Dear Mr. Larson:
As you may or may not be aware of, the developer of a subdivision
within the City of Eagan is responsible for providing a suitable
building pad for home construction. If, during the construction
of the home or the excavation for the footings of the home reveals
unsuitable material, any corrective work which the
builder/excavator has to perform and the compensation for these
corrective actions is between the builder and the developer.
I trust this information clarifies the issues. If you need
additional information or explanation, please feel free to contact
the City Engineer's office.

OF THE TESTING AND INSPECTION FOR THE LOT EXCAVATION AND BACKFILL
PLACED ON LOT 16 BLOCK 3 OF THE SUBJECT DEVELOPMENT.
THE LOT WAS EXCAVATED TO REMOVE UNSUITABLE SOILS FROM THE HOUSEPAD
AREAS AS PER THE SOIL DRILLING REPORT AND THE CUT AND FILL SHEETS DATED
'FEBRUARY 05, 1987 AS PREPARED BY ALLSED TEST DRILLING COMPANY AND THE
REVISED PLANS DATED SEPTEMBER 17, 1987 AS PREPARED BY PROGRESS
ENGINEERING, INC.
THE LOT WAS EXCAVATED TO FIRM SUITABLE SOILS ( SEE INSPECTSON
REPORT DATED AUGUST 3, 1987 ). THIS EXCAVATION WAS ACCOMPLISHED WITH
LOT 15 BLOCK 3. THIS EXCAVATION WAS TO ABOUT 5 FEET BELOW EXISTING
GRADE, AND 16 FEET OF FILL WERE REQUIRED. THE BUILDING PAD WAS
OVERSIZED ON A 7 TO 1 RATIO FROM THE HIGHEST FOOTING GRADE. THE LOTS
WERE BACKFILLED WITH ENGINEERED FILL AS PER 79-G OF THE H.U.D.
REQUIREMENTS. EIGHT SOIL COMPACTION TESTS WERE PERFORMED IN ACCORDANCE
WITH A.S.T.M. D-1556 ( SAND CONE DENSITY ). ALL TESTS MET OR EXCEEDED
THE REQUIREMENTS OF 95 & 98 PERCENT OF STANDARD PROCTOR, A.S.T.M.
D-698, AS SPECIFIED IN THE SOIL REPORT. SEE TESTS 71 THRU 78. THESE
TESTS WERE PERFORMED FOR EACH 2 FEET OF FILL AND ALTERNATED ON LOTS 15
AND 76 AS IS CUSTOMARY FOR EACH STRIP OF 3 OR LESS LOTS BEING
BACKFILLED IN ONE OPERATION. THESE LOTS IN MY OPINION MET THE
REQUIREMENTS OF 79-G. THIS BACKFILL AND TESTING WAS COMPLETED ON
AUGUST 17, 1987.
IN CONJUNCTION WITH THE CONSTRUCTION OF THE SEWAGE LIFT STATION
BETWEEN LOTS 16 AND 17, THE HOUSE PAD WAS AGAIN EXCAVATED AND
BACKFILLED TO THE EXTENT REQUIRED TO CONSTRUCT THE LIFT STATION. THIS
WORK WAS DONE UNDER CONTRACT BETWEEN TNE CITY OF EAGAN AND THEIR SEWER
CONTRACTOR. JOBSITE INSPECTIONS AND TESTING WERE PERFORMED BY OTHERS.

