As part of the MCE3 Service Availability Charge (SAC) policy, all industries holding an "Industrial
Dischazge Permit" aze subject to a wastewater volume review one year prior to the eapiration of
their permit. SAC is a"connection" fee which has been levied since 1973 for new connections or
increased volume discharged by existing users to the Metropolitan Disposal System (MDS). SAC
revenue is used to pay for the unused reserve capacity portion of debt service for capital
improvements.
The wastewater volume review serves as a method for detecting wastewater volume increases from
a facility. Clurrent wastewater volumes are converted to a SAC equivalent and compared to a SAC
baseline value. Any increases over the baseline value, or the value for SAC credits, whichever is
greater, have the potential to be assessed SAC.
Three yeazs ago, a wastewater volume review for yow facility took place. At that time, wastewater
volumes from your facility were noted to be below SAC baseline and/or SAC credit levels.
At this time, MCES is re-determining your 5AC baseline based on the squaze footage Lason is
occupying (11,500), and a total of 12 SAC units paid for the entire building. Please see the attached
"SAC Baseline Worksheet."
For Lason Inc, the subsequent wastewater volume review for your faciliry has been completed. The
preliminary evaluation of wastewater flows indicates an increased use of the sanitary sewer, above
the SAC baseline and/or SAC credit levels, equivalent to 1 SAC unit. Please refer to the attached
"Wastewater Volume Review" for the results of the review.
Based on the 2006 SAC rate of $1,550 per unit, this increase will result in a chazge of $1,550 due at
the time of permit renewal.
A follow-up letter will be mailed to you four months prior to pernut renewal describing two options
regazding a potential SAC payment. The first option will be to pay SAC based on the preliminary
volume review results and the SAC rate in effect at time ofpayment.
The second option wifl be to conduct a 30-day wastewater volume study (guidelines enclosed) to
determine the updated SAC equivalent of wastewater flows. The SAC rate chazged is the rate in

SAC due. A final enclosure is the "SAC Statement of Intent." Please complete and return it to
MCES by 6/30/06.
With either optioq a"SAC Payment Form" will be enclosed with your industry's renewed
"Industrial Dischazge PermiY' stating the amount of SAC due, if a SAC payment is requirecl. It
should be noted that some cities use SAC determinations to assess municipal impact or connection
fees which aze exclusive of the SAC charge. For this reasoq total fees incurced may be
signi6cantly greater than the SAC liability. If you aze unsure as to whether or not these fees are
applicable in your city, you should call the city offices to inquire. At this time, no money should
6e sent to our offices. SAC payment shall be made to the city at the time of permit renewal using
the "SAC Payment Form."
Please be awaze ofthe fact that the information contained in this letter is accurate under the current
SAC policy. You will be notified in the future of any change in policy, which might affect the
status ofthis, or future SAC reviews.
Minnesota Technical Assistance Program (MnTAP) offers assistance to industries with pollution
prevention concerns, including the reduction of wastewater volumes. If you are able to reduce
the dischuge volume of your facility, the potential SAC liability indicated in this letter could be
reduced or eliminated. The services provided by MnTAP are free. For more information, call

SAC Baseline Worksheet
This worksheet calculates the SAC equivalent of the average daily
volume of wastewater discharged during the JUL-DEC 1991 reporting
period. No data was available from your facility for this time
period. The baseline value, therefore, will be equal to the amount
of SAC paid, or credited and will be used during the "Industrial
Discharge Permit" renewal procedure to identify increased use of
the Metropolitan Disposal System and to recover Service
Availability Charges for the increased use.
Lason's baseline is being adjusted downward at this time based on
the following;
On 11/98, 11 units were paid for the entire 50,552 sq. ft.
building in which Lason is located.
In addition, 1 unit was paid by "FiServ" on 3/00.
Total units paid for the entire building are 11 + 1, or 12.
The current square footage occupied by Lason is 11,500.
11,500 sq. ft. / 50,552 sq, ft. = 22.75% of total building

Guidelines for SAC Volume 5tudy
- Contact the MCES Engineer administering your permit before starting the wastewater
volume study option. Special conditions, other than those specified in these guidelines, may
apply to your facility.
- The wastewater volume study shall consist of a minimum of 30 ooerating days of actual, or
estimated discharge volume data acquired through the use of incoming water meter(s) and/or
from a wastewater flow measuring device(s).
- The volume study may be conducted at any time, but results must be submitted to MCES
no later than 60 days prior to permit renewal.
- Deduct meters, such as lawn sprinkling, evaporation, and product uses that exist at the
facility, shall be included in the study as water losses. If these losses cannot be accounted for by
meter, the Permittee shall submit to MCES engineering calculations estimating these losses,
and/or conduct flow measuring of the losses at an MCES approved location.
- All supporting information used to determine the actual, or calculated daily wastewater
flow volumes shall be submitted for each dav of the study. Also, indicate the daily activity
taking place at the facility during the study (e.g. full operation, cooling water, clean up).
- Please account for any unusual events, such as a spill, or batch dischazge, that occuned
during the volume study time frame.
The results of this study shall be submitted to MCES by 3/31/07. MCES staff will
determine a SAC equivalent based on the average of the 30 daily wastewater discharge
volumes. MCES reserves the right to conduct additional discharge volume monitoring if
deemed necessary.

In August 1991, the then-MWCC Board of Commissioners appmved policy changes to the Service
Availability Charge (SAC) pmgrdm. SAC is a"connection" fee wtuch has been levied since 1973
for new connections or increased volume discharged by earisting users to the Mehnpolitan Disposal
5ystem (IvIDS). SAC revenue is used to pay for the unused reserve capaciry portion of debt service

Metropolitan Council Faivironmental Services (MCES) policy determined the SAC baseline value
to be the SAC equivalent of the volume reported in the final self-monitoring mport for 1991. At
the time of baseline establishment, Lason Inc had not yet been issued an "Industrial Discharge
Permit."
In 7uly of 2001, a SAC Quesrionnaire was sent to you in order to obtain additional information
regarding the 5AC history of your faciliry. MCPS appreciates the city document showing that 11
units were paid in November of 1998 for a new facility. MCFS has verified the payment of these
units and has established the SAC baseline value for your facility from this information. Please
find enclosed a"SAC Baseline WorksheeY' for your files.
A prelinuuary wastewater volume review has been completed for your facility. The results indicate
that current wastewater volumes do not exceed the minimum SAC baseline value. Lason Inc will
not be reqnired to pay additional SAC at this time. Please refer to the attached "Wastewater
Volume Review" for the nesults of the review.
Please be aware of the fact that the information containefl in this letter is accuixte under the current
SAC policy. You will be notified in the future of any change in policy which might effect the
