The landscape ordinance amendment, which pertains to both private and public properties, will be heard sometime between 7:30 and 8:00 p.m. During the past year, the City staff has worked on language that would require a certain amount of buffering and reforestation with the planting of trees and other appropriate vegetation in new subdivisions. This proposed ordinance amendment proposes a direct regulation and responsibility to the appropriate developer. The other ordinance provides an opportunity for the planting of certain tree species on public properties. As we discussed in a recent telephone conversation, the Dakota County Board of Commissioners has recently adopted a policy on erosion control and plantings along county roads. Their action is similar to the ordinance and policy the City Council will consider for boulevard plantings along City collectors and other streets within the community. For a copy of that policy, refer to the attachment. The commitment and interest you have given to this public policy issue is greatly appreciated. My office was not aware that you were attending and, therefore, there was no background information for the Mayor and City Council prior to the meeting with the exception of the letter you had submitted several weeks ago. Your presentation was appreciated and does address an important ecological and aesthetic issue concerning county road improvements throughout our community. The specific issue is obviously the change of topography and elimination of mature trees and other vegetation. As I stated in our telephone conversation, our City Planner and Parks Planner both hold degrees in landscape architecture and have expressed concern that a program be established by Dakota County to properly restore boulevard areas throughout our community with some acceptable plantings. The issue was recently discussed at a City staff meeting and identified as a high priority and important issue for the community to address. Typically, our staff would interface with County staff and work on some type of policy that could be presented before both jurisdictions: the City of Eagan and Dakota County Board of Commissioners. Another major issue is the erosion of the dirt embankments at the sides of these thoroughfares; and the resultant damage to the landscaping of the properties adjacent to these embanl;ment.s. Erosion has already begun with snow melt,and is likely to increase dramatically with the spring rains. Wi!hin the last two years, we have constructed our homes, valued at $170,000 to $200,000, in the Fairway Hills area becaLlse of its relative isolation and natural beauty. While the majority of us were aware of the proposed construction project, we all were astonished at the extent of the destruction of the natural habitat caused by the removal of significant numbers of trees and quantities of dirt which served as natural barriers against the noise created by the vehicle traffic. It appears that many of the trees that remain have suffered damage and may not survive. We feel that our property values may be negatively influenced by this aeti.on. The noise level has increased dramatically because of the removal of these natural barriers, and due to the recent increase in vehicular traffic created by the widening of the roads. This problem has become more apparent as we have begun to spend more time outdoors with the onset of warmer weather. We are deeply concerned about the adverse effects of this noise and the other environmental pollutants on the health of both ourselves and our children. Preliminary contact with the State of Minnesota Air Quality Division office indicates that such pollutants can be a major problem to persons residing in relative close proximity to an intersection of this size and anticipated traffic density. We feel tPiat, in this era of ecological consciousness, every consideration should be given to restoring this area to a more natural habitat; and we, therefore, request that. the following action be taken: Correction of, and prevention of further, erosion on the embankments at the intersection of Cliff and Pilot Knob Roads. We feel that seeding or sodding alone would not suffice to control erosion or be an aesthetically reasonable substitution for trees and wild shrubs that were previously present. 2. Erection of some type of noise abatement barrier at the intersection and for a reasonable distance south on Pilot Knob Road and east on Cliff Road to replace the natural barrier in place prior to commencement of the construction. 3. Replacement of the trees, shrubs and other plantings removed by the grading. 1't-iank you for your attention in this matter.
