Dear Mr. Rodysill:
Thank you very much for your letter of June 16. I appreciate
very much your concern, but feel a need to share with you some of
the events of the weekend of June 14 which precipitated the
temporary total water ban for the City.
As you may know, city water systems are built to a capacity well
in excess of demand to handle the fluctuations and demand you
described. Our system is constantly growing at a pace which I
believe meets the demands of even our growing population. On the
weekend of the 14th, a combination of events, coupled with the
excess demand caused by the dry weather, reduced supplies of
water in our reservoirs to the point that they could not be
adequately recharged during the off peak hours immediately
following. As you no doubt know, the weekend of the 14th was
particularly hot and there was an unusual, though manageable,
level of outside water use. Water department personnel were
monitoring the situation at intervals throughout the weekend and
were satisfied that even t6e unusual demand could be handled. On
Sunday, June 14, shortly after our water plant personnel had
checked reservoir capacity and demand, an electrical substation
failure resulted in the shutdown of two of our seven wells. This
caused some of our reservoirs to begin reducing their water
supply rather than filling during the off peak part of the day.
An alarm system which is supposed to recognize falling water
levels malfunctioned and the situation was not discovered for
several hours when personnel again checked the status of the
system. immediately upon discovering the situation, corrective
action was taken and the wells were brought back on line in a
very short time.
Unfortunately, the Woodridge Apartments fire began shortly
thereafter and placed an additional demand on the depleted
supply. In the course of fighting the fire, no fewer than seven
fire departments used the equivalent of two full reservoirs of
water in fighting the blaze. Because of this combination of
events, the system was not able to fully recharge overnight and

the temporary total water ban became necessary to provide
adequate water for drinking, bathing, and fire protection. Even
so, as you noted, some homes were without water for a period of
time.
By the Tuesday following the fire, as a result of better
compliance with the water ban, water levels in the reservoirs
were rising. An eighth City well was brought on line on
Wednesday, adding roughly twelve percent more to the pumping
capacity of our system. Another well will come on line in July
and improvements in our well system and reseraoir system are
anticipated in the coming year. This is the result of the
effective planning on the part of our public works department and
City staff.
As you will note, the total ban was temporary and it was lifted
as soon as conditions permitted our water system to recover from
the events of the June 14 weekend. Our system has the kind of
excess capacity you suggest but even that cannot completely
overcome the combination of events like that described. i want
you to know that we are agressive about the provision of adeguate
utilities to:manage our growth and that we concentrate the costs
of additions to the system on the new residents whose demand
requires those additions.
With the addition of the new well and the improved compliance
with the odd/even sprinkling policy, the City's water supply and
capacity are once again adequate to serve all of the City's
needs. The positive side of the situation is that it has caused
us to take a close look at our water supply issues. i think I
speak on behalf of the Council when i say that we find them to be
more than adequate as we move forward in our development. I hope
this letter addresses your concerns. If you have any other
questions or wish to discuss this further, I would welcome the
opportunity to discuss it with you more.

be required at a cost of $822.00. This information is to be supplied by the
designer of the system.
No meter will be sold before all sewer and water inspections are complete on a new service. If new
service lines are not required, one check may be written for meter and permit costs. Receipt will be coded
to 20-3716 (meter portion only) with pink copy forwarded to Utility Billing Clerk.
The installer is to contact Protective Inspections at 6814675 for inspection of the inside water line and
backflow preventer. The Public Works Department may be reached at 681-4300 for water turn-on and set
and seal of the meter. Inspection hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. Requests for
A.M. inspections should be made on the preceding work day. Requests for PM inspections will be accepted
until 12:00 noon.
