T-Mobile has requested to install an antenna on the Xcel tower above Trapp Farm
Park. Information is included in the packet that provides background information
relative to this request and the actions required of the APrC.

revised Wetland Replacement Plan. Background information is included in the
packet and will be covered in part during the pre-meeting workshop.

DEPARTMENT HAPPENINGS
STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE
• Lone Oak Days at Holz Farm took place September 27 and 28. Over the 2 days, 908 people
enjoyed old fashioned fun. Hayrides, barn animals, blacksmith demonstrations, seed spitting
and coin hunts were some of the highlights of the event.
• The Old Fashioned Holiday at Holz Farm event is scheduled for December 7`" from 12:00
noon until 3:30 pm. Make your list and Santa will be there to check it twice, with his reindeer,
cookies, live entertainment and a bonfire.
• Both EAA and EVAA are back at the community center for another basketball season.
Practices and games can be found in the gyms every night of the week October - March.
• The improvements at Patrick Eagan Park are nearly complete. The picnic shelter will be
installed next week and the balance of the prairie next spring. After some trial and error the
new rain gardens servicing the paved parking lot appear to be functioning as hoped
• Park staff will be installing the framework for a new tension fabric shade structure at the band
shell. If they prove successful, additional structures may be added in the future
• The Civic Arena/Cascade Bay parking lot hosted the Fire Department Open House this past
weekend with approximately 800 people in attendance. Staff helped with the planning and
preparation for this community event.
SUPPORT ECONOMIC DEVELOPMENT
• The hi-annual Just Between Friends (JBF) sale has moved to the ECC. It is a three day sale in
the gym that brings in hundreds of shoppers each day, searching for bargains on children's
items. They have plans to come back in the spring and stay at the ECC indefinitely.
STRENGTHEN SAFETY AND SECURITY
• A consultant has nearly completed the plans and specs for the new Northview field lights.
Installation will be done over the winter
PROMOTE HEALTH AND WELLNESS
• Winter sports information was sent out to teams with registration taking place in November.
O The ECC offered a fitness promotion the week of Sept. 22-28 that waived the enrollment fee
and resulted in 250 new fitness memberships. This was quite an anomaly based on feedback
from other public and private fitness centers.
• The ECC will be attending Lockheed Martin's employee wellness fair to promote fitness
memberships and services on Oct. 15`h
• 55 + Strength/Balance/Yoga, Tai Chi, and Nordic Walking classes are off to a strong start at the
Lone Oak Room of the ECC, Gramercy Park Cooperative and O'Leary Senior Housing. These
classes are being offered through the Dakota County Community Development Block Grant
(CDBG)dollars.
• A City wide trail improvement project is underway, several new segments of boulevard trail are
being added including along Silver Bell Road and Federal Drive
• Rinks at Pilot Knob, Woodhaven and Lexington Parks are being modified and improved. The
boards at Pilot Knob are customized to accommodate the growing sport of wiffleball.

PROTECT ENVIRONMENTAL RESOURCES
• After the summer lull, the Buckthorn pickup is operating at maximum capacity. Staff is doing 8
to 10 pick ups every Monday
• Don't fret if the perennial flowers at your favorite park have been cut to the ground, it is part of
routine seasonal maintenance, they will be back.
• New and improved low maintenance landscapes have been installed at several park building
sites to replace some of what were the original plantings that had since deteriorated.
• Fall fertilization and over-seeding is complete and the conditions have been perfect for late
season aeration.
FACILITATE COMMUNITY CONNECTIONS
• The Eagan Art House is providing art instruction off-site in collaboration with the following:
Northview Elementary School, Deerwood Elementary School, Somerset Elementary School
(Mendota Heights), Friendly Hills Middle School, Corpus Christi Home School (Bloomington).
• A teen workshop to design and paint banners for the temporary library space will take place at
the Eagan Art House on October 25th. Workshop is sponsored by the Wescott library and
taught by an Eagan Art House instructor.
• New teen programs are being offered at the Oasis Teen Center in collaboration with the
Wescott Library. The ECC is also hosting several Wescott Library story times October through
December.
PROVIDE RECREATION EXPERIENCES
• Look for the winter brochure to be delivered the week of November 24th.
A `drop in' playtime in the Kids Kare Room of the ECC was held on both Tuesday morning
and Thursday morning during MEA break week, October 13-17. Attendance was low, but
families appreciated the option.
GENERAL ANNOUNCEMENTS
• The water at all seasonal buildings is now off. Restrooms will open again after Memorial Day

I ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and
wetlands issues that pertain to the Norton Heights development.
BACKGROUND/HISTORY:
Bill Pederson is requesting approval of a Preliminary Subdivision of 1.4 acres to create two lots
upon property located at 1505 Lone Oak Road legally described as the west half of Lot 15,
Zehnder Acres, located in the SW t/4 of Section 4. The Zehnder Acres property was platted in
1950. The existing home was constructed in 1953.
The subject site is one platted parcel and contains a single family home with an attached garage.
Access to the site is provided via Lone Oak Road; however the proposed lot would receive access
via Skyline Trail. The result of the proposed subdivision will be two single family parcels that
meet all R-1 zoning standards.
PARKS AND TRAILS DEDICATION:
The development shall be subject to a cash parks and trails dedication for the new residential Lot
1 created by the split of the existing parcel.
TREE PRESERVATION:
An Individual Lot Tree Preservation Plan will be required at the time of building permit application
for the newly created Lot 1.
WATER QUALITY/WETLANDS:
Similar to other residential developments, regardless of size, this subdivision will generate additional
stormwater runoff within the City. On-site treatment of stormwater for water quality purposes,
however, is not reasonable or practical. In accordance with City requirements, the development is
responsible for a cash dedication equivalent to the cost of the land and the pond volume needed to
reduce phosphorus export to undeveloped conditions.
There are no jurisdictional wetlands associated with this site.

ALTERNATIVES FOR COMMISSION CONSIDERATION:
1.. This proposal shall be subject to a cash parks dedication for the newly created Lot 1.
2. This proposal shall be subject to a cash trails dedication for the newly created Lot 1.

ITEM OVERVIEW: Close the public comment period for the community tile mosaic public art
project, review public feedback and make a recommendation to the City Council regarding the
placement of this proposed art work within a City park.
BACKGROUND/HISTORY:
In 2006 the City Council adopted a policy pertaining to public art and memorial installations in
City of Eagan parks.
On August 19, 2008 the Eagan Art House staff shared a community tile mosaic project that was
part of a grant designed to bring members in the community together to share in the creation of an
intergenerational piece of artwork. Once the project was completed it was hoped that the artwork
could be displayed in Central Park but would be mobile so it could be moved to other locations.
At the August 19 workshop the Advisory Commission asked that this item be brought to the
September 15 APrC meeting and presented as a formal request to place public art in a park so that
the request could follow the process outlined in the Public Art Policy adopted in 2006.
On September 15, 2008 the APrC formally reviewed the request by the Eagan Art House and per
the Public Art Policy, formally opened the 30 day public comment period where residents could
view the art and provide feedback. The 30 day public comment period ended on October 17,
2008.
« At the writing of this memo there have been no comments received regarding the proposed art
project.
NEXT STEPS:
• Close the 30-day public comment period
• APrC'to review and evaluate the request and make a recommendation to the City Council based
upon the public benefit of the action. .
• City Council reviews and takes action.

community tile mosaic project to be displayed temporarily in a park or other public space.

AGENDA ITEM: IX-A; TRAPP FARM CELLULAR ANTENNA LEASE

ITEM OVERVIEW: T-Mobile is proposing to install a cellular antenna on an existing high voltage
power pole owned by Xcel Energy in Trapp Farm Park. The installation will require the leasing and
subsequent modification of a small section of park land. Input on the terms and conditions in the lease
specific to use of the park is being requested.
BACKGROUND/HISTORY:
With the rapid growth, competition and reliance upon the cellular industry, service providers are
constantly required to expand and enhance their services. To this end, providers are using a variety of
non-traditional sites and existing structures to locate and support antennas and the associated
equipment, especially in urbanized settings.
The City of Eagan currently has nearly thirty leases with wireless providers for the co-location of
antennas and equipment at City owned sites throughout the community. Most are associated with
water reservoirs though there are several leases for ground space at parks including O'Leary, Rahn
and on the Highline trail. Lease fees are collected for each installation
ANALYSIS:
T-Mobile is proposing to install a cellular antenna on an existing Xcel Energy high voltage line tower
located in the westerly portion of Trapp Farm Park. The installation would require the construction of
a small service building at the base of the tower for the control equipment and a gravel drive
extending from an existing park trail for service and maintenance access.
Xcel Energy has indicated a willingness to negotiate a lease with T-Mobile for the use of the tower.
As the underlying land owner the City would negotiate a separate lease with T-Mobile for the ground
space. The leases are negotiated independently by T-Mobile, though the implementation of one
element of the project is contingent upon the other.
The general administration of the lease application process and collection of the associated application
fees is the responsibility of the City Utility Department. Pending approval of the application, leases
are subsequently negotiated by the City Attorney with final approval given by the City Council.
Because the proposed location is within a park, park staff and the APrC are being asked to provide
input regarding terms and conditions of the lease. Community Development will be reviewing the
plans for the structure and issue the appropriate approvals.

