City Administrator Hedges introduced the item. Public Works Director Colbert provided
an overview of the proposed 2010-2014 Part III CIP. The City Council also discussed a rate
study to explore funding sources for the deficit within water quality. Colbert noted that it would
be helpful to determine what strategy might be appropriate to address the federal government
water quality requirements and related mandates. The Council directed the study to the Finance
Committee for further discussion and review.
The City Council directed the 5-year CIP, as presented, to the June 2, 2009 City Council
meeting for formal consideration under New Business.
III. WINTER TRAIL MAINTENANCE PLAN REVIEW
City Administrator Hedges introduced the item, noting that it is the policy of the City to
review its winter trail maintenance plan in the spring of each year. Mayor Maguire noted the
City’s policy enacted in 2008 to utilize in-house City staff for trail plowing operations and to
designate trail plowing as a secondary priority, taking place after the majority of local street
snow and ice operations were completed.
Superintendent of Streets Struve summarized trail plowing operations in 2008, and noted
that the City received relatively few calls regarding the policy change enacted.
