July 15, 1976
A regular meeting of the Eagan Park Committee was held on July 15, 1976 at
the City Hall. Those present were Lundsten, Beck, Coates, and Cooper. Also
present were Schmidt and Hauge.
It was noted that there was no quorum and no official affirmative action could
be taken by the Committee. Vice Chairman Lundsten chaired the meeting. Upon
motion by Coates, seconded Cooper, all members voting in favor, it was RESOLVED
that the minutes of the previous meeting be approved with the addition that the
regular neetin of the Eagan Advisory Park Committee be changed from July 8, 1976
to July 15, 1976.
NO SWIMMING SIGNS. Paul Hauge presented a letter addressed to the City Council
concerning the installation of'No Swimming signs around lakes within the city- Tt
was notes' that the Council authorized the Park Committee to designate certa3uu res
within parks to be posted with "No Swimming" signs or signs of that nature and
the Park Committee will carry out the directive.
PENTON RIVER HILLS 9TH ADDITION Howard Kyllo of Pemtom, Inc. appeared and
indicated that changes had been ordered by Pemtom to the park in River Hills 9th
Addition as directed by the city. There are other problems that were necessary
to be corrected and it was noted that the Park Committee had not authorized the
improvements as installed. There was a question as to liability because of some
desig proble' s and the Park Committee through Barbara Schmidt will draw a su7mary
of the recommended changes. It was further recommended that the City install the
sewer grates and that the perimeter of the park area be specified. Additional sand
will be installed and perimeter changes should be done at Pemtom's expense in
addition, Eagan will request its landscape architect to make recommendations and
that expenses should be paid by Pemtom including the cost of installation and
landscape architects fees. The City Atty. was requested to review whether the

trail and park dedication had been completed in River Hilts 9th Addition and it
was found that dedication of three outlots had been made in August, 1975.
OVERVIEW ESTATES. J. Barton Dunn appeared at the request of the Park Committee
and discussed the recommendations of the cash contribution of the three lots in
Overview Estates Addition for park purposes. There was also review of the future
lots totaling about 32 lots and it was noted that Overview Estates which comprises
part of Lexington South Planned Development raises an issue as to whether the park
land contribution of Lexington South will be changed in light of the platting of
Overview Estates and dedication of cash. It was suggested that cash escrow be
posted for each new platted development within Lexington South to be returned in
the event that land contribution and dedication is made in the future.
135E ENVIRONMENTAL IMPACT STATEMENT HEARING. It was noted that there is a pub-
lic hearing to be held on July 22, 1976 at Metcalf School concerning the Environ-
mental Impact Statement for 135E. Members of the Park Committee indicated
there has been no official position taken by the Adv. Park Committee at any tiAaL
concerning the original alignment of I35E and that there has been a continuing
concern about the possible adverse effect of the freeway crossing the proposed park
property adjacent to Blackhawk Lake.
CONTRACT UPDATE. Barbara Schmidt reported that the tennis court overlay for
Oak Chase and Evergreen Park tennis courts will be completed soon. She further
stated that the Southwest corner of the Oak Chase tennis court had dropped and had
been repaired but there was a onncern whether the issue can be corrected satisfac.
torily. The City Atty. was asked to contact John Voss and prepare a letter to be
signed by the developer extending the guarantee period beyond the one year or that
funds be held back on a non interest bearing basis for possible correction of the
defect in the event that additional problems develop.
L b&N APPLICATION. Barbara Schmidt reported that the two Law Con applications
have been submitted fot the Northview School area and the Rahn Trail but that the

potential results of the application are uncertain.
DEVELOPMENT COMMITTEE HEETING, There will be a development committee meeting
on July 19th at 6 :30 P.M. at Barbara Schmidt`s office.
