Director of Public Works and Mr. Scott Johnson Chief of Police City of Apple Valley Municipal Center 7100 147th Street West Apple Valley, MN 55124 Re: Final Assessments Joint Police Firearms Training Facility (PFTF) (Eagan Project 964) Dear Todd Scott, I learned that the formal notice for the proposed Final Assessments was sent out before I could provide a more personal accounting of the final costs associated with the repairs and maintenance improvements to the local City Street (Yankee Doodle Rd), the access drive down the hill and the PFTF parking lot. As you recall last spring, our two communities entered into an Access Agreement which, among other things, addresses the ongoing operational and structural maintenance needs of the access drive and parking lot. Eagan initiated the necessary improvements this past summer as part of a larger contract. We have calculated all the costs attributable to Lot 1, Block 1, Valley Acres (Apple Valley property) and listed that amount ($38,529.82) in the legal notice sent to your City (Clerk? Administrator earlier this week. However, the majority of those costs will be the responsibility of Eagan per the agreement. I am attaching a breakdown of the cost split according to the Access Agreement showing that Apple Valley is only responsible for $7,477.54 of that amount and the City of Eagan will be responsible for the balance of $31,052.28. Note that the cost associated with constructing the access drive bypass around the PFTF parking lot on Eagan property was allocated entirely to the City of Eagan. I hope that this project has met the needs of Apple Valley and that the Assessment Notice hasn't created too much confusion regrading what is the final financial obligation of your city.
