in our July 19, 1996, report (AET
#96-1830D). Also, during original site grading for the Promenade Development, a 60' by 100'
rectangular building pad, designated as Restaurant "D", was prepazed. Tlus prepamd area roughly
overlaps the south half of the new Houlihan's Restaurant building footprint. The results of our
excavation observations were presented in our July 31, 1996, report (AET#96-641). Grading over
the northern part of the building was conducted in May of this year. The results of our excavation

observations were included in our June 11, 1997, report (AET N97-641). Refer to these
documenu for pertinent background information.
FX AVATION OBSERVATIONS
We observed the excavations for the building during the period from July 17 to August 11, 1997.
We were not present at the site on a full-time basis. Our observations consisted of intermittent
visits to the site, which were coordinated with the contractor. In conjunction with observing the
bottoms of the excavations, we conducted shallow hand auger borings and hand cone penetrometer
probes in the bottoms of the excavations. The soils encountered were classified in general
accordance with ASTM:D2488. Estimates were made of the strength of the soils based on their
resistance to advancement of the hand auger, and from the hand cone penetrometer readings.
The soils exposed in the excavation bottoms were judged to be fill soils and naturally deposited
sands (SP). Hand cone peneuometer probes conducted in the naturally deposited soils indicate
they should have sufficient strength to support the 2,500 psf foundation loadings. We performed
hand cone penetrometer probes and compaction tests in the fill soils. That testing generally
indicated that the fill was adequately compacted, although some localized areas of soft fill were
observed. The soft fill azeas were located at the southwest building corner (below footing grade),
and within the cooler/service yazd room (below floor grade). We understand that the soft fill was
removed. We did not observe t6at additional excavating. The excavation bottoms were at design
grades, which varied from elevations 907 to 903.
Water was not present in the bottoms of the excavations.

FILL COMPACTION TES'I'ING
During the period from July 17 to August 12, 1997 we conducted twelve (12) densiry tests in the
fill placed to attain footing and floor grades. The density tests were conducted on an intermittent
trip basis. The field density tesu were evaluated against the laboratory Standazd Proctor
maxunum dry density (ASTM:D698) to azrive at a percent compaction level for that test location.
The results of the tests, which aze attached, indicate that the recommended compaction level was
ultimately met or exceeded at the locations and elevations tested.
Areas where tests indicated insufficient compaction was attained with the initial compacLive effort
were reworked until a subsequent test (designated retest) indicated the recommended compaction
level had been achieved. The reworking consisted of removal of wet fill and replacement and
compaction of drier fill.
CONCRETE TEST'ING
We performed compressive suength testing of concrete test cylinders, cast by the contractor, for
concrete placed for the footings and floor slabs. The results of these tesu were presented in our
reports of compressive strength of cylindrical concrete specimens, copies of which are also
attached. The test results indicate that all 28-day test cylinders have met or exceeded the 28-day
design compressive strength.
OBSERVATIONS OF WELDED AND BOLTED CONNECTIONS
In September and October 1997, we observed the high-strength bolted connections and welded
connections at the project site. The bolted connections were for the structural steel frame and the
welded connections included bar joist to steel frame welds, and deck welding. The results of our

testing were presented in our Report of Welded and Bolted Connections Observations (dated
October 6, 1997), a copy of which is attached. As stated in the report, the field welded and bolted
connections were judged to satisfy the requirements of the project specifications and the referenced
codes.

Scope of Work: Visually observe field welding of structural steel and baz joists.
Visually observe roof deck welding and fasteners.
Visually observe high strength bolted connections for washer installation and
ply contact.
Test Methods: Visual weld observations were performed in accordance with the requirements
of 3ection 6 of the 3tructural Welding Code (Steel), or Section 7 of the
Structural Welding Code (Sheet Steel). Individual welds were judged for
quality, size and length. Any weids mazked for repair were brought to the
attention of the contractor. Following repair, all welds initially marked
deficient were re-observed and judged satisfactory.
The high-strength bolted connections were observed for intimate contact of all
plies and that a washer was installed behind or under the mit. The bolts used
were of the alternative design intended to indicate a predetermined tension or
torque. Within the specified scope, all bolts were observed to determine if the
tension indicators were fractured as required by the referenced codes and the
project specification.

