08/21/1980 - Advisory Parks & Recreation CommissionMINUTES OF A SPECIAL MEETING OF THE EAGAN ADVISORY PARK COM`AITTEE DATED: August 21, 1980 EAGAN, MINNESOTA AUGUST 21, 1980 A special meeting of the Eagan Advisory Park Committee was held on August 21, 1980 at the Eagan City Hall. Those present were Committee members Martin, Loken, Radl, and Johnson. Committee members Thurston, Tilley, Carroll, Pettit, McNeely were absent. Also present was the Director of Parks and Recreation, Vraa. BUDGET The Parks and Recreation director reviewed the 1981 proposed operating budget. He indicated that the budget development was an ongoing process for the department. And, that the maintenance staff, Parks Foreman, and Recreation Programmer were involved in the input process. He further re- viewed the budget format and presented a budget in brief statement. After reviewing the budget, there was some discussion concerning fees and charges for various programs. Members present indicated this should be a future Agenda item for the committee. PARKS IMPROVEMIENT FUND The Director of Parks and Recreation reviewed the proposal for the creation of a "Parks Improvement Fund." He reviewed the workings of the fund and its significance as a tool for the channeling of income and expenditures for Parks Acquisition and Development. After some discussion of how the fund would operate, those present indicated their support for the creation and use of the fund. Members present also expressed the need to secure additional monies to put the development program into effect. C. I. P. Director Vraa, continued the meeting with a review of the five year C.I.P. for parks improvement. Several questions were asked as to how priorities were determined and amounts of money established. The Director indicated that dollar amounts reflected 1980 cost information and that priorities were a reflection of the comprehensive plan as well as from the sequential development of park land. The Director further explained, in detail and with specific examples of how the C.I.P. was developed for several park sites. There followed additional discussion by those present on the need for parks development and improvement to the system. A•visory ar ommittee ecre ary Park Committee Minutes November 6, 1980 Page Four 1981 LAWCON GRANT APPLICATION Parks and Recreation Director Vraa stated that the 1981 LAWCON grant application will be submitted in early spring 1981 and therefore the Committee should be giving consideration to priorities for funding the next round of grant applications. He indicated that the City staff has reviewed several grant pos— sibilities, which include development of Carlson Lake Park, development proposal for Rahn Park, and a grant application for the development of Thomas Lake Park. There was no action taken; however, Acting Chairperson Loken encouraged members of the Advisory Committee to review the various possibilities for the purpose of prioritizing the 1981 LAWCON application. VEHICLES ON RAHN /THOMAS TRAIL Acting Chairperson Loken suggested that posts be installed at all street crossings on the Rahn Thomas Trail to discourage vehicular traffic on the trail. She stated that she has received reports that vehicles are traveling on the trail, causing a major safety threat to pedestrians using the trail. Vraa stated that he would investigate the feasibility of installing the posts and proceed accordingly. p.m. Dated: November 6, 1980 ADJOURNMENT There being no further business the meeting was adjourned at 10:00 dvisor a A y Committee Secretary
