City Councilmember Wachter contacted the Director of Public Works on March 22, 1982 and asked that he coordinate the various items that he visually inspected and feels are in need of repair. Councilmember Wachter should have contacted this office; however, as chairman of the public works committee, he apparently felt that this was an item that was coordinated by that department. In any event, I requested a memorandum from Public Works Director Colbert listing the concerns that were addressed by Councilmember Wachter. See the attached. I would like for your to coordinate the repair work as outlined in the attached memorandum and also City Councilmember Wachter would like an analysis of the heating bills at Fire Stations #1 and #3, specifically ##1, to evaluate the savings, if any, since the Co Ray Vac heating system was installed approximately two (2) years ago. This is possibly an assignment for one of the interns. City Councilmember Wachter feels that if there is adequate savings, the Co Ray Vac heating system should be considered for Fire Station #2. 'I'hese concerns are list- ed as follaws: STRUCTtJRAL 1) 'I'he facia on the west edge of the building has come loose and pulled away from the faoe of the building creating a potential hazardous sit- uation near the main entrance. ENERGY CONSERVATION 1) All access doors to the fire statiari should be adequately weather- stripped. , 2) 'I'he two windaws on the east side, the one, window on the south side together with the glass above the existing doors should be boarded up to conserve energy and minimize heat loss. 3) The holes drilled into the Plexiglas covering the dispatcher's windaw on the west side should be plugged up to help minimize heat loss. MATWFNAN('F' 1) 'I'he majority of the trim and Masonite siding on the west side should be scrapped and repainted. The existing paint is severly blistering and peeling. 2) 'I'he trim around the entranee door on the north side of the building should be painted. 3) Interior water pipe distribution system against the outside wall for the middle addition should be insulated to prevent potential freeze ups. 4) It was notioed that there are no heaters in the back workshop area on the east side of this ocniplex. City Couneilmember Wachter contacted the Director of Public Works on March 22, 1982 and asked that he coordinate the various items that he visually inspected and feels are in need of repair. Councilmember Wachter should have contacted this office; however, as chairman of the public works committee, he apparently felt that this was an item that was coordinated by that department. In any event, I requested a memorandum from Publio Works Director Colbert listing the concerns that were addressed by Councilmember Wachter. See the attached. I would like for your to coordinate the repair work as outlined in the attached memorandum and also City Councilmember Waehter would like an analysis af the heating bills at Fire Stations #1 and #3, specifically #1, to evaluate the savings, if'any, since the Co Ray Vac heating system was installed approximately twv (2) years ago. GENERAL Remove existing roofing and reroof. Add necessary insulation to meet a U-Value of .06. MATERIALS 1. Wet and damaged base insulation to be replaced by "in place" equivalent. 2. Combination board insulation, such as, Fesco Foam by John Mansville or approved equal tapered to provide drainage to scuppers. 3. Fiberboard 2" by Mansville or approved equal.' 4. Pressure treated wood nailers as needed to meet height. of insulation. 5. Roofing: Built-up asphalt and gravel roofing dead level shall be as manufactured by John Mansville or an approved equal. Roof shall consist of base felt and 3 layers of 15 lb. felt, 60, lb. floor coat and gravel 1/4" to 5/8", and 400 lbs./100 feet. 6. Sheet metal to be equal to existing and replaced only with Building Inspector's approval. INSTALLATION GENERAL Conform to best roofing practice, accomplished by skilled mechanics. Exercise special care at openings through roof and at roof edges. SPILL NO ROOFING MATERIALS ON OTHER BUILDING MATERIALS. Any spilled materials on exposed surfaces will require roofer to repair, resurface or replace stained work. Perform work under best conditions and in a manner consistent with the work progress, weather conditions and methods which will insure a proper application without damage to roofinq materials, mem- brane or any part of the building. - Roofer shall perform all work in strict accordance with roofing material manufacturer's standards and specifications. After commencing work, roofer will be responsible for completing installation as rapidly as possible, maintaining complete water integrity of the roofing membrance, providing periodic progress -1- checking of the installation to insure compliance with the speci- fications to insure a minimum satisfactory roof life of not less than 10 years. Roofer shall: Not apply roofing membrane under conditions which are not satisfactory, including weather, to permit the application of the roofing assembly in accordance with.best recommended practices. Examine roof deck and other surfaces with Building Inspector for_suitablity prior to commencing work. Maintain careful control of bitumen temperatures within range recommended by manufacturer. Establish method of control and supervision of the instal- lation to insure compliance with the specifications and quantities of materials scheduled for use. Resolve with Building Inspector any questionable work prior to commencing installation. PREPARATION Decks and other surfaces must be smooth, firm, clean, dry and free of all loose material and foreign matter. Do not start work during threatening weather nor proceed with work over frosty or damp surfaces. Remove snow and/or ice from decks and dry thoroughly before starting work. Notify Building Inspector of any areas unsuitable for roofing and do not proceed with work until unsuitable areas of work have been corrected. FOLLOW-UP INSPECTIONS Just prior to acceptance of entire project by Owner, roofer shall inspect entire roof, remove all debris, nails, wire, cut metal and respread and add gravel as