EAGAN, MINNESOTA
SEPTEMBER 8, 1976
A regular meeting of the Eagan Park Committee was held September 8, 1976
at the City Hall. Those present were Beck, Martin, Thurston, Lundsten, Coates,
Cooper and Brown. Also present were Tom Hedges and Mrs. Barbara Scheidt.
Neil Coates moved that the August minutes be corrected to read "Developmental
Committee met at 7:30 P.M." rather than 7:30 A.M. Martin seconded the motion.
BROADLEAF WEED CONTROL. Barbara schmidt reported that the City Council
approved the contract for broadleaf weed control beginning this Fall to be
continued annually.
NORTHVIEW PARK. The second appraisal has been received for the Northview
property acquisit :on.
B- Tu-MIX AGREEMENT. B -Tu -Mix has signed the agreement extending the -7-Grantee
period on the tennis court for one additional year.
PARK DEDICATION WILDERNESS RUN. Arnold Carlson appeared regarding park
dedication for Wilderness Run. His proposed dedication figures do not agree with
the City Planner and the matter has been referred to the City Council.
UNPLATTED PARCELS -PARK DEDICATION. Mrs. Schmidt reported on Paul Mange's
findings rev.rding park dedication for parcels that are not platted. t'pon motion_
by Coates, seconded Cooper, a policy will be presented to the City Council recom-
mending that dedication be accomplished at the time the building permit is granted.
I'AI,L VOLLEYBALL PROGRAMS. It was reported that Fall volleyball programs
will be held at 3 schools with Co -Ed sessions at Pilot Knob, womens classes at
Northview and team play at Metcalf. Informative publicity for these programs
will be included in the 3 school district Fall brochures.
UNIFORM CURFEW. A memo from the Police Department requesting a uniform
curfew in Eagan and Dakota County Parks, and some clarification of the matter of
liquor in Eagan Parks was presented to the Park Committee and referred to the
Developmental Committee on motion by Cooper, seconded Lundsten.

STUDY OF SIDEWALK POLICY. It was suggested that the Developmental
Committee study the advisability of a City sidewalk policy.
DISTRICT #197 COMMUNITY ADVISORY COUNCIL. A request from the District
#197 Community Advisory Council for a member from the Eagan Park Committee to
join their Council was next presented. Faye Cooper volunteered to accept this
position.
MEND -EAGAI ATHLETIC ASSOCIATION. A letter from Kevin Howe, the President
of Mend -Eagan Athletic Association requesting financial assistance for the asso-
ciation was discussed. Upon motion by Martin, seconded Beck, Mrs. Schmidt will
contact Mr. Howe and reaffirm the policy of the Park Committee, which has been
not to provide direct financial support, but to continue to provide the necessary
facilities and accelerated maintenance.
SOUTH OAKS DEVELOPMENT. Neil Coates reported on the meeting of the
Developmental Committee with residents of South Oaks. This 2 acre area was
dedicated several years ago and has had no development. Upon motion by Martin,
seconded Coates, the Park Committee will request an engineering study to determine
the cost of grading and seeding.
BLACKHAWK PARK EQUIPMENT. Kathy Beck reported that the installation of
play equipment in Blackhawk Park has begun and should be complete by mid September.
DISTRICT #197 PILOT KNOB PARK. Some alternatives to development of
Pilot I:nob Park were discussed and it was agreed that Mrs. Schmidt will meet with
officials of School District #197 and present plans for the most practical solution,
Upon motion, the meeting was adjourned at about 10:35 P.M.
