As part of the MCFS Service Avai]ability Charge (SAC) policy, all industries holding an Indushial
DiscYiarge Pemut are subject to a wastewater volume review one year prior to the expiration of
their pernut. SAC is a"connection" fee which has been levied since 1973 for new connecdons or
incneased volume discharged by eacisting users to the Meuropolitan Disposal System (MDS). SAC
revenue is used to pay for the unused reserve capacity pomion of debt service for capital
impmvements.
The wastewater volume review serves as a method for detecting wastewater volume increases from
a facility. Current wastewater volumes are converted to a SAC equivalent and compared to a SAC
baseline value. Any increases over the baseline value, or the value for SAC credits, whichever is
greater, have the potential to be assessed SAC.
Three years ago, a wastewater volume review for your faciliry took pJace. At tbat time, wastewater
volumes firom your facility were notefl to be below SAC baseline and/or SAC credit levels. A
current evaluation of wastewater flows from your facility indicates that discharge volumes remain
below the SAC baseline.
Please find enclosed a Wastewater Volume Review Workshcex specifying the results of the review.
City of Fagan will not be required to purchase additional SAC at this time. If you have questions,

Dear Mr. Colbert:
This letter is a follow-up to the letter sent on October 31, 2005 regazding a preliminary volume
review for the Service Availability Charge (SAC) system for Permit Number 985 located at 3419
Coachman Road, Eagan, MN. In that letter, you were notified that your city has increased its
wastewater discharge to the sanitary sewer. As a result, your city could be subject to a potential
SAC liability of 87 units (equivalent to $134,850 at the 2006 MCES SAC rate of $1,550 per unit).
Note that the SAC rate is subject to increase each January, and all SAC payments are at the rate in
effect at the time of payment. SAC payment is due at the end of the month following receipt of
your renewed pernut, but can be paid at any time up to that point.
The SAC intent form that you completed and returned, indicated your city planned on
conducting process changes followed by a volume study. At this point, you have two options. First
you may pay SAC equivalent to the increase in dischazge to the sanitary sewer based on the
preliminary volume review, or documented dischazge volume from a 30 day volume study. If you
choose this option, a"SAC Payment Form" will be enclosed with your renewed Industrial
Dischatge Permit. The form must be completed by a city representative indicating that SAC was
paid.
Your second option is to still conduct a 30-day wastewater volume study. If you choose this option,
please inform the engineer referenced below. The study must be completed and results submitted to
Metropolitan Council Environmental Services (MCES) by August 31, 2006. Guidelines for
completing the wastewater volume study aze attached. Based on the results of the study, MCES will
determine a current SAC equivalent of your wastewater flow.
To determine your firm's SAC liability, MCES will use the lesser SAC equivalent of the
preliminary volume review and the 30-day wastewater volume study. If a SAC payment is
required, a"SAC Payment Form" will be enclosed with your renewed Industrial Discharge Peimit,
and the above described method for completing the form and payment of SAC will be applied.
At this time, no money should be sent to our offices. SAC payment shall be made to the city
using the "SAC Payment Form." Please be aware of the fact that the information contained in this
letter is accurate under the current SAC policy. You will be noti£ied in the future of any change in
policy which might affect the status of this or future SAC reviews.

Guidelines for SAC Volume Study
- Contact the MCES Engineer administering your permit before starting the wastewater
volume study option. Special conditions, other than those specified in these guidelines, may
apply to your facility.
- The wastewater volume study shall consist of a minimum of 30 oQerating days of actual, or
estimated discharge volume data acquired through the use of incoming water meter(s) and/or
from a wastewater flow measuring device(s).
- The volume study may be conducted at any time, but results must be submitted to MCES
no later than 60 days prior to permit renewal.
- Deduct meters, such as lawn sprinkling, evaporation, and product uses that exist at the
facility, shall be included in the study as water losses. If these losses cannot be accounted for by
meter, the Permittee shall submit to MCES engineering calculations estimating these losses,
and/or conduct flow measuring of the losses at an MCES approved location.
- All supporting information used to determine the actual, or calculated daily wastewater
flow volumes shall be submitted for each dav of the study. Also, indicate the daily activity
taking place at the facility during the study (e.g, full operation, cooling water, clean up).
- Please account for any unusual events, such as a spill, or batch discharge, that occurred
during the volume study time frame.
The results of this study shall be submitted to MCES by 8/31/06. MCES staff will
determine a SAC equivalent based on the average of the 30 daily wastewater discharge
volumes. MCES reserves the right to conduct additional discharge volume monitoring if
deemed necessary.

volumes from your facility were ttoted to be below SAC baseline andlor SAC credit levels.
For City of Eagaq the subsequent wastewater volume review for your facility has been completed.
The preliminary evaluation of wastewater flows indicates an increased use of the sanitary sewer,
above the SAC baseline and/or SAC credit levels, equivalent to 87 SAC units. Please refer to the
attached "Wastewater Volume Revievi' for the results of the review.
Based on the 2005 SAC rate of $1,450 per unit, this increase will result in a chazge of $126,150 due
at the time of permit renewal.
A follow-up letter will be mailed to you four months prior to pernvt renewal describing two options
regazding a potential SAC payment. The first option will be to pay 5AC based on the preliminary
volume review results and the SAC rate in effect at time of payment.
The second option will be to conduct a 30-day wastewater volume study to determine the updated
SAC equivalent of wastewater flows. The 5AC rate chazged is the rate in effect at the time of
payment. The 2006 SAC rate is going to be $1,550 per unit. The volume study option will be
beneficial to your company if you choose to initiate wastewater reduction measures to reduce
or eliminate the amount of SAC due. A final enclosure is the "SAC Statement of Intent." Please
complete and return it to MCE3 by 11/30/05.

should be noted that some cities use SAC deternunations to assess municipal impact or connection
fees which aze exclusive of the 5AC charge. If you aze unsure as to whether or not these fees are
applicable in your city, you should call the city offices to inquire. At this time, no money should
be sent to our offices. SAC payment shall be made to the city at the time of permit renewal using