needed over all bare spots. Remove any drips of asphalt. Confirm to Owner in writing that this inspection has been made. Repair any defects by cutting open and repairing roof in accordance with original specificati.ons. GUARANTEE Furnish to the Owner in a form acceptable to the City of Eagan, a five-year (5-year) written guarantee covering roofing, built- up flashing materials, metal flashings and workmanship used in the construction of this roof. Discussion and Action The Advisory Planning Ccmnissian talked over the application request for a condition- al use for carzy out food. It was brought out that the delicatessen proposed would be in conjiuzction with the bakery located in the Silver Bell Shopping Center. Also, clarification that there would be no sit-dawm facilities on the pren.ises because of construction restraints regarding the addition of rest roans was also discussed. Therefore, the staff report was inaccurate and that there will be no sit-dawn facili- ties with this conditional use. The APC received clarification of the'Neighborhood Business District zoni.ng in regard to sit-dvwn and fast food facilities and noted the conditional use was the right application to grant the delicatessen. The APC recomiended approval of the oonditional use and this itEn has been rectuested to be plaoed on the September 7, 1982 City Council agenda for final consideration. C. DAVID R& PATRICIA BCDELL for preliminary plat, Odell's Addition, consisting of approximately one acre and containing 2 single family lots in part of Lot 2, McCarrhy Ridge Addition, Section 9. Discussion and Action There was a lengthy discussion held by the Advisory Planning Ccmmission in regan3 to Odell's Addition. It was requested that staff update the APC on the waiver of plat which was originally subanitted in May of 1982. Staff had indicated that the waiver of plat was reocmnended for denial by the APC and denied by the City Cotmcil because there was no hardship. Staff also indicated that the preliminary plat is a neaa application and the City Council had addressed the platting process when the waiver of plat was denied. Therefore, the applicant sutsnitted an application for the platting process. The Advisozy Planning Ca[uttission also brought forth that t_, „a APC Afternoon After August 24, 1982 Page two there really has not been a change in the request except for the applicatiari process. The restrictive covenant was also brought up and the City Attorney indicated that the City should not take.the oovenant into account when considering this application. There were a rnmnber of residents at the public hearing and all residents requested that the APC deny the application for this proposed subdivision. After a lengthy de- bate, the APC reccmaciended denial of the preliminazy plat because it is the second time the applicatian is before the Ccmnission and it was not appropriate to replat an existing platted lot and the majority of the property awners surrounding the pre- liminary plat were in opposition of the subdivision. GABBERT DEVEL,OP= INC. for preliminary plat, Sheffield Addition, consisting of approximately 11.36 acres and oontaining 44 single family lots located in part of the F}2 of the SF}4 of Section 26. Discussion and Action The Advisory Planning CcTnissim reviewed in detail the application for preliminazy plat of Sheffield Addition. The Advisory Planning Ccurussion brought'forth that there have been a rnm-ber of applications processed by the City for smaller single family lots but noted that this was the first application where single family lots had a 50' lot width or smaller. Staff ha.d addressed the.smaller lot concept being allowed through the planned develognent process and that lot widths have varied in other subdivisions processed by the City. The Advisory Planning Camission was al- so concerned about the easterly access to SYveffield Addition and reccmTkending that the easterly access be aligned with the easterly access of Oakwood Heights. After the detailed review, the APC reccmnended approval of the preliminary plat subject to the conditions listed i.n the staff report with the addition that only 42 lots be approved rather than 44 and that all lots in the subdivision have a minimun of 50' of frontage on a public street. Staff assured the Planning Ccmiission that the removal of the 2 lots would enable the developer tA obtain a 50' width on the public street. Wind F1lergy Systems - The APC reviewed the Wind Ehengy Systen Ordinance and it was brought out that Lloyd Krob had reviewed the Ordinance with Dale Haggert who was an amateur radio operator. After this review, there were no problems regarding this Ordinance and the APC reocuriended approval and that this Ordinance be placed on the September 7, 1982 City Council agenda for adoption of the Wind Energy Systems and Radio/TV 'Ibwers Ordinance. 2. Subdivision Regulations = The APC noted that with the August 24 packet, staff had requested that the APC discuss same issues where the private developmP_nt group and City staff disagreed regarding ordinances. The first itesn the APC discussed was cul-de-sac streets. After discussing both issues of maintenanoe and liveability, the APC suggested that neu- tral lanquage be plaoed in the subdivision ordinanoe regarding cul-de- sacs that the City should not encourage or discaurage cul-de-sac streets. APC Afternoon After August 24, 1982 Page tliree The next itan of conaern was in regard to solar access and envirorurn_ntal protec- tion section of the Subdivision Orclinance. It was noted that staff arid the group of developers are in agreement with modifying the language in the Subdi- vision regulations to include general policy statemerits regarding solar access and envirornnental protection and that detailed language be reTmved and staff pre- pare handbooks that would provide infornation to the private developers in re- gard to solar access and environmental protection. 