" P iAffm ffcm VoNm ? 4940 Vking Drive Pentagon Office Park Minneapolis MN 55435 (612) 835-2808 MEMO TO: TOM COLBERT, DIRECTOR OF PUBLIC WORKS FROM: WAYNE SCHWANZ, SUPERINTENDENT OF UTILITIES DATE: JULY 28, 1998 RE: STORM SEWER LiNE LOCATED AT 1316 RASPBERRY LANE Upon receipt of a letter from Mr. Conrad M. Tubin, the Utility Division conducted an extensive inspection of the storm sewer line which is on an easement to the east of Mr. Tubin's home. The Iine is a 15" RCP approximately 117' in length. It starts at a catch basin at Raspberry Lane and terminates in a pond which is shared along common lot lines behind 1316 Raspberry. The inlet pipe elevation is 86231 and the outlet of the pond is 863.17: This is one of many submerged inlets that exist in the City of Eagan which were constructed primarily in 1977 to 1979. ? The Urility Division was contacted initially by Mr. Tubin in the spring of this year due to a settlement in the yard approximately one pipe length up from the inlet to the pond. Upon investigation we found that the flared end had settled approximately 1" - 2" causing a gap in the top of the pipe. At this time we did a temporary repair by placing a band over the top of the pipe. Normal repair for this kind of a situation is the placement of a metal band which is then concreted into place. The Urility Division has used this method successfully over the past eight years and has found that the pipe integrity and the repair seems to be a permanent solution to this type of problem. The storm sewer pipe is situated within a 15' permanent easement. The easement has been encnmbered by retaining walls and trees which are planted within the easement. Because of this it is virhaally impossible for the Utility to access the easement without removing extensive landscaping and trees. "Therefore, the only way to even approach this problem is by bringing all of our material in with wheelbarrows and by hand to facilitate the repair. Mr. Tubin in his letter, which is attached to this memo, raised four questions which I will answer. Originally we inspected the pipe with our service camera. LJnfortunately due to dips in the pipe which is common in reinforced concrete pipe, especially of this age, we were not able to clearly look at the entire length of pipe. We have arranged with Buchin Enterprises to T.V. the pipe with a crawler camera which is also pan and tilt. This will allow us to inspect each individual joint as we inspect the pipe. The cost for this is going to be approximately $250 due to our contract with Buchin Enterprises which allows us to do emergency T.V.ing which is not scheduled. After this inspection we will be able to determine if there are any other breaches within the joints of this RCP pipe. Mr. Tubin's question #2 in regards to the bedding of the pipe will also be able to be determined upon T.V. inspection. Mr. Tubin states that the pipe has downward grade for 90 feet and then has an upward elevation or slope of the fna160'. The Utility has not been able to verify or deny this situation as Mr. Tubin states. In his third question Mr. Tubin questions the elevations of the inlet and outlet pipes. Again, the inlet pipe is an elevation of $62.31. The outlet for the pond designated LP-63.1 is at 863.17. Again, this difference of elevation or the submerged inlet was a design which the City of Eagan experimented with in the late 1970's. We have had no problem with these iniets other than inspection of them due to water being in the pipe. However, in this circumstance, we are able to sandbag the inlet to the pond and pump the pipe dry so that our T.V.ing can be facilitated. The last point that Mr. Tubin raises is the sand which has accumulated in the part of the pond at the inlet. Speaking with Rich Brasch, the Storm Water Coordinator for the City of Eagan, LP-63.1 is designated as a sand and nutrient trap pond. Upon inspection of the pond there has been a small delta which has built up at the iniet to the pond but the majority of the pond has not silted as far as we can tell. With the rains we have had in June of this year, the system functioned in that area without any problem. It is not uncommon for sand to build in a submerged inlet a short distance where the pipe enters the water. However, the amount of material in this pond is not of a quanrity that would require removal at this time. The Utility when it does remove material from ponds requires that the system has ceased operating and that the pond is 70 - 80% incapacitated by the amount of material which has entered over the years. The Division is in a two-year program inspecting the ponding areas within the City of Eagan, and from that will create a rating of the ponds and determining the severity of siltation. This will be used for a rotating program for material removal. The Utility has discovered that after the 100 year storm event which occuned in 1987 that many pieces of the infrastructure were breached or sustained erosion over the top of the pipes and the ponding areas. The Utility Division repairs on an as-need basis as they are discovered. It is highly likely that the separation on the flared end on this particular pipe occurred at that time due to the extreme heavy runoff that would have occurred in the drainage area which contributes to catch basins which lead to pond LP- 63.1. The Utility Division attempts to repair infrastructure which may be a liability to the city or a threat to public safety. The Division at this time does not have the financial resources to conduct a extensive repair approach to the storm sewer system. As you are aware with the budgeting within the storm sewer operation, in the year 2000 more funds will be available for repair and dredging of the existing ponds within the City of Eagan. Therefore, it was our goal to do our inspection in the years 1998 and 1999. Then when and if these funds become available we will have a system iri place which has identified the worse case scenarios and allow the utility to start to do the repairs and the dredging which will be necessary. In summation, again it is the Utilities intent to televise this pipe during the week of July 27`h, 1998. Upon receipt of a letter from Mr. Conrad M. Tubin, the Utility Division conducted an extensive inspection of the storm sewer line which is on an easement to the east of Mr. Tubin's home. The line is a 15" RCP approximately 117' in length. It starts at a catch basin at Raspberry Lane and terminates in a pond which is shared along common lot lines behind 1316 Raspberry. The inlet pipe elevation is 862.31 and the outlet of the pond is 863.17. This is one of many submerged inlets that exist in the City of Eagan which were constructed primarily in 1977 to 1979. The Utility Division was