Results: Upon final observations, field welding of structaral steel and bar joist
connections satisfied requirements of above referenced code and project
specificarions.
Deck welding and mechanical fasteners satisfied above reference code and
project specifications.
Visual observations of accessible bolted connections indicate washers were
instailed and all plies were in intimate contact.

probing. Because condirions in the subsurface are hiddea, it is not possibie to fiilly characterize the subsarface condidons.
Therefore, the client must accept thaz our judgments aze limited to rhose soils which are directly observable to us.
As soil condidons may be variable az depth, it is bes[ thaz excavarion base observarion be aided by deeper explora[ory resc
borings (usually done prior ro consuuction). Al[hough these deeper borings may not rotally reveai what is in the
subsurface, they greazly reduce the risk of deepes poor soils going undecected.
The presence of ground water within the ezcavation can aLso limit the supporting soil evaluation process. Also, if
sranding ground wazer is present, there is a risk w the clien[ t6ac compressible soIls may noc be observed and remaia
beneath the warer during euavarion. The compressibie marerials can become trapped beoeacfi or within the subsequeady
placed fill.
FRTINStrucrural fill placement is commoniy moniwred by perfocming local compacdon tesu, which en[ails comparing a field

level of the 5ll at the locadon and elevarion of the test. As many factots conavl compacrion, such as fill lift thickness,
moisture conten[, material type and compactive effart, compaction variatian within fill can exisc which may not be
represented by the tesrs. Densiry (compaction) tesrs are cansidered representadve wheu used in a cousciendous program
of controlled fill placement, where the faccors influencing compaction are ciosely monitared. Conclusions about fill
suitability to support sttuctural loadings from the rcgullts of a limited number of compaciion tests includes increased risk,
unless the individual drawing the conclusions has compleu Imowledge of the afoce-mendoned variables dming placement.

The possible effecrs of adfreezmg should be coasidered if clayey or silty soils are used as backfill. Adfiercziing occurs
when backnll adheres to rougtt surfaced foumdation walls and lifrs the wall as i[ freezes and heaves. This accurrence
is most common wirh masoary block waiLt, imheazed or poorly heaced building situarioas and clay backfill. The
poeencial is also increased where backfill soils aze poorly compacted and become sanu'ated. 'Ihe risk of adfreezing
can be decreased by placing a low fricrion separaoag layer between che wall and backfiil.
Adfreezing can occur on exurior piecs (such as deck, fence or o[her similar pier foodngs), even if a smooth surface
is provided. This is more likely in poor drainage si[uarions where soils become sa[ura[ed. Addirional footmg

unlifr forces. Specific designs would require individual analysis.

Re: Houlihan's handicap parking requirements
I talked with Dale Shoeppner at the City Of Eagan about how to add 2 More handicap parking stalls at
the Houlihan's restaurant site. I suggested that we take the first 3 parking stalis adjacent to the
existing handicap stalls and stripe the center one and change the othertwo into handicap spaces.
Dale approved of the suggestion. See the attached drawing below for what this looks like. Opus will
issue a field bulletin to make this change.

We have completed our review of the construction documents submitted in pursuit of obtaining a
building permit for the above mentioned project. This review is not intended to be an exhaustive
and comprehensive repoR. It is our goal that this review will help you in complying with the
applicable codes and we are, therefore, requesting that the following items be addressed:
1. Two more handicap accessible parking spaces are required. Five aze required for the
specific property; however, we will accept a total of four so Houlihan's will be uniform
with the other two restaurants - U.B.C. Table A-11-A.
2. Please indicate required recycling space in the service yard - State Building Code
1300.4700.
3. One-hour occupancy separation is required between "B" and "S-1" occupancies.
Provide drawings showing this separation between both the cooler and the dry storage.
U.B.C. Table 3-B.
4. Smoke and fire dampers are required in ducts passing through one-hour occupancy
sepazation walls - U.B.C. 713.10 and 713.11.
5. Signage noting "Fire Door - Do Not Block" is required on both doors leading from the
patio - U.B.C. 713.13.
6. A ship's ladder leading to the roof is required - State Building Code 1300.4500.