'I'herefore, the APC agreed with the changing of the detailed language regarding solar access and environ- mental protectlon, and the staff will reference that handbooks will be prepar- ed by the City regarding these two elements. The last item.of concern the APC addressed was the financial guarantee or escraw amotmt that the developer must provide for public utilities. The APC discussed tax forfeiture and haw the City could cover themselves on delinquent assessments. They noted that the original draft requested a 75% escrow; the APC suggested that 50% be the es- craw amount with further discussion regarding this amount be continued until input has been received by the developer and City Council. After discussion regarding the Subcl.ivision Ordinance, the APC recommended that a special meet- ing be held September 15, 1982 at 7:30. Design and Maintenance of Off-Street Parking Areas. A. Drainage. All parking lots except those for less than four (4) vehicles, shall be graded according to a drainage plan which has been approved by the City Engineer. Catch basins, sumps, and underground storm sewers may be required and all such'lots and driveways shall be surfaced with a material to control dust and drainage as approved by the City Engineer. B. Lighting. Any lighting used to illumi- nate an off-street parking area shall be shaded or diffused so as to reflect the light away from the adjoining psoperty and away from abutting traffic. C. All off-street parking areas shall be constructed with curbs or similar barriers to contain all vehicles. D. All off-street parking areas for four (4) vehicles or more shall be constructed with concrete curbs. E. Where a parking lot for four (4) or more vehicles is located adjacent to or across the street from a 011 residential use, a solid screen sha21 be constructed and , ? maintained of not less than three and one-half (3-1/2) feet in height to capture the vehicle light beams and muffle the vehicle noise. F. Driveways may only exceed a grade of ten (10) percent (10%) where approved by the City Engineer. A level area shall be provided for an automobile in front of the garage on residential lots. Subd.` 13. Required Off-Street Parking. The fol- lowing minimum parking spaces shall be provided and main- tained by ownership, easement or lease, for and during the life of the respective uses hereinafter set forth. Where a specific requirement is not stated, the Council shall deter- mine the adequacy of parking when approving a site plan. A. Single Family Dwelling. At least two (2) parking spaces for each dwelling unit. A garage will fulfill this requirement. B. Two-Family Dwellings. At least two (2) parking spaces for each dwelling unit. The requirements and standards specified heretofore in this Section shall be subject to the following: A. Height Limitations. Height limitations as set forth in "E" and "R" Districts elsewhere in this Chapter may be increased by fifty percent (50%) when applied to the following: Antenna - Radio or TV Flag Poles Source: No. 52 Amendment Effective Date: 9-24-76 B. Front Yard Variance. In any "R" Dis- trict, wherever a platted block or otherwise subdivided area has dwellings located on fifty percent (50%) or more of the parcels located between two (2) streets, the minimum ` r? '? (1-1-83) 280 1. Landscaping. All yards shall be {•. landscaped or be left in a natural state. If any yards are to be landscaped, they shall be landscaped attractively with lawn, trees, shrubs, etc. Any areas left in a natural state shall be properly maintained in a sightly and well-kept condition. Yards adjoining any of the Classes of Residence Districts shall be Iandscaped with buffer planting, if this is not provided in the natural state. Plans of such screens shall be submitted for approval as a part of a sxte plan and installed prior to issuance of a certificate of occupancy for any tract in the district. In the event this require- ment cannot be met because of climate, a bond shall be required to insure compliance within a reasonable time. The : design shall make use of all land contained in the site. All of the site plan shall be related to the multiple use, i.e., either parking, circuZation, recreation, landscaping, screening, building, storage, etc. 2. Drainage. The drainage of,,.storm waters shall be provided for either on the site or in a public storm sewer. 3. Curbs. Interior curbs shall be constructed within the property to separate driving and parking surfaces from landscaped areas. Interior curbs required by this Section shall be Portland cement concrete construction. 4. Walkways. Surfaced walkways shall ? be provided from parking areas, loading zones and recreation areas to the entrances of buildings. 5. Surfacing. AlI interior driveways, parking areas, loading areas, etc. shall be of blacktop or concrete construction. 6. Burying Utilities. All utilities including electrical and telephone lines, shall be buried in all new subdivsions as required by Chapter 13 of the City Code, unless otherwise approved by the Council. 7. Trash Incinerators and Garbage. No exterior trash or garbage disposal or incineration shall be permitted. Any exterior storage shall be enclosed within a container and such container shall be completely screened by a wall or equivalent visual screen. 8. Lighting. On-site lighting shall be provided as is necessary for security, safety and traffic circulation. Liqhting shall not be directed upon public- rights-af-way or adjacent properties. Such illumination shall be indirect and diffused. 9. Natural Features. The site shall show due regard for all natural terrain features, such as trees; water courses, historic areas or similar conditions. 10. Public Safety. All site and build- ing plans for multiple dwellings shall be reviewed by the Fire and Police Departments with a recommendation to the 284 (1-1-83) ?. ? , planned development agreement, and shall make note thereof , in the minutes at a regular meeting. If the applicant has failed to comply with the planned development agreement, the Council may, in its sole discretion, remove the superimpbsed planned development zoning by resolution, after a duly advertised public hearing, and the land area within the planned development shall automatically revert to its prior basic zoning classification. Subd. 9. LB - Limited Business District. A. Description.
