01/10/1980 - Advisory Parks & Recreation CommissionMINUTES OF A SPECIAL MEETING OF THE ADVISORY PARK COMMITTEE EAGAN, MINNESOTA JANUARY 10, 1980 A special meeting of the Eagan Advisory Park Committee was held on January 10, 1980, at the City Hall. All committee members were in attendance. Also present were City Planner Runkle, City Consulting Planner John Voss, City Consulting Engineer Bob Rosene and Park Director Schmidt. DEEP WELL #6 City Consulting Engineer Bob Rosene discussed Deep Well. #6 which is planned to be located on City park land in Section 9. He explained the need for deep wells to be located 1,000 to 1,500 feet apart near the future water treatment plant sites. The 1976 Water Supply and Distribution System Map, which showed the location of this well at the southeast corner of the land which is now park property, was reviewed. Current plans locate the well on the southwest corner of the park land to minimize the impact of the facility on the park by eliminating the need for a long driveway. Access would be provided directly from Coachman Road. The future direct connections between the deep well and the water treatment plant would be located along Coachman Road and would not cross the park property. A one story brick building, approxi- mately 16 x 26 feet in size would house the well and be surrounded by a chain link fence. Committee members questioned whether the right of way of Coachman Road could be included as part of the 100 by 100 foot square of land required by Health Department regulations for the well. It was explained that the sanitary sewer line within the east right of way of the road prevented the well from being relo- cated closer to Coachman Road. No action was taken on this matter. Bob Rosene also explained that deep wells are planned to be located in Thomas Lake Park in the future. Committee members requested that the next revision of the Water Supply and Distribu- tion Report be reviewed with the Park Committee during its prepara- tion. SNOWMOBILE CLUB REQUEST Park Director Schmidt presented a request from the Eagan Valley Rangers Snowmobile Club for the City to allow snowmobile use on the unfinished asphalt pathway in the High Line Trail Corri- dor. Committee members questioned the City's liability since the trail is unfinished, is posted closed, and regulatory signs will not be installed until after the trail is completed. It was noted that the Proposed Uses by Segment Chart previously approved by the Committee calls for the establishment of a separate trail for snowmobiles within the High Line Corridor before such use is Advisory Park Committee Minutes January 10, 1980 Page Two authorized. Committee members suggested that the snowmobile club work with the Park Department to locate a separate trail, taking into consideration the multiple uses to be accommodated within the corridor and the adjacent locations of parks and schools.
