On August 24, 1 received your letter dated August 19 iMOrming me of your concem regarding falling leaves
from a large tree located In front of 1566 Red Cedar Road. You further requested that the tree be cuc down
to eliminate the excess leaf probiem.
Upon receipt of your letter, I reviewed the sRuation wRh our street maimenance operations to determine 'rf
the tree was in such a location or condition that ft created a hazard or obstruction to the travelling public
or street maintenance operations. This evaluation determined that thesa conditions do not exist. Therefore,
the City cannot justify initiating an aCtion to have this tree removed.
The planting, maintenance and/or removal of any tree (or other landscaping) in public right-of-way is the
responsibility of the abutting properry owner. Any such work to he pertormed by the abutting property
owner must have a permit from the City of Eagan as issued by the City's Forestry Division of the Parks &
Recreation Department.
Street malntenance operations will provide periodic street sweeping for the removal of debris and Iitter
located on the paved street. This will include Ieaves that naturally fall into the street. However, this is not
to imply that the City will provide leaf pickup for residential property owners. It is not permissible for
property owners to rake leaves into the street or gutter. Each property owner fs responsible for the
collection and proper disposai of leaves, grass clippings, twigs and other related residue from typical
landscape maintenance activRies.
I hope this response addresses your issue and expiains why the City cannot comply with your request. If
you have any further questions regarding this issue, they should be directed to the City Forester, Mr. Jeff
Perry (681-4300) the City's tree inspector, who is handling the permft process until Mr. Greg Hove, the Citys
new Supervisor of Forestry, begins on September 20.

A nagging problem for years has been the
leafy trees that hang.almost totally over
in front of 1566 Red Cedar Rd. Over 90%
wind up in my yard because the Fall winds
North and Nothwest which blows almost all

The owner of 1566 Red Cedar.drive ignores them, feeling
the city is responsible. Beeause the trees have the
driveway behind them for 1566 and since very few of the
leaves go anywhere but-on my lawn, I am the one that has
to write you a letter about an area of no responsibility.
The city has come to take some of the excess leaves that
I have raked after numerous phone calls. I still wind up
with the raking. I do not intend to this year.
I recommend that the trees be cut down since they provide
no shade, there is a forest behind them, and the leaf
problem will be eliminated. Since the trees are on an
inclining bank, they all fa11 into the street until they
are blown up my lawn.
Since time is of essence, I ask your written reply and
action by August 30, 1993. Thank you for your attention.

SCOPE OF WORD
Work will be performed @ 1562 Red Cedar Road, Eagan, MN. Work
includes containment, full PPE for the technicians and debris removal.
Scope:
The house has experienced the majority of the water damage and
subsequent mold growth from three different sources. The first source
is groundwater entering the basement level of the home on the back side
of the house. The second source of water damage is from faulty tile and
grout in bathrooms, that has been leaking during showers and bathing.
The third source appears to be faulty plumbing on the front of the home
from a hose valve and plumbing leaks around the water meter. Most of
the significant damage and visible mold growth was found in the
basement.
Material removal will include a large portion of the drywall in the
basement. Approximately half of the basement walls will have some
drywall and/or paneling that will need removal. It appears that a
minimum of four feet up from the floor will be required to be removed
in these areas. In some areas drywall will be removed from the walls
floor to the ceiling. Floor to ceiling drywall removal will likely need to
occur around the basement level bathroom. The doors and door frames
in the basement have been damaged and will also be removed along
with most of the baseboard trim in the basement.
A lower portion of the wall separating the garage from the basement is
also damaged from ground water intrusion and will need to be removed.
Two bathrooms on the main floor are leaking down into the basement
utility room and the basement level bathroom. Some wall material and
subflooring in these two bathrooms will need to be removed.
Due to the extent of the growth in the basement and other damage the
carpeting will be removed from the entire house.
Once the removal and cleaning is complete for the mold and water
damage, all remaining surfaces will need to be cleaned using HEPA
vacuuming and antimicrobial cleaners. This includes all surfaces on all
levels of the home.
The HAVC system will be cleaned and the house will have a third party
Post Remediation Verification (PRV) clearance report prepared with
air sample results by a third party laboratory that is certified and
specializes in microbial analysis.

side of this wall is the basement family room that has some paneling that will also need
removal from this area.
This photo shows the drywall that has been impacted by both ground water intrusion and
an adjacent bathroom. Most of this damage is from the ground water intrusion.
This is an interior wall in the utility room that has been damaged from the adjacent
leaking bathroom tile wall. Mold has damaged most of the drywall in this area and is
growing on the floor.
This is the wall separating the garage from the basement. Mold growth can be seen on
the concrete wall and floor. The drywall separating the two areas have mold growth on
the first two feet + up from the floor.
This is the basement bathroom ceiling. It is showing signs of water damage and mold
growth caused by leaking tile work from the bathrooms directly above on the main floor.
Remediation:
• Place HEPA filter air scrubbers throughout the house during
remediation
• Containment of the home and negative pressure will be
implemented along with the HEPA filtration during remediation
• The carpeting will be removed from the house and disposed of
• Dry -down is needed for the back basement wall so commercial
dehumidification and air movers will be implemented to lower the
moisture levels within the home and dry out the structure

• Some baseboard trim in the family room, storage room and
bathroom will be removed
• If required any rotted framing in the basement will be removed
• Insulation will be removed in proportion to the areas where the
drywall and paneling is removed in the basement and where there
is visible mold and/or water damage
• The basement bathroom will be remediated it is likely that most
of the basement level drywall in this bathroom including the
ceiling will be removed
• Paneling and drywall will be removed from the family room in
two areas the first is area where the leaking plumbing from the
hose valve and the second area is on the opposite wall by the
water meter
• A section of drywall will be removed from the wall separating the
attached garage from the basement
• Drywall will be removed from the lower portion of the utility
room
• All of the remaining surfaces will be cleaned by vacuuming with a
HEPA filter vacuum cleaner
• All surfaces will be washed using an anti microbial wash
• The areas with growth that have been cleaned will be sealed using
an anti microbial sealer
Garage:
• As noted above the wall separating the garage from the basement
will have the lower portion of drywall removed
• The concrete walls will be cleaned where there are signs of visible
mold growth (mostly on the back garage wall)
• All of the remaining surfaces will be cleaned by vacuuming with a
HEPA filter vacuum cleaner
• All surfaces will be washed using an anti -microbial wash
• The areas with growth that have been cleaned will be sealed using
an anti -microbial sealer
Main Floor Bathrooms:
• Tile and drywall around the shower ant tub areas of the main
floor bathrooms will be removed
• It is likely that some subflooring will require removal from an
area around the tub (note: this area is not visible, removal will
encompass all rotted material found under the tile floor.
• The remaining surfaces will be cleaned with HEPA vacuum
cleaner
• Surfaces will be cleaned with antimicrobial cleaner
• Anti -microbial sealer will be applied adjacent to the kitchen sink
area where needed
Entire House Cleaning:
• Once all levels have been remediated and the carpet is removed
all surfaces throughout the home will be cleaned by HEPA filter
equipment and anti microbial cleaners
HVAC System:
• The HVAC system will be sealed and cleaned by a third party
using HEPA filter equipment
Clearance Report:
• A third party PRV and laboratory certified in analyzing
microbial sampling will be used for the final samplings and report
