05/12/2009 - City Council Special MINUTES SPECIAL CITY COUNCIL MEETING TUESDAY, MAY 12, 2009 5:30 P.M. EAGAN ROOM – EAGAN MUNICIPAL CENTER City Council members present: Mayor Maguire, Councilmembers Bakken, Fields, Hansen and Tilley. City staff present: City Administrator Hedges, Assistant to the City Administrator Miller, Director of Administrative Services VanOverbeke, Water Resources Coordinator Macbeth, Water Resources Specialist Thompson, Public Works Director Colbert, Superintendent of Streets Struve, Superintendent of Utilities Schwanz, Community Development Director Hohenstein, City Engineer Matthys, and Communications Director Garrison. I. ROLL CALL AND AGENDA ADOPTION Mayor Maguire called the meeting to order. Councilmember Fields moved; Councilmember Bakken seconded a motion to adopt the agenda as presented. Aye: 4, Nay: 0 (Councilmember Tilley not present for vote) II. PUBLIC WORKS 5-YEAR CAPITAL IMPROVEMENT PLAN (2010-2014) City Administrator Hedges introduced the item. Public Works Director Colbert provided an overview of the proposed 2010-2014 Part III CIP. The City Council also discussed a rate study to explore funding sources for the deficit within water quality. Colbert noted that it would be helpful to determine what strategy might be appropriate to address the federal government water quality requirements and related mandates. The Council directed the study to the Finance Committee for further discussion and review. The City Council directed the 5-year CIP, as presented, to the June 2, 2009 City Council meeting for formal consideration under New Business. III. WINTER TRAIL MAINTENANCE PLAN REVIEW City Administrator Hedges introduced the item, noting that it is the policy of the City to review its winter trail maintenance plan in the spring of each year. Mayor Maguire noted the City’s policy enacted in 2008 to utilize in-house City staff for trail plowing operations and to designate trail plowing as a secondary priority, taking place after the majority of local street snow and ice operations were completed. Superintendent of Streets Struve summarized trail plowing operations in 2008, and noted that the City received relatively few calls regarding the policy change enacted. Special City Council Minutes January 13, 2009 Page 2 Struve reviewed Citizen Petition #1 for requesting winter maintenance of the sidewalk system on the east side of Burgundy Drive between Robin Lane and the northern radius/intersection of Merlot Curve. City Council discussed the request and there was consensus not to add the segment to the City’s winter trail maintenance program. Struve reviewed New Trail Request #1, which would add trails installed on both sides of Northwood Parkway from Pilot Knob Road to Denmark Avenue. The City Council discussed the request and there was consensus to only add the north side of Northwood Parkway to the City’s winter trail maintenance program. Struve reviewed New Trail Request #2, which is a trail on the north side of Silver Bell Road from Blackhawk Road to Cedar Grove Parkway. The City Council discussed the request and there was consensus to plow the north trail, but cease plowing the southern trail on Silver Bell Road. Struve reviewed New Trail Request #3, which is a trail on the west side of Federal Drive from Yankee Doodle Road southward connecting to existing segments that terminate at Violet Lane. The City Council discussed the request and there was consensus to add the trail segment along the west side as indicated on the location map. IV. OTHER BUSINESS The City Council recognized Councilmember Tilley’s birthday. City Administrator Hedges provided an update on the upcoming Emergency Management training on August 24-28, 2009. V.
