TC 50. Scheduling of Special City Council meetings to be held on Apri126 (530 p.m.),
Apri127 (530 p.m.) and April 30 (5:30 p.m.) in the Council Chambers to review
the Engineering Report identifying proposed infrastructure improvements
responding to the 7uly 2000 Super Storm was approved.
TC 51. An amendment to the City's 2001 Fee Schedule regarding the City's Right-of-Way
Management Program Permit costs was approved.
NEW BUSINESS
Mike 52. A planned development amendment for Signart Co. Inc. to allow the erection of a
35 foot high pylon sign on the Best Westem Yankee Square Inn site located south
of Yankee Doodle Rd and west of Pilot Knob Rd in the northeast quarter of
Section 16 was approved.
Mike 53. A conditional use permit for Grazzini Brothers & Company to allow the outside
storage of materials (stone slabs) on property located at 1175 Eagan Industrial Rd
(Lot 14, Block 7, Eagandale Center Industrial Park) in the southeast quarter of
Section 3 was approved; and a variance from the City's building material
requirements allowing greater than 25°/a of an accessory structure to be finished in
metal was denied.
Mike 54. A rezoning for Northern Power Products of approximately 4.7 acres from
Agricultural to Business Pazk located north of Lone Oak Rd between I-35E and
Lexington Ave in the southeast quarter of Section 3 was approved; and a final plat
entitled Northern Power Products Addition was approved.
Mike 55. A conditional use permit for Sowles Properties for outdoor storage of vehicles,
cranes and other equipment and a variance to allow the storage area at a 20-foot
setback, rather than a 40-foot setback, from Terminal Drive on property located at
3131 Sibley Memorial Hwy were directed to staff to prepare a Findings of Fact for
Denial.
Mike 56. A rezoning for Four Crown, Inc, establishing a community shopping center on
approxunately 1.1 acres of land located at 4615 Nicols Rd on the southwest corner
of Nicols & Cliff Roads in the northwest quarter of Section 31 was approved; a
conditional use pernut to allow a Class II restaurant with a drive-through facility
was approved; and a conditional use permit to allow a pylon sign was approved.
PUBLIC HEARINGS
TC 37. The vacation of a portion of public drainage and utility easements within Bridle
Ridge ls` Addition was approved.
TC 38. The public hearing considering the vacation of public drainage and utility
easements within Blue Ridge 2"a Addition was closed and consideration of
approval was continued to be concurrent with the final plat approval of Blue
Ridge 4`11 Addition.
TC 39. The final assessment roll for Project 745 (Blue Gentian Rd - Streets & Utilities)
was continued to the April 17, 2001 City Council meeting.
TC 40. The final assessment roll for Project 746 (Blue Water Rd - Streets & Utilities) was
continued to the April 17, 2001 City Council meeting.
TC 41. The final assessment roll for Project 789 (Lone Oak Circle - Street Overlay) was
approved.
TC 42. The final assessment roll for Project 780 (Galaxie Ave - Street Overlay) was
approved.
TC 43. The final assessment roll for Project 782 (Old Sibley Memorial Hwy - Street

A perpetual conservation easement between Basic Builders, Inc. and the City of Eagan in 2001
Thomas Hedges prohibits removal of vegetation, alterations of topography, establishment of pathways, and erection of
CRY ADMINISTRATOR structures around a par[ of the wetland in the Finch Place subdivision. The City understands that
during the coastruction phase of the development some such activiries may have occurred within this
easement azea, and Basic Builders, Inc. was required by its development conlract to restore any
disturbed areas of the easement with "permanent native wetland buffer vegetation after final grading."
A recent field review by City staff of your backyard at 4802 Red Pine Court indicates that such a
natunl restoration does not exist.