Previously, a subsurPace exploration program Was perfarmed at the referenced site by American
Et7gineering Testiug, Im. (AET). The iresults were presented in ovr July 19, 1996, report (AET
#96-1830D). Also, during originsl site grading for the Promenade Development, a 60' by 100'
rectangulaz building pad, deaignated as Restaurant "D", was Prepared. Th3s prepared azea rou$hFY
overlaps the south Ira7f oY the new Houlftan•s Restauiant building fnotprirEt. The results oP our
excavadon ohservation9 were pmsented in our rnly 31, 1996, report (ABT#96-641). Grading nver
the nortiaeru part of the building was conducted in May of thie year. T5e resulls of our excavetian

observations wera inctuded in our June 11, 1997, report (AET #97-641). Refer W these
documents far pertinent baclground information.
We obsetved the excavations for the building during the period from July 17 to August 11, 1997.
Wc were not present at the site on a full-time basis. pur observationa consiated of 9ntermitCent
visits to the site, which were coordinabed with the conrractor. In conjunction with obsetving the
botboms of the excavadons, we conducted shallow Iand auger boringe and hand cone penetrometer
probes in the Uottoms of the exc$vat9on5. The soils encountered wexe claasified m general
accordanoe wiih ASTM:D2488. Bst'vmates weze made of the strength o:f the soils based on their
resistance tv advancement of the hand auger, and from the hand cone penetsometer readinga.
The soils exposed in tlie excavation bottoms were jndged to be fill soils and naturaIly deposited
sands (SP). Tiend cone penetrometer pmbes conducted in the nahually depoaited soils indicate
they should have sufFicient strength to support the 2,300 psf foundation loadings. We performed
hand cane petaed[ometer probes and compaction tests in ihe fill soils. Thaf testing generally
indicated that fle fill was adequately compactBd, although some lecatized areas of soft fiIl were
obaerved. Trie soft fill aseas were located at the aauthwege building Camner (below footing grade),
and within the coolerlservice yard raom (bdow fioor grade). We understand dat the soft fi11 was
removed. We did mot observe tbat additionat excavatitag. 1he excavation botloms were at deaign
grades, which varied from elevations 907 to 903.

FII.L CQMPACTION TESTING
During the period fro?n July 17 to August 12, 1997 we conducted twelve (12) density tests in the
fill placed to attain footmg and floor giades. The deasity tests were conducted on aa i:niermittent
trip hasis. The fi.eld deusity teet8 wexe evaluated against the labolatory 3tanclsrd Proctor
maximum dry density (ASTM:D698) w arrive at a percent compactioa level for that test location.
The resulta of the tests, whiCh are attaChed, mdicate that the recommended COmpaCtion leve3 was
ultimately met or exceedect at the locations and elevatioas tested.
Areas where tests indicated ineufPicient cwmpaction was auained with the inltiel compacrive efFort
were reworked untii a suhsequent test (designated retest) indicated the recommended comipacdon
level had been achieved. The reworking consisted of semovsl of wet fiIl and replacement and
compaction of drier fill. CONCRETE TE5TIlVG
We performed compressive atrengtb testing of concrete test cylinders, cast by d?e contractor, far
concrete placxxi for tRe footings and floor slabs. T'he reaulta of these tasts were presented iu aur
ieports of compressive suength of cylindriCal Concrete specimens, copies of whicb are also
attached. The test resulrs indicate that all 28-day test cylindera have met ox exceeded the 28-day
design cflmpressive strength.
OBSERVATIONS OF WEY..DED AND BOLTED COMNECTIONS
In September and October 1997, we observed the lugh-strength bolted coanections and welded
connections at the project siYe. The bolted conaections were for the structural steel ftme and rhe
welded cvnneCtipng included bar joist to ate;el frame welds, and deck welding. The resutTS pf our
