The information is a follows: Question #1 - personnel from utility maintenance and myself have viewed the video of the sanitary sewer line running west of M.H. 7. In viewing the video it appears to be a different material used for the sewer pipe approximately 30-40' west of M.H. 7. This affirms that RKI as they have stated could have installed that length of sanitary sewer. Their statement saying that they installed wyes in this length of sewer for the lots at 1986 and 1993 Safari Trail is incorrect. We have viewed the tape several times approximately 100 feet west of M.H. 7 to M.H. 7 and there is no visible evidence that any wyes were installed on that length of sanitary sewer pipe. The City has the tape and is willing to view it with anyone here in our office. The City does not have a tape of the sewer line that runs north of MH 7. This line is a trunk line and was constructed under another contract. Also, the City's record plans indicate that no wyes were installed on that sewer line north of M.H. 7. Question #2 - Attached are the Certificate of Occupancy for homes built on lots with the address of 1986 and 1993 Safari Trail. The dates are June 28, 1993 and August 29, 1997 respectively. The date the maintenance department was notified of a sewer problem for 1986 Safari Trail was January 28, 1994. According to the dates this home was not moved into and occupied until approximately 7 months later from when the occupancy was issued, this is not uncommon. All three sewer lines enter or exit M.H. 7 at the invert which means all three are approximately 24.65 feet deep from the street surface. The area and number of homes that drain to M.H. 7 from the west is 102 residences. The calculation for sewage flow and depth of flow is as follows: 102 x 3.4 units per residence x 100 gallons per unit divided by 1,000,000 = 0.0347 million gallons per day. The capacity of a 8" sanitary sewer line at 1.5 percent grade is 0.139 MG/D. This flow of 0.0347 MG/D would be approximately 3" deep at peak flow. The area and number of houses that drain to M.H. 7 from the east is 83 residences. The sewage calculation is as follows: 83x3.4 units x 100 gallons divided by 1,000,000 = 0.0282 MG/D. The capacity of a 8" sanitary sewer line at 2.10 percent grade is 0.1130 MG/D. This flow of 0.0282 MG/D would also be approximately 3" deep at peak flow. Question #4 - 1986 Safari Trail - City maintenance personnel spent many hours including equipment time to try to determine what the real problem was and what course of action was to be taken. This sewage backup was in January which means there was approximately 5 feet of frost to contend with, not to mention all the buried underground utilities to work around. The main line sewer had not been televised at this time. City staff decided to abandon the existing 4" sewer service and extend the service from the property line to M.H. 7 and construct an inside drop. This means the service from the house runs to M.H. 7 approximately 10-11 feet deep and enters the M.H. and drops down the inside of the M.H. strapped to the M.H. wall. This 4" line drops approximately 15 feet to the invert of the M.H. This service procedure is done only in an extreme emergency. 1993 Safari Trail - after receiving the sewage backup call September 1, 1997, staff immediately recognized the situation and a contractor was hired to abandon the existing 4" service and riser and also construct an inside drop in M.H. 7. The City now has two service drops in M.H. 7, definitely against our sewer design, but the only real remedy for the situation we had to deal with. No City staff or equipment time has been charged to these service repairs. Only hired personnel and equipment time plus clean up etc. reflects the dollar amount stated in the March 30, 1998 letter. Question #5 - The 8" sanitary sewer line constructed west of M.H. 7 was completed on July 22, 1988 and approval was given for sewer usage.
