It is the intent of Unisys Corporation to install a water well on its property located at
3199 Pilot Knob in Eagan to serve as an emergency source of backup water in support of
the cooling systems serving the facilities data center operations. The Unisys Eagan
facility houses the corporation's flagship outsourcing data center serving numerous
clients worldwide. In the event of a loss of city water, the cooling systems would shut
down in several hours and a data center outage would occur resulting in a loss of business
services and revenue for Unisys and their clients.
A backup source of water is therefore required for sustained operation and reliability. The
well will only be operated (other then for test and maintenance) upon the extended loss of
city water. It will be designed to pump 100 GPM of water with an anticipated 8" single
casing with cement grout. As only a small flow of water will be required for a short
period of time, it is our intent to drill no more then 335' in depth or above the Prairie Du
Chien aquifer. The well water supply line will not be connected to the city water system.
E.H. Renner has been selected as our well drilling vendor. They are an established
company with years of experience and have drilled numerous wells in the city of Eagan.
The attached drawing shows the proposed well location on the Unisys property.

Re: Evaluation of Proposed Unisys Water Supply Well
Dear Mr. Schwanz:
Per your request, we have performed a preliminary evaluation of a proposed water supply well at the
Unisys facility located in Eagan's northern Drinking Water Supply Management Area (DWSMA). As
shown on the enclosed figures, the proposed Unisys well location provided by the City is within
approximately 1,200 ft of Eagan Wells 17 and 20. It is our understanding that the proposed depth of
the well is 353 ft and the proposed pumping rate is 100 gpm. The proposed well depth would result
in the well being completed in the Prairie du Chien Group aquifer. As you know, most of the Eagan
municipal wells are open to the Jordan Sandstone.
There are two potential issues related to the proposed Unisys well that could impact the Eagan
municipal wells. These potential issues are:
1) Potential interference at the Eagan municipal wells resulting from operation of the proposed
Unisys well?
2) Potential for the Unisys well to act as a pathway for contaminants released at the surface to
migrate into the Prairie du Chien Group aquifer. Once in the Prairie du Chien Group aquifer,
contaminants could potentially migrate into the underlying Jordan Sandstone aquifer and
impact one or more Eagan municipal wells
Potential Well Interference
We evaluated the potential well interference effects using the Metro 2 groundwater flow model that
Barr Engineering developed for Metropolitan Council Environmental Services (MCES). We made
the conservative assumption that the Unisys well would be operating continuously at a rate of 100
gallons per minute. Since the well is assumed to be pumping continuously (i.e., steady state
pumping) the model provides an estimate of the maximum drawdown that would result from pumping
of the proposed Unisys well. The attached figures show the estimated drawdown in the Prairie du
Chien Group and the Jordan Sandstone. Based on the modeling results, it does not appear that
operation of the Unisys well would have an adverse effect on any of the Eagan municipal wells.

Potential Contaminant Pathway
As noted above, the proposed location for the Unisys well is within Eagan's northern DWSMA. The
DWSMA encompasses the portion of the source water aquifers from which water travels to the
municipal wells in 10 years or less. The modeling results presented above indicate that the Prairie du
Chien Group and the Jordan Sandstone aquifers are hydraulically connected in the vicinity of the
proposed Unisys well. If the Unisys well is improperly constructed or maintained or if contaminants
released at the surface are able to find their way into the well then the well could be a conduit for the
contaminants to reach the Prairie du Chien Group aquifer. Once in the Prairie du Chien Group
aquifer, it is possible that the contaminants could be drawn down into the Jordan Sandstone aquifer
and, potentially, into one of the nearby Eagan municipal wells. The potential for the Unisys well to
act as a pathway for contaminants to reach the Prairie du Chien Group aquifer is, in my opinion, a
greater threat to the Eagan municipal wells than the potential for the Unisys well to interfere with
pumping from the Eagan wells.

