To help familiarize you with some of the recent activities of the
Commission, I have taken the liberty of sending you minutes and agenda
packets from the last two commission meetings for June and July of this
year. Also enclosed are items that the Advisory Commission has previously
prepared entitled the "Commission Members Code and Job Description." Per-
haps this will also assist you understanding the role and responsibility
of the Commission and individual members.
As you probably know, the Advisory Commission has been deeply in-
volved in a Comprehensive Parks System Plan. This effort has been in
progress since April of last year and now is in the latter phases of
being completed. While a great deal of work has been accomplished,
there is still much work that must be completed before the document will
be completed. When the study is ultimately accepted the document can be
used as a "working blue print" for overall development of the City's
park system for the next five to ten year period. The loose leaf binder
entitled the "City of Eagan Parks System Plan" is for your use during
your tenure on the Commission. This is currently in draft form and
represent the work by the Commission on the plan. Also enclosed for
your reviewal is the City's Bicycle Trails Plan document which was
completed in 1981, And some recent brochures prepared by the department
"Parks Need Friends Too." After you have had an opportunity to review
these materials or any time during your term as a Commission member you
have any questions please feel free to contact me.
I would like to suggest that you and William C. Jackson, the second
member appointed at the same time with you, might want to meet with me
to review in some detail certain segments of the Parks System Plan which
the Commission and Council sees as significant policy decisions. I

believe such a meeting will be beneficial to you, shorten your orientation
to the System Plan and allow you to participate fully in the discussions
regarding the remaining sections of the document. Please feel free to

As to the next Commission meeting, the Commission meets the first
Thursday of the month. The next meeting is scheduled for August 4, 1983
at 7 :00 P.M. at the Eagan City Hall.
You will receive a packet of information before each Commission
meeting containing the tentative agenda and any support material to
assist you concerning the items to be presented. If you haven't
received this packet by Tuesday evening prior to the meeting, please

At the July 7th, 1983 Advisory Commission meeting, the Advisory Commission
reviewed the Park Site Development Summary as prepared by the systems plan
consultant and staff. After discussion regarding the prioritization and
development cycles for the 37 park sites under consideration and, the nec-
essary funding to implement this plan, the Commission made several recommenda-
tions for changes to the consultant and staff. The Commission asked for these
changes to made and the draft of the Implementation Strategies to be prepared
and brought back to the Advisory Commission for their review before presentation
to the City Council. After the review by the Advisory Parks Commission, a
joint meeting between the Commission and Council will be in order to review
the Park Site Development Summaries and Implementation section of the systems
plan study.
Another issue to be discussed at that joint meeting will be the final review
and recommendations of the preferred park concept plan as prepared for ten (10)
neighborhood parks. Council members have previously received reductions of
these park concept plans and, attached to this memo is the analysis and
recommendation of the consultant and Advisory Commission concerning the
individual preferred park plan. Review of these park concept plans with
this additional information will assist the City Council at the future Council/
Commission meeting.
A tentative date for the Council /Commission meeting has not yet been established.
This date will be dependent upon the completion and review of the work by the
Advisory Commission and the availability of the City Council for a joint meeting.
I'll be working with the City Administrator to establish that date once the
material has been completed and reviewed by the Commission.

RE: JULY COMMISSION MEETING
Following the call to order and approval of agenda and the minutes of
June 2, Mr. Bob Rosene will be making an informational presentation on
the development plans currently being readied for bids for Lebanon Hills
Regional Park. The development project is part of the Dakota County
Parks work and is assisted by a grant from the Metro Council Parks and
Open Space Commission.
Under development proposals, there is a proposed plat for the Sun Cliffe
Addition as part of the Eagan Hills West P.U.D. A separate memo and
planners report are enclosed.
Two additional plats are proposed revisions. Knob Hill office site,
which is commercial property subject to the new dedication requirements.
And, Lexington Place which the commission has previously reviewed. The
City Planner's report is enclosed regarding these two additions.
OLD BUSINESS:
Systems Plan Consultant Tim Erkkila will be present at the meeting to
review the preliminary development summary. Mr. Erkkila has prepared
development and acquisition cost estimates for thirty -seven parks under
study. The Director of Parks and Recreation has then prioritized and
categorized the development into five phase or cycles. Staff and
consultant will be reviewing park cost estimates and phasing cycles for
revision and modification as may be necessary.
Mr. Erkkila has also completed a "blob concept plan" for DeBoer Park
including the land proposed to be given as a gift with the Duckwood
Trails Development. After review and comment by the Commission, Mr.
Erkkila will be preparing a revision within the same detailing as
previous park plans.
The final item under old business is a report from the committee on
park names. A memo is enclosed regarding this particular item.
NEW BUSINESS:
A proposal has been discussed for the permanent fencing of Northview
Athletic Fields. This proposal and background are discussed in a
separate memo.
Also proposed for Commission review and recomiendation, is the completion
and signing of bike routes. Again, a separate memo is enclosed for
Commission review.
The final item under new business is the Commission recommendation and
approval to submit a L.A.W.C.O.N. application for fiscal 1984. This
application must be filed by August 3rd. Again, a separate memo is
enclosed.

