11/18/1976 - Advisory Parks & Recreation CommissionMINUTES OF A REGULAR MEETING OF THE ADVISORY PARK COMMITTEE EAGAN, MINNESOTA November 18, 1976 A regular meeting of the Eagan Park Committee was held on November 18, 1976 at the City Hall at 7 P.M. Those members present were Chairman Lundsten, Cooper, Roszak, Coates, Beck and Brown. Also present were Hedges, Schmidt and Hauge. MINUTES. Upon motion by Roszak, seconded Coates, it was RESOLVED that the minutes of the previous meeting be approved with the striking of the words "3 acres" regarding Ruth Ann Carlson's potential dedication to the City of a portion of the land owned by her West of Carlson Lake. SOUTH DELAWARE HILLS. Pete Parranto appeared with a proposed plat of single family development and part commercial covering 186 acres in Inver Grove Heights and Eagan Southeast of the intersection of Highways #49 and 455 consisting of 268 single family lots on 120 acres, 11.7 acres to be dedicated to the City and 48 acres open space with 5 acres commercial. The average sized lot would be 9,000 square feet and with common area added, approximately 16,000 sq. feet per lot. Mr. Parranto indicated that the developer would either dedicate the internal open space to the City or to dedicate it as common ground to a home owners association within each of several blocks. Parranto Brothers is the developer but will not build the homes and will sell the lots. Further he indicated that the developer will install about $40,000 of improvements in the open area. The homes will sell for under $40,000. Approximately 120 acres of the parcel is in Eagan. There was concern relating to drainage into the lake to be dedicated. Trails would be developed by the developer as class 5 gravel. Further it is possible that there would be publicly dedicated easements for the trails. No action was taken. DNR GRANT APPLICATION. Barbara Schmidt indicated that the City Council has authorized the submission of a grant application for ski trail development and maintenance costs to the Department of Natural Resources. ORDINANCE X049 AMENDMENTS. A draft of a proposed amendment to Ordinance 1149 was submitted and will be reviewed at the next meeting. -1- 11 -18 -76 EAGAN HOCKEY BOOSTERS. A request had been made from the Boosters that they be permitted to flood certain rinks for hockey purposes earlier than December 20th. Various technical problems including liability, experience by non -city employees, etc. were cited as reasons why the Park Committee is on record indicating that City employees only should do the flooding on City rinks and that skating should be available both for hockey and open skating in various parts of the City. It was suggested that a test patch be tried prior to the December 20th date. ICE RINK ATTENDANTS. Barbara Schmidt indicated that she would be reviewing potential applicants for ice rink attendants on December 4th. HOCKEY TEAM SUBSIDIES. A request had been made as to the Eagan policy relating to subsidizing hockey teams in the City. The policy has been and was recommended to continue by the Park Committee that no subsidies be granted to hockey groups because it would lead to further requests and necessity for subsidies for other sports. RINKS. Barbara Schmidt indicated that all boards are up, the rinks are graded and bermed. There will be 19 sheets of City maintained ice throughout Eagan. BUDGET. Tom Hedges reviewed the $1,130,000 General City Budget with $165,906 for Park and tree disease control for 1977. This relates to $116,600 for 1976. EQUIPMENT PURCHASE APPROVAL. It was noted that several new items of equipment for the Park Department will be ordered including a 3/4 ton truck and a sweeper to be included in the 1977 budget. CEDAR AVENUE BRIDGE. Myrel Lundsten discussed the current program for trail over the Cedar Avenue bridge and suggested that the Park Committee recommend to the Council that they be on record favoring the trail on the bridge which is estimated to cost $1.3 million. Coates moved and Roszak seconded a motion, all members voted in favor, that the Park Committee be on record favoring a trail over the Cedar Avenue Bridge as an extension of the Minnesota Valley Trail on both the North and South sides of the Minnesota River;further that the City Council adopt a corporable -2- 11 -18 -76 resolution recommending construction of the trail and that its resolution be forwarded to all applicable agencies including the DNR, Department of Transportation and local legislators; further that the comparable resolution be recommended for approval by the Dakota County Board and other adjacent communities including Bloomington. PARK ACQUISITION AND MISCELLANEOUS LEGAL. Paul Hauge stated that it is expected that the closing on the purchase of the 30 acre Northview Park will take place on Friday, November 19th. Further, that a small triangular parcel has been acquired from Alma Sell at the Southeast corner of Blackhawk Park according to an agreeaent between the City and Mrs. Sell. The action in Dakota County District Court entitled Eagan -v- Metro Engineering and Raze Nursery is scheduled for trial on January 13, 1 1977.
