A regular meeting of the Eagan Park Committee was held on April 8, 1976 at the
Eagan City Hall at 7 :30 p.m. Those present were Chairman Dale Everson, Beck, Coates,
Thurston, Lundsten, Cooper and Roszak. Also present were Voss, Hugelen, Schmidt
Rosen, and Hauge.
MINUTES. The minutes of the previous meeting were approved with the exception
that the Gopher -Eagan Park parcel noted on page 2 of the minutes should be approxi-
mately 22 acres.
COUNCIL MEETING_REVIE17. Barbara Schmidt gave a brief review concerning Ir!,e
latest Council. meting.
GOPHER -EAGAN RESIDENT/AL INDUSTRIAL PARK. John Voss of Urban Planr__'•.r g and Bill
Price of Suburban Engineering were present. Hr. Voss reported on recorw ndations
regarding the proposed park dedication of about 22 acres in Gopher Eagan park a
suggested the parkk designated on the East along the Inver Grove border be desig-
nated as ponding area for 100 year storm purposes. He also noted that there were
ponds in the proposed area to be dedicated in the West park It Tans suggested the
trail be established along Yankee Doodle Road, Inver Grove Heights. Further recom-
mendations were that the Park Committee accept the proposal for dedication. Upon
motion by Coates, seconded Lundsten, all members voting in favor, it vas RESOLVED
that the Park Comore tee be on record recommending the following:
That BicLk 16 be deoicated according to the plan for park purposes including
about 22 acres with the following conditions:
1. The Park Committee receommtiended the acceptance of Block 15 as the park
consisting of about 22 acres and Block 11 as pond, which would satisfy the park
dedication according to the present residential development proposal.
2. That the developer shall not stock -pile earth or disturb the top soil on the
proposed park property.

3. That the developer clear the park property of any debris before dedicating
to the City.
4. That the developer provide a walk -way easement over Biock 17 leading to
Biock 16 from the cul -de -sac in the residential area.
Mr. Price indicated that the developer would favor dedication soon and noted that
about 7 acres of the 22 acres is in ponding for which credit will be given under the
normal cording formula.
PARK DEDICATION CASH. Hyrel Lundsten discussed with the committee the propoced
increases in cash dedication requirements for park purposes using the appraisal for
the Northview School site as the base. It was suggested that she attempt to gather
additional comparables for land sales in Eagan comparables for park cash requirements
in other communities and then have the Development Committee review the proposals
prior to going to the City Council.
PILOT KNOB SCHOOL AREA. Barbara Schmidt reported on the proposal with the West
St. Paul School District concerning concept approval and cost sharing for
ments of the Pilot Knob School site for park purposes. It would include a hockey
rink, a baseball diamond, two tennis courts and the ponding area would be left a
natural state. The Park Director was requested to proceed with the survey and to
discuss the proposal with the West St. Paul School Board.
BUILDING USE PERMIT. Carolyn Thurston was requested to prepare a draft of the
policy to be used for rental and use of the park buildings.
SUMiiER.PARK PROGRAMS. It was noted that the Pilot Knob School Recreational
Program will be operated by the West St. Paul School District during the summer.
Woodhaven, Rahn and McKee summer programs will be set up by the Park Director.
Rahn and Nortbview will include tumbling and dance. Barbara Schmidt reported on
other summer activities.
METRO ENGINEERING 1973 PARR PROJECT. Lyle Clemenson and a foreman from Metro
Engineering appeared before the Council as did Bob Rosene, the City Engineer. It

was noted that there had been a long standing dispute regarding the failure by
the contractor to replace trees that were defective and died after the 1973 park
project. Eldon Hugelen indicated there was a lack of good planting practice and that
planting during extreme heat had caused some of the problems. Mr. Clemenson indi-
cated a willingness to compromise and stated that he would attempt to replace trees
according to the original plan. Eldon Hugelen was requested to meet with repre-
sentatives of Metro and to make recommendations to the Park Committee as soon as
possible.
I -35E ALLIGN ENT. Bob Rosene reviewed with the Park Committee the revised
allignment for I -35E in the Blackhawk Lake area and its implications for park
development purposes.