contacted initially by Mr. Tubin in the spring of this year due to a settlement in the yard approximately one pipe length up from the inlet to the pond. Upon investigation we found that the flared end had settled approximately 1" - 2" causing a gap in the top of the pipe. At this time we did a temporary repair by placing a band over the top of the pipe. Normal repair for this kind of a situation is the placement of a metal band which is then concreted into place. The Utility Division has used this method successfully over the past eight years and has found that the pipe integrity and the repair seems to be a permanent solution to this type of problem. The storm sewer pipe is situated within a 15' permanent easement. The easement has been encumbered by retaining walls and trees which are planted within the easement. Because of this it is virtually impossible for the Utility to access the easement without removing extensive landscaping and trees. Therefore, the only way to even approach this problem is by bringing all of our material in with wheelbarrows and by hand to facilitate the repair. Mr. Tubin in his letter, which is attached to this memo, raised four questions which I will answer. Originally we inspected the pipe with our service camera. Unfortunately due to dips in the pipe which is common in reinforced concrete pipe, especially of this age, we were not able to clearly look at the entire length of pipe. We have arranged with Buchin Enterprises to T.V. the pipe with a crawler camera which is also pan and tilt. This will allow us to inspect each individual joint as we inspect the pipe. The cost for this is going to be approximately $250 due to our contract with Buchin Enterprises which allows us to do emergency T.V.ing which is not scheduled. After this inspection we will be able to determine if there are any other breaches within the joints of this RCP pipe. Mr. Tubin's question #2 in regards to the bedding of the pipe will also be able to be determined upon T.V. inspection. Mr. Tubin states that the pipe has downward grade for 90 feet and then has an upward elevation or slope of the fina160'. The Utility has not been able to verify or deny this situation as Mr. Tubin states. In his third question Mr. Tubin questions the elevarions of the inlet and outlet pipes. Dear Mr. Hedges: I have owned and resided in the home located at 1316 Raspberry Lane since May of 1985_ A below grade concrete drain pipe traverses my property from the north (at the catch basin in the street) to south (where the water discharges into a pond). Over the years that I lived here, I've noticed depressions ( the ground sinldng) in my backyard. Late last summer, I noticed a hole in the ground. Further investigation revealed that the hole was above a crack in the concrete drain pipe. I called the city maintenance department and they provided me with an orange pylon to mark the atea gnd indicated that they would investigate and make necessary repairs in the sPring- Tlus May, I again called the maintenance department and they promptly responded. A bit of digging revealed a segatation in the pipe at the location of the hole that I found in the sumwer of 1997. They subsequently attempted to inspect the entire length of pipe fhat nms beneath my property in that depressions in my yard occur at numerous locations along the length of the huried pipe. A temgorary dam was constructed with sandbags to block the inlet concrete pipe from the rest of the pond. T}us was necessary because the inlet pige (located on my property ) is at an elevation below the outlet pipe located at the faz end of the pond? hence the inlet pipe is always under water (or ice in the winter). The sma11 pool of water behind the dam was pumped and removed to allow access to the opening of the inlet pipe. The initial inspection attempt was made with a camera that was inserted into the pipe from the catch basin located in the street. The distance from the catch basin to the pond is approximately 150 feet. At a distance of 90 feet from the catch basin, they lost the video signal. It was indicated to me that water interferes with the signal. They speculated tUat there may be a blockage in the line that was holding water in the pipe. They then proceeded to clean and remove any blockage from the drain line with a high pressure sprayer and again inserted the camera. A loss of a video signal occurred at the same location. They next inserted the camera from the gond(inlet) end of the pipe. The video signal was lost approximately 20 feet after insertion. At this point, the conclusion was made that there is schange of the slope in the drain line. Rather than sIoping down from the catch basin to the pond, the draitz line in profile is in fact V-shaped. No inspections were made beyond this point due to the limitations of the equipment available to the city maintenance personnel. Their camera does not work underwater. The above is my best understanding of the current state of the drain line that is buried beneath my property. What other means ate available for insgection of the buried pipe? The camera was only able to inspect a portion of the pipe. There are other depressions in the ground above the pipe elthough the ground is not yet breached. Why does the pipe slope down from the catch basin for 90 feet aud then slopes up for the fina160 feet? My understanding is that drain lines slope down from their inlet point (the catch basin) to their discharge point (the pond). Has there been a collagse or settling of the pipe? 3. Why is the inlet pipe to the pond at a lower elevation than the outlet gipe? Tlus insures that the inlet pipe is always below the water Ievel. In the winter, when the pond freezes, this means that the inlet pipe is frozen in ice. Has this freezing been the cause of the crack in the pipe? Has the freezing caused the pipe to shift its location or change the slope referred to in item two? 4. When does the ciLy propose to remove the sand that has washed into the pond from the street? Thirteen years ago, when I moved here, the pond was approximately 3 feet deep at the inlet end and 6 feet deep at the outlet end Ciurently, the inlet depth is 3 to 6 inches with an island of sand that is above the water level(effectively blocking the inlet pipe). I do not believe the planting proposed (3-foot wide native perennial plant buffer) around the pipe outlet/pond inlet would negatively affect the flow of stormwater or lead to any erosion in this area. It appears to me that adding the proposed native perennial vegetation would actually improve soil stabilization of this area (there is currently bare soil (dead zone) in this area). So… I’m in favor of the planting proposed by the homeowner within this Drainage & Utility Easement.