THIS LOT WAS SUBSEQUENTLY RE-INSPECTED ON NOVEMBER 13, 1987. IT
WAS THEN NOTED THAT THE LOT WAS SOFT AND UNSTABLE AND WOULD NEED
ADDITIONAL TESTING OR PROOF OF TESTING BY OTHERS BEFORE CERTIFICATION
FOR 79-G OF THE H.U.D. REQUIREMENTS COULD BE MADE.
FURTHER RE-INSPECTION WAS MADE ON NOVEMBER 25, 1987. AT THIS TIME
TEST PITS WERE DUG IN AN ATTEMPT TO DETERMINE THE EXTENT OF UNSUITABLE
MATERIALS. THE UNSUITABLE MATERIALS WERE FOUND TO BE 4 TO 5 FEET DEEP
IN THE GARAGE SLAB AREA. QUESTIONABLE SOILS WERE ESTIMATED TO BE IN
PLACE UNDER THE GARAGE FOOTING. IT APPEARS THAT THE ORGANIC MATERIALS
ALLOWED TO REMAIN IN PLACE AND OTHERWISE USED IN THE BOULEVARDS, THE
BACKYARDS AND OTHER AREAS OF THE LOT WHICH WERE OUTSIDE THE HOUSEPAD
HAD BEEN INCORPORATED INTO THE HOUSEPAD BY THE CITIES SEWER CONTRACTOR.
IN CONJUNCTION WITH DIGGING THE TEST PITS, TWO SOIL DENSITY TESTS
( NUMBERED 174 AND 115 ) WERE PERFORMED IN THE PORTION OF THE FILL
DEEMED TO BE PART OF THE ORIGINAL HOUSEPAD.
AN ADDITIONAL SOIL INVESTIGATION ( PROJECT 87005E ) WAS PERFORMED
IN SEPTEMBER 1988. THIS INVESTIGATION CONTAINS A BORING ON THIS LOT.
WHEN THE BASEMENT FOR THE HOUSE CONSTRUCTION WAS DUG IN APRIL,
1990, IT WAS NECESSARY TO PERFORM ADDITIONAL WORK DUE TO THE EXTENT OF
THE UNSUITABLE MATERIALS ENCOUNTERED. THIS INCLUDED THE FOLLOWING:
1. THE CONFIGURATION OF THE HOUSE AND GARAGE WAS CHANGED TO PROVIDE THE
DEEPER FOOTING IN THE AREA CLOSEST TO THE LIFT STATION.
2. THE FOOTING WAS LOWERED FURTHER ( 7 COURSES OF BLOCK, AS PER THE
CONTRACTOR )
3. UNSUITABLE, MATERIALS WERE REMOVED TO A SUBSTANTIAL DEPTH
( APPROXIMATELY 22 FEET ) TO ESTABLISH PROPER OVERSIZING FOR THE
FOOTING.
4. PUMPING OF WATER FROM THE EXCAVATION FOR PROPER BACKFILL.
5. PROVIDED ADDITIONAL GRANULAR FILL.
6. PROVIDED COMPACTION OF THE GRANULAR FILL.

I perfiorrtied a visual inspection on Lots 15 and 16t P.loc1: 3.
The top soii and organic material had been e>:cavated to a base,
soil consisitine of a slightly plastic sandy loart„ underlying
that test hioles showed a slight artiount ot mottled clay loam. The
site was fairiy firm, 6ut wet. Due to the groLm dwater, the
excavator foreman is aware of the water problem and will drain
the water out ot site privr to filling.
The oversizing was correct. An vn site 5ranular material is
to 6e used for fill. The appro>:iniate depth at its lowest point
of e::cavation wa= at 805 feet, or five feet below natural surface
level. Apprv::imatelu 16 feet ef fili wiil be needed ta bring the
site up to grade.

