INTRODUCTION
This report concerns our full-time inspection of piling placement
for the foundation system of a twin home in Eagan, Minnesota.
Previous reports by PEC (#4046, dated October 20, 1998) and Allied
Test Drilling Company (#98091, dated October 12, 1998), provide
information concerning the existing soil system at, the property and
recommendations for a deep foundation system to support the
proposed twin home construction.
Our firm was authorized by Mr. John Klein of Mendota Homes, Inc., to
provide pile placement inspection services and supervision of the
piling foundation system.
OBSERVATIONS
During the period of November 11 and 12, 1998, we were on-site to
witness and record the installation of the piling system for the
structure. We had previously indicated that timber piling would
probably be the most economical system for the site. However, the
piling contractor made steel pipe piles available at a competitive
cost for use at the property. We did riot increase the target pile
capacity of 25 tons (with a safety factor of at least 2.0) for the
pile system, because longer working spans for reinforced concrete
grade beams with conventional reinforcing and 4000 psi concrete are
not efficient with higher capacity piles.
working load of 25 tons per pile was used for the s>stem. This
allows for approxima tely 7 tons of negative drag from the upper
soil system and 18 tons of loading from the structure. This
negative loading was not reduced, despite the fact that, the steel
pipe piling have a smaller contact. perimeter than the treated
timber members.
The piling layout had been provided for the c:ontr,actol' and is
identified in the attached Sketch #1. This sketch also identifies
the order of the piling installation at the site. It should be
noted that two piles were added to Lhe rear of the Luilding to
accommodate deck posts for the west unit of tha r,trucl.ure. These
two piling were assigned a 15 ton working capacity to acknowledge
the lighter deck total loadings.

Two steel. pipe pile types were driven at the site, All had a
working diameter of 8 5/8". Twenty of the piling were thin wall
type (approximately 0.25" wall) and twenty were thick wall type
(approximately 0.32" wall). All piling had a 1" steel plate fully
welded driving boot. Any splices were also full butt weld, observed
as sound for driving and load. The thin wall piling required a
concrete fill of minimum 2000 psi 28-day compressive strength. The
thick wall pile did not require filling but did receive a medium
gauge steel friction cap.
The piling locations were laid out by the general contractor.
Piling were placed and driven by the piling contractor, Atlas
Foundation Company of Rogers, Minnesota. All piling were driven
with a Link Belt 440 diesel pile hammer. This is a double acting
closed top hammer with a manufacturer's operating energy of 18,200
ft-lbs. at maximum efficiency. The hammer was observed to be in
very good working order. No bounce chamber was provided at the
site, but we estimated the hammer to be working at near top
efficiency of at least 17,000 ft-lbs. energy.
Normally, a pipe rile is considered a friction deep foundation
element with tip capacity and lower pile friction capacity. These
capacities are added to support higher pile region frictional drag
from the compressible soil system, together with the structural
loadings delivered by the structure. Using the modified Engineering
News Record Formula for Dynamic Driving Resistance and a hammer
energy of 17,000 ft-.lb., a 25 ton pile safe rating (safety factor
equals 6.0), we determined that a driving penetration resistance of
at least. 20 blows per foot would be required. It has been our
experience that water-laden silty sands tend to lubricate the pile
during driving. Therefore, we advise the contractor that some
retapping of the piling would be required in order to more
accurately assess fit].]. penetration resistance of the members. This
was done on three of the pile members. Further, we determined that
sustained driving resistance of 16 to 17 blows per foot effectively
rolled the top of the thinner pipe pile. Therefore this was used
as an uppar limit, for avoiding structural damage.
Piles #1, 2, and 17, were used to evaluate penetration resistance
by retapping. These piling indicated that a working sustained
resistance in the range of 8 to 10 blows per foot was sufficient
for a safe 25 ton loading in the bearing stratum. The attached
driving .logs indicar,e the working resistance of the individual pile
members. Tn the upper region driving, the weight of the pile and
hammer provided advineement for the pile into the soil system. At
mid-region, the pile resistance from driving was not sufficient to
provide a meaningful blow count against operating efficiency. In
most cases, the per,etrat.ion resistance recorded was at full hammer
efficiency under dynamic conditions.

CONCLUSIONS AND RECOMMENDATIONS
Based on our observations and engineering experience, we have
formulated the following:
1. It is our opinion that all building piling have been placed to
a safe working capacity of 25 tons, using a safety factor of
at least 2.0 for the pile members.
2. The thin walled piling have been filled with concrete to pile
cut-off elevation to be in conformance to conventional
standards for deep foundation elements.
3. The two rear piling have been placed to a safe working
capacity of 15 tons. Site conditions did not permit piling
placement for the two deck piers of the east twin home. For
those two deck piers, we recommend at least 60" penetration
into the existing soil system with a foundation pier and the
placement of nn adjusting screw jack at the deck pier base or
top. Such adjusting jacks are advantageous for independent
foundation piers in frost susceptible soil systems.
4. The piling have been placed in a vertical orientation.
However, it :is very common with varying resistance in the soil
system to have piling walk slightly in one direction or
another during the driving procedure. Therefore, the
following recommendations should be strictly followed in order
to assure full capacity of the grade beam and pile system:
a. The design grade beam width of 18" must be spread
sufficiently on one side or the other of each individual
pile sur.h that each pile has a minimum 3" and preferably
4" side rover of concrete. It is often the case that
grade beam widths will vary considerably along the
perimeter of a structure to accommodate pile embedment.
b. The pile must have a 4" vertical embedment in the grade
henm. 't'his means that if one pile here or there was cut
off slightly lower or ended slightly lower then design
cut:-off elevation, the bottom of the grade beam must dip
down to accommodate a 4" vertical embedment.
c. At least two of the lower bars of reinforcement must pass
over each pile top. This means that if a pile is wa y out
of al i ?;nnient such that only one of the standard lower
rebars lasses over the pile, then another fifth rebar
must be added (at l east 8' length) to pass two bars over
the pile top. This extra bar should fall within at least
twn stirrups.
