01/13/1977 - Advisory Parks & Recreation CommissionMINTUTES OF A REGULAR MEETING OF THE ADVISORY PARK COMMITTEE EAGAN, MINNESOTA January 13, 1977 A regular meeting of the Eagan Advisory Park Committee was held at 7:30 P.M. at the City Hall on January 13, 1977. Those present were Chairman Everson Beck, Roszak, Thurston Lundsten, Coates, Martin and Cooper. Also present were Barbara Schmidt, Park Director and City Administrator Tom Hedges. MINUTES Upon motion by Lundsten seconded Cooper, all members voting in favor, it was RESOLVED that the minutes of the previous meeting; be approved with the correction,: that the Parranto dedication of Park land should be an addition to Burr Oak Park so that said park land is contiguous to the new development planned in Eagan and Inver Grove Heights entitled, "South Delaware Hills ORGANIZATIONAL ITEMS. A discussion was held concerning a possible change in the regular meeting date of the Park Committee. There was some discussion regarding the second Tuesday of each month, however, it was determined that the meeting be continued on the second Thursday of each month, due to various conflictions on other possible dates. Chairman Dale Everson announced his resignation as a member of the Advisory Park Committee. Mr. Everson stated that due to his business conflictions it was no longer possible to continue as a Park Committee member. The com- mittee expressed their thanks for his many years of dedicated service to Eagan and also a disappointment with his decision 1 1-13-77 because of the leadership that he displayed over the last six and one-half years. In a motion by Roszak, seconded Coates, all members voting in favor, a unanimous ballot was cast for the election of officers as listed: Chairperson Myrel Lundsten Vice-Chairperson Neil Coates Secretary Carolyn Thursten WARMING HOUSES. After some discussion and motion by Lundsten second Coates, all members voting in favor., it was RESOLVED that the warming houses should be open during the designated hours regardless of temperature. Also, a job description for warming house attendents was discussed in detail and in a motion by Coates, second Roszak all members voting in favor it was RESOLVED that the warming house attendent job description be adopted, with one correction to delete item '"A" under hours of operation. A recommendation was made by Beck to study the possibility of a seasonal newsletter mailing to the community. It was discussed that such a newsletter would inform residents of warming house hours programs and other activities that are sponsored by the City of Eagan through the Park Department. OAK CHASE DEDICATION. Upon motion by Lundsten seconded Beck all members voting in favor, it was RESOLVED that the Park Advisory Committee recommend to the City Council that Mr. Jim Frisbee be contacted regarding Park Dedication that was approved for Oak Chase. 2 1-13 -77 PARK ORDINANCE. Discussion was continued regarding revisions in the Park Ordinance. After a continued dis- cussion a recommendation was made by the committee to refer a copy of the proposed ordinance revisions to Paul Hauge City Attorney, for legal review. Also, language for determining the use of park buildings is to be written in the form of a policy rather than contained in the ordi- nance. REPORT FROM COUNCIL MEETING. City Administrator Tom Hedges reported that the Council approved the 1977 Budget at the last regular meeting in the month of December, 1976 and further that there was no additional action taken con- cerning the Park Advisory Committee by the City Council. SOUTH DELAWARE HILLS. Mr. Dick Parranto appeared on behalf of Parranto Brothers, Inc. and presented a concept for a P.U.D. entitled, Delaware Hilis'. Mr. Parranto stated that the development is partially located in the City of Eagan and partially located in the City of Inver Grove Heights. There was discussion regarding the pathway around the water area abutting Burr Oak Park and also discussion that the Park Dedication proposed for South Delaware Hills be connected with Burr Oak Park. The Park Committee also stated that they were not interested in the small park ded- ication as proposed by the Parranto Brothers which abutts Highway 55 and their proposed concept plan After further discussion on the proposal, there was a recommendation made to the Planning Commission that the Park Advisory Committee be allowed to further review the park dedication for the pro- posed plat for South Delaware Hills with the City Planner 1-13-77 and that said plat be reviewed at the recommendation and advisement of the Chairperson and Park Director.
