04/17/1980 - Advisory Parks & Recreation CommissionMINUTES OF A SPECIAL MEETING OF THE EAGAN ADVISORY PARK COMMITTEE EAGAN, MINNESOTA APRIL 17, 1980 A special meeting of the Eagan Advisory Park Committee was held on April 17, 1980, at the Eagan City Hall. Those present were Committee members Dandurand, Loken, Radl, Tilley, Thurston, Johnson, McNeely and Carroll. Also present were City Administrator Hedges, Consulting Engineer Bob Rosene and Con- sulting Planner John Voss. Committee members Martin and Thomas were absent. COMPREHENSIVE GUIDE PLAN PARK GUIDE Consulting Planner Mr. John Voss, representing Urban Planning Design, reviewed the entire park development guide section of the Comprehensive Guide Plan which is intended to guide any development of the park system in the City of Eagan for the next several years. He stated that the guide provides a framework of criteria, standards, goals and objectives from which actions by the City officials related to park developement can be directed. Mr. Voss reviewed the goals and objectives of the plan and also the park service area requirements of all 36 neighborhoods. There were a number of questions and comments by members of the Advisory Park Committee; however, there were no changes to the final draft of the park guide plan that has been worked upon by the Advisory Park Committee for the last year and a half at the meeting. The presentation was informational and there was no action taken. THOMAS HIGHLINE TRAIL (SHALE LANE) The Consulting Engineer Mr. Bob Rosene, representing the firm of Bonestroo, Rosene Anderlik, appeared and presented a revised location for the trail proposed between Nicols Road and Sandstone Drive south of Shale Lane. The new design shows the trail approximately 75 to 80 feet south of the original location of the proposed trail. At the request of the Committee and property owners located on Shale Lane, the Consulting Engineer presented a concept for a snowmobile trail that would meander further south from the Highline through the proposed acquisition of property from the Cedar Cliff Addition for the pur- poses of a snowmobile trail. Committee member Loken stated that there is no demonstrated need for a separate snowmobile trail and further that the snowmo- bilers do not need a scenic route for operating in that area of the City. The City Administrator stated that Ordinance #31 which is an ordinance relating to the regulating of snowmobile operation states that it is unlawful for any person to operate a snowmobile at any time on any publically owned property. Because of the rugged topography, difficulty in maintaining erosion and desire to enforce the provisions of Ordinance #31 which does not allow for snowmobiles to be operated on park property, it was the consensus of the Advisory Park Com- mittee that the snowmobile trail be eliminated from the plans. It was the gene- ral consensus of the Committee that the trailway for the Highline easement as revised and presented by the Consulting Engineer again be presented at the public hearing scheduled for the next Advisory Park Committee meeting, May 1, 1980.