Re: Time for Park Dedication payments Surrey Heights
Dear Barb:
Ken Damlo referred to our office your question about
whether park dedication for Surrey Heights is complete. The
checks have apparently come in at intervals that do not coincide
with the platting of the different additions, however, it appears
that the total amount of cash dedication meets City requirements.
Prior to the increase in cash dedication form $40 to $100
per lot, the developer paid the following amounts:

Confusion has apparently come in because some of the payments
were given long before final plat approval and because some of the
payments covered more than one addition. Also, the preliminary
plat of Surrey Heights Fourth Addition was originally for 44 units
in 1973, but it was later split into 4th, 5th, and 6th with the
total reduced to 32 units in 1977 and 1978 when they were replatted.

The question about all of this is whether the City can now
require more dedication for Surrey Heights 4th, 5th, and 6th since
the cash requirement went up to $100 per unit before final plat
approval. Ordinance 10.05 Subdivision 3, stated as amended on
April 6, 1971, that cash dedication "shall be paid when
application is made for a building permit This was in effect
when the cash was paid for 4, 5, and 6, and because of this the
dedication was not yet due when it was actually paid. However,
in September of 1973, the ordinance was amended to require cash
dedication not later than at the time of final plat approval or
granting of the first building permit in the subdivision, whichever
is sooner. The dedication was paid prior to either of these times
and it was apparently accepted by the City, even though it was
paid so early, so the City will be hard pressed to justify asking
for a higher dedication for the replatting, unless there was an
understanding in 1973 that this dedication could be increased at
a later time when construction actually began.
In general, if park dedication is pre -paid and accepted by
the City, under the present ordinance the City will probably not
be able to later ask for more cash because the dedication
requirements are subsequently raised. If park dedication is
pre -paid, the City should decide at that time whether to accept
the park dedication. If a change in requirements is then being
discussed, it might be best either to accept the dedication as
partial payment pending final decision on the change or to ask
the developer to wait until after a final decision before making
park dedication.

RE: EAGAN HILLS WEST PLANNED UNIT DEVELOPMENT
ADVANCED DEVELOPERS SUN CLIFF ADDITION
JULY 1983
Background: An application has been received for a preliminary plat for
the Sun Cliff Addition as part of the Eagan Hills West Planned Unit
Development. This proposed addition is located east of Beaver Dam
Road and bounded by the High Line Trail on the south, County Road 30
on the north and Blackhawk /I35E on the east. This development consists
of approximately 89 acres and is in Park Service Area 30E. The develop-
ment agreement for Eagan Hills West provided for a neighborhood park of
approximately 13.5 acres. With the approved platting of the Sun Cliff
Addition, the City would receive park area of approximately 12.5 acres.
Planned Unit Development Agreement: The agreement for the park plan
within the PD was to have been a total of 40.7 acres of which 32.6 acres
credit is to be given. (Dedication credit is less than that which is
actually given as a result of the deduction for power line easement and
ponding areas.) Attached to this report is an exhibit from the develop-
ment agreement showing the proposed areas to be dedicated for park land
was prepared for the 1980 annual PD review. Also included is Exhibit F
from the development agreement.
Development and Dedication to Date: Development within the Eagan Hills West
PUD has been limited to the Meadowlands residential area. This particular
development consisted of 161 lots and approximately 64.7 acres.
The City received approximately 10.1 acres of dedicated land under the
NSP highline with the Meadowlands development. At the time of dedication, a
portion of the land beneath the NSP easement was involved in the taking for
the I35E right -of -way; therefore, the developer provided an easement for
the construction of the High Line Trail in this vicinity. With the comple-
tion of the taking for I35E, that portion of the High Line Trail can now
be deeded to the City. This transfer of title is now in progress.
There is an exception "C," which consists of approximately i of an acre
within the High Line Trail corridor which the City has not yet received.
This was reserved for a potential street crossing of the High Line. This
will no longer be a possibility, and the exception should he received by
the City as a condition of plat approval.
The total acreage of the NSP easement previously dedicated to the City;
along with exception "C" and the remaining parcel not taken with the 35E
right -of -way would approximate 12 acres. This is equivalent to 6 acres
of park dedication. Therefore, the ratio of land platted to park land
dedicated is relatively equal.
This Development: The Sun Cliff preliminary plat intends to dedicate 12.5
acres of park land to the City in the area previously described in the
Eagan Hills West Planned Unit Development Memo

planned unit development. There is a reduction of approximately one (1)
acre from that which was previously proposed, which can be contributed
to alignment of the roadways. Staff has reviewed the proposed park land
dedication and its reduction and feels that it can still accommodate the
basic park elements as identified in the parks system plan. As a neigh-
borhood park, this facility would be developed with one scheduable soft-
ball field and one soccer field. These elements seem feasible, except
that the north -south oriented soccer field may be somewhat cramped. The
only other two remaining concerns relative to this park is access to the
park from the proposed Bear Path Trail. It might be desirable to alter
this access to be directly across from Sun Cliff Road where there is
a possibility of a direct access to the park. The other concern is relative
to an area centrally located in the park adjacent to the High Line Trail.
This is identified as a marshy area. This area may have an affect on
future park development, requiring additional cost to facilitate park
plans.
The Sun Cliff Addition also affects other dedications previously pro-
posed in the P.U.D. Specifically, a trail link with neighborhood park
area to a pond /passive park in the northern edge of this plat. The
elimination of this trail acreage, the reduction in size of the neigh-
borhood park, and potential further reductions of proposed dedications
to the pond /park in the north portion of the plat, should be resolved.
Action To Be Considered: The Advisory Commission should review the
proposed Sun Cliff Addition and the affected park lands making the
recommendation concerning the plat and shortages of park dedication
requirements for total P.U.D. fulfillment.

The Dedicated Areas shall be dedicated at the time of final plat approval containing