DISCUSSION/EVALUATION:
Staff has reviewed the proposal and developed the following list of terms and conditions (in no
particular order) for reference and potential inclusion in the lease subject to approval of the City
Attorney and as negotiated with the Lessee;
The Lessee or his designees shall (during the term of the lease);
1. Promptly repair or restore any and all damage to existing vegetation or grounds caused by the
construction or operation of the facility and return it to the original condition as approved by
the City.
2. Adhere to applicable City building and property management codes.
3. Prepare and implement a landscape plan using materials consistent with the site that will
screen the building from residences and park patrons, said plan to be approved by the City
prior to implementation.
4. Maintain the grounds and plant materials within the lease area, maintenance shall include but
not be limited to the removal of trash and debris, the upkeep of the building exterior and
replacement of dead or dying plant materials.
5. Utilize a City approved in-ground stabilization system to create the access road (ex; grass
blocks, mats or pavers)
6. Follow appropriate erosion control measures including the installation of a swale to capture
erosion and run off associated with the access drive, clean up and repair as requested.
7. Maintain the access road in a condition appropriate for use of the lessee.
8. Repair any damage to the existing City bituminous trail within the lease area caused by
construction or maintenance equipment. Said repairs may include but are not limited to
overlaying, reconstruction or patching as determined appropriate by the City.
9. Plow the trail and access road within the lease area for winter access if required by the Lessee
10. Provide appropriate signage, including restrictions on the use of the access road
11. Not hinder public use of the park, park activities or the trail
12. Provide the City with prior notice of an activity that may require exceeding the bounds of the
lease or closure of any portion of the park or trail
Staff will work with the Finance Department and City Attorney to develop a lease fee appropriate for
this installation. Similar ground space leases are generally in the range of $5,900 per year. Proceeds
from leases are coded to a City revenue account and used to supplement a variety of City programs
and facilities including Holz Farm and the Community Center.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. Recommend that the City enter in negotiations for a lease with T-Mobile for ground space in
Trapp Farm Park and that the terms and conditions included in this report be considered for
inclusion.
2. Recommend negotiations with additional or modified terms and conditions
3. Recommend that there be no negotiations for the lease of ground space

ITEM OVERVIEW: Consider proposal to satisfy previously approved wetland replacement plan
Lthrough withdrawal of wetland bank credits versus continuing ongoing efforts to create on-site wetland. BACKGROUND/HISTORY:
On December 16, 2003, the Eagan City Council approved a wetland replacement plan for the Terra Glenn
subdivision, located on Birchpond Road west of the Maintenance Facility. The Advisory Parks
Commission provided recommendations to the Council on this plan.
The decision allowed 2,574 ft2 (0.059 acres) of wetland impact and required 5,148 ft2 (0.118 acres) of on-
site wetland creation. The decision also required 21,386 ft2 (0.491 acres) of on-site wetland creation to
reimburse wetland bank credits withdrawn from the City's account for wetland impacts caused by the
construction of Hunt Drive, located north of the Maintenance Facility, according to a June 17, 2003
agreement between the City and Blue Cross Blue Shield (BCBS; previous landowner).
DISCUSSION/EVALUATION:
City Water Resources staff has reviewed the revised plan and believes its wetland bank approach is
appropriate to resolve the ongoing problems and challenges with the Terra Glenn wetland replacement
site.