M. WELL DRILLING PERMIT — UNISYS CORP
ACTION TO BE CONSIDERED: Approve the issuance of a permit to the Unisys
Corporation to drill a water supply well at 3199 Pilot Knob Rd subject to the listed
conditions.
FACTS:
• City Staff was informed by the Unisys Corp. of their intent to drill and develop a
water supply well on their campus located at 3199 Pilot Knob Rd to provide an
emergency source of backup water for their cooling systems serving the Unisys'
data center operations. The applicant is proposing to drill an 8" single casing well
with a pumping capacity of 100 gallons per minute (gpm) approximately 335 ft.
deep, which potentially gets into the Prairie du Chien aquifer.
• City Code states:
Wells. Applicant shall not drill or install any well larger than four inches
on a site without first obtaining approval from the council in writing.
• The location of the proposed well is located within the City's official Wellhead
Protection Zone and Drinking Water Supply Management Area for the City's
north well field. This proposed well lies within the 10 year transmissibility travel
time for the north well field ground water travel shed and it is located within 900
ft of Well #20 (Central Park Pavilion), 1400 ft of Well #17 (Timberline) and 2500
ft of Well #7 (west property line of Central Park), the last of which has been
determined to be vulnerable to surface contamination releases. All 3 city wells are
located in the Jordan aquifer which lies below, but hydraulically connected to, the
Prairie du Chien aquifer.
• If a permit is to be granted, it should include the following conditions:
1. The well shall be no greater that 8 inches in diameter
2. The well shall not be drilled into any part of the Prairie du Chien (or shale)
aquifer, nor greater than 335 ft, whichever is the greater restriction.
3. The well shall not pump at a rate greater than 100 gpm.
4. Unisys (and all future property owners) shall submit to the City a certified
copy of the well log and an annual report of any usage of the well.
5. The water supply line shall not be connected to any portion of the City's
water supply line.

K. It was recommended to approve the 5 and final payment for Contract 08 -07 (Lexington /Diffley and
Safari Reservoir Improvements) in the amount of $206,825 to TMI Coatings Inc., and accept the
improvements for perpetual City maintenance subject to warranty provisions.
L. It was recommended to approve an Agreement for Contractual Snow and Ice Control services with
Gallagher's Inc. for the 2009 -2010 winter snow and ice season and authorize the Mayor and City
Clerk to execute all related documents.

P. It was recommended to approve assessment deferment and settlement agreement for Project 905R
(Lebanon Hills Storm Drainage) for Parcel 10- 03400 - 032 -53 (Nelson), 10- 03400 - 010 -54 (Shadduck)
and 10- 22540 - 390 -02 (Foss) and authorize the Mayor and City Clerk to execute all related

Q. It was recommended to approve a resolution requesting the Minnesota Department of Transportation
to advance to the City of Eagan $2,000,000 from the Municipal State Aid (MSA) Construction
account.
R. It was recommended to approve a six month extension of time to record the final plat for Rustin
Norvin Oaks, consisting of two single family lots on .87 acres, located at 4870 Rusten Road.
S. It was recommended to approve the release of the Cost Participation Agreement and Waiver of
Hearing for Lot 6, Block 2, Eagan Promenade, located at 1270 Promenade Place.
T. It was recommended to schedule a public hearing for December 15, 2009 to consider the application
from the Meadowlark Ridge Homeowners Association for a Housing Improvement District for its
property.
U. It was recommended to modify the conditions of Planned Development approval for the Sam's Club
located at 3035 Denmark Avenue.
V. Item removed.
W. It was recommended to approve a change in management on the off-sale 3.2% malt liquor (beer)
license for Holiday Stationstore #247 located at 3615 Pilot Knob Road.
X. It was recommended to approve the final payment for Contract 09 -08 (Citywide Trail Improvements)
in the amount of $10,181.03 to Aslakson's Blacktopping, and accept the improvements for perpetual
City maintenance subject to warranty provisions.

the City's pavement management program. He then gave a staff report in regard to Project 974.