THE LOT WAS EXCAVATED TO REMOVE UNSUITABLE SOILS FROM THE HOUSEPAD
AREAS AS PER THE SOIL DRILLING REPORT AND THE CUT AND FILL SHEETS DATED
FESRUARY 05, 1987 AS PREPARED BY ALLIEO TEST DRILLING COMRANY AND THE
REVISED PLANS DATED SEPTEMBER 17, 1987 AS PREPARED BY PROGRESS
ENGINEERING, INC.
THE LOT WAS EXCAVATED TO FIRM SUITABLE SOILS ( SEE INSPECTION
REPORT DATED AUGtJST 3, 7987 ). THIS EXCAVATION WAS ACCOMPLISHED WITH
LOT 15 BLOCK 3. THIS EXCAVATION WAS TO ABQtJT 5 FEET BELOW EXISTING
GRADE, AND 16 FEET OF FILL WERE REQUIRED. THE BUILDING PAD WAS
OVERSIZED ON A 1 TO 1 RATIO FROM THE HIGHEST FOOTINCa GRADE. THE LOTS
WERE BACKFILLED WITH ENGINEERED FILL AS PER 79-G OF THE H.U.D.
REQUIREMENTS. EIGHT SOIL COMPACTION TESTS WERE PERFORMED IN ACCORDANCE
WITH A.S.T.M. D-1556 ( SAND CONE DENSITY ). ALL TESTS MET OR EXCEEDED
THE REQUIREMENTS OF 95 8 98 PERCENT OF STANDARD PROCTOR, A.S.T.M.
D-698, AS SPECIFIED IN THE SOIL REPORT. SEE TESTS 71 THRU 78. TIiESE
TESTS WERE PERFORMED FOR EACH 2 FEET OF FILL AND ALTERNATED ON LOTS 15
AND 16 AS IS CUSTOMARY FOR EACH STRIP OF 3 OR LESS LOTS BEING
BACKFILLED IN ONE OPERATION. THESE LOTS IN MY OPINTON MET THE
REQUIREMENTS OF 79-G. THIS BACKFILL AND TESTING WAS COMPLETED ON
AUGUST 77, 1987.
IN CONJUNCTION WITH THE CONSTRUCTION OF THE SEWAGE LIFT STATION
BETWEEN LOTS 16 AND 17, THE HOUSE PAD WAS AGAIN EXCAVATED AND
BACKFILLED TO THE EXTENT REQUIRED TO CONSTRUCT THE LIFT STATION. THIS
WORK WAS DONE UNDER CONTRACT BETWEEN THE CITY OF EAGAN AND THEIR SEWER
CONTRACTOR. JOBSITE SNSPECTIONS AND TESTING WERE PERFORMED BY OTHERS.
PROGRESS DEVELOPMENT JUNE 5, 1990 - PAOE 2-
THIS LOT WAS SUBSEQUENTLY RE-INSPECTED ON NOVEMBER 13, 1987. IT
WAS THEN NOTED THAT THE LOT WAS SOFT AND UNSTABLE AND WOULD NEED
ADDITIONAL TESTING OR PROOF OF TESTING BY OTHERS BEFORE CERTIFICATION
FOR 79-G OF THE H.U.D. REQUIREMENTS COULD BE MADE.
FURTHER RE-INSPECTION WAS MADE ON NOVEMBER 25, 1987. AT THIS TIME
TEST PITS WERE DUG IN AN ATTEMPT TO DETERMINE THE EXTENT OF UNSUITABLE
MATERIALS. THE UNSUITABLE MATERIALS WERE FOUND TO BE 4 TO 5 FEET DEEP
IN THE GARAGE SLAB AREA. QUESTIONABLE SOILS WERE ESTIMATED TO BE IN
PLACE UNDER THE GARAGE FOOTING. IT APPEARS THAT THE ORGANIC MATERIALS
ALLOWED TO REMAIN IN PLACE AND OTHERWISE USED IN THE BOULEVARDS, THE
BACKYARDS AND OTHER AREAS OF THE LOT WHICH WERE OUTSIDE THE HOUSEPAD
HAD BEEN INCORPORATED INTO THE HOUSEPAD BY THE CITIES SEWER CONTRACTOR.
IN CONJUNCTION WITH DIGGING THE TEST PITS, TWO SOIL DENSITY TESTS
( NUMBERED 114 AND 115 ) WERE PERFORMED IN THE PORTION OF THE FILL
DEEMED TO BE PART OF THE ORIGINAL HOUSEPAD.
AN ADDITIONAL SOIL INVESTIGATION ( PROJECT 87005E ) WAS PERFORMED
IN SEPTEMBER 1988. THIS INVESTIGATION CONTAINS A BORING ON THIS LOT.
WHEN THE BASEMENT FOR THE HOUSE CONSTRUCTION WAS DUG IN APRIL,
1990, IT WAS NECESSARY TO PERFORM ADDITIONAL WORK DUE TO THE EXTENT OF
THE UNSUITABLE MATERIALS ENCOUNTERED. THIS INCLUDED THE FOLLOWING:
1. THE CONFIGURATION OF THE HOUSE AND GARAGE WAS CHANGED TO PROVIDE THE
DEEPER FOOTING IN THE AREA CLOSEST TO THE LIFT STATION.
2. THE FOOTING WAS LOWERED FURTHER ( 7 COURSES OF BLOCK, AS PER THE
CONTRACTOR )
3. UNSUITABLE, MATERIALS WERE REMOVED TO A SUBSTANTIAL DEPTH
( APPROXIMATELY 22 FEET ) TO ESTABLISH PROPER OVERSIZING FOR THE
FOOTING.
4. PUMPING OF WATER FROM THE EXCAVATION FOR PROPER BACKFILL.
5. PROVIDED ADDITIONAL GRANULAR FILL.
6. PROVIDED COMPACTION OF THE GRANULAR FILL.

The top soil and organic rtiaterial had been excavated to a base.
soil consisiting ot a siightly piastic sandy Zaam, underlying
ttiat test holes showed a slighit art,ount ofi mottled clay loam. The
site was fiairly firrti, but wet. Due to the groundwater, the
excavator foreman is aware of the water problem and will drain
th,e water out of site prior to fillin8.
The oversizing was correct. An on site granular material is
to be used tor fiil. The appror.imate depth at its lowest point