MINUTES OF REGULAR MEE G OF SEPTEMBER 1S, 2008
A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on September 15,
2008 with the following Commission Members present: Thor Anderson, Phil Belfiori, Jennifer Dahlquist, Bruce
Goff, Laurie Halverson, Duane Hansen and Dorothy Peterson. Member Zipf was not present. Staff included
Director Juli Seydell Johnson; Superintendent of Operations, Cherryl Mesko; Superintendent of Parks, Paul Olson;
Recreation Program Manager, Paula Nowariak; Recreation Supervisor, Julie Andersen and Recreation Supervisor
Kerry Phillips.
APPROVAL OF AGENDA
Member Halverson moved, Member Goff seconded, with all present members voting in favor to approve
the agenda as presented.
APPROVAL OF MINUTES OF JULY 14, 2008
Member Dahlquist moved, Member Belfiori seconded, with all present members voting in favor to approve
the minutes of July 14, 2008 as presented since there was no meeting in August.
VISITORS TO BE HEARD
There were no visitors to be heard.
DIRECTOR'S DEPARTMENT UPDATE
Director Johnson encouraged residents to get out and enjoy the parks and trains. She highlighted the
upcoming Lone Oak Days at Holz Farm the weekend of September 27-28 as well as the Mothers of Multiplies
annual sale at the Eagan Community Center the same weekend.
It was noted that the Dakota County Library on Wescott Road is closed for renovation and in the meantime,
the library is being housed on the second floor of the Eagan Civic Arena. So far, it has been a very positive
experience for both the City and the library. The library will occupy the mezzanine floor until the end of the year
when they move back to their original location. Space will then be available for public rental.
Director Johnson also noted the MRPA touch football tournament that will be hosted at Northview the
weekend of October 11-12 and the ECC fitness member promotion from September 22-27. Seasonal park staff is
winding down from the summer and the maintenance staff is trying to continue the same level of maintenance to the
parks and trails. Seasonal water shut-offs and restroom shutdowns are taking place in the parks although some park
sites still have portable restrooms still available.

NEW BUSINESS
Public Art Request - Community Tile Mosaic
Director Johnson pointed out that the Eagan Art House programs have been under the City of Eagan
Recreation Division for approximately one year and introduced Julie Andersen. Supervisor Andersen opened up
the tile mosaic project discussion. She stated it was a collaborative project to help bring the community together to
do an art project. The idea of a tile mosaic gives the community a chance to share in this project as everyone paints
their own tile and then the tiles are fitted together to create the mosaic. On Thursday, September 11, there was a
workshop at the Lone Oak Room for the community to paint a ceramic tile for the mosaic. Supervisor Andersen
presented several tiles that had been painted by the attendees and each showed individual interpretation. Once the
tile mosaic is completed, it will be moved periodically around various sites within Eagan.
Member Peterson asked for details of the grant, to which Supervisor Andersen explained that it was a grant
in the amount of $2900.00 from the Metropolitan Regional Arts Council and the grant ran from June through
September, 2008. Member Peterson suggested that since there is a Public Art Policy, she would like to see a 30 day
comment period to provide feedback to the APrC and City Council that would help decide where the mosaic would
be displayed. Member Halverson motioned to tentatively approve the project and open up a 30 day public comment
period starting September 16, 2008.
2009 Park and Trail Dedication Fees
Paul Olson, Superintendent of Parks, provided a brief overview of how the parks and trails dedication
process works. East year the City is required to make a recommendation for the fees for the following year. The
City computes these fees in relation to the value of the property from the County Assessor's Office. Based upon the
valuation, the City would then determine the following year dedication fees. Supervisor Olson noted that for 2009
the valuation for properties in Eagan will decrease slightly. Due to the downward swing in housing and property
values, it was staff's suggestion that there be no increase in parks dedication fees for the year 2009. Member
Peterson moved to adopt no increase in park and trail dedication fees for 2009 and Member Hansen seconded with
all members present voting in favor.
Photos in Parks Reservation Procedure
Cherryl Mesko, Superintendent of Operations, presented a proposal for commercial photography within
Eagan parks since commercial photography has increased in the last few years, especially at the Eagan Community
Center, Central Park and Holz Farm, and sometimes conflicts with reserved park reservations. The APrC requested
that a sub-committee meet and try to come up with a proposed policy for photography in the parks. The sub-
committee proposed that photography be allowed in the parks through a no fee reservation system so as not to
interfere with reserved activities. Member Peterson questioned how much staff time would be required. It was
determined that it would not take a lot of staff time.

Member Goff mentioned that he took a tour of Thresher Fields and commented that the plantings and
buildings were attractive at that site. He also commented on the Art House renovations and said that City staff had
done a very good job with the new entrance to the Art House.

With no further business to conduct, Member Goff moved, Member Dahlquist seconded with all members
voting in favor to adjourn the meeting. The meeting was adjourned at 7:50 p.m.
