He sent me the information and instructed me to start at the City of Eagan. I contacted Eric Macbride, Eagan Soil and Water. Mr. Macbeth did visit the suspected wetland area in back of 1, 2, and 3 River Ridge Circle plus part of Outlot A. These properties all border Outlot A (the borders are not yet defined). Apparently strong odors are being vented through her inside plumbing vent out the top of her roof causing odor around the house. The Utility Division has had several contacts with Mrs. Willwerscheid. We have investigated the problem at least three times and at one occurrence have TV'd her entire service down to the main which runs behind her home. It is a determination of the division that the odor is being caused by venting of the main sewer line behind her home which is also within 600' of MWCC's major trunk line on Highway 13. Up until three years ago high infiltration in the area diluted the sewage that was in the line and probably created a negative air draw down her vent. However, in 1994 the division slipped lined the sewer to eliminate the excessive infiltration and since that operation she has been complaining of the high odor. The vent on her house is working in accordance as to how it's designed to work. Unfortunately she is venting the main sewer behind her home and MWCC's line. There is nothing that the Utility Division can do to eliminate this particular problem. Perhaps this problem should be passed on to the Plumbing Inspectors in Community Development to see is there are in-house devices or other inside plumbing changes which could be incorporated to help her solve this problem. Also, Mr. Steve Giel at #2 River Ridge Circle has occasionally voiced the same opinion that he also has strong sewer odor around his house on certain days. If you need any further on this please contact me at #316, otherwise the Utility Division has investigated and has determined that its part of the system is operating as it is designed to function.
