The manager was intervlewed, and each employee asked to describe, in their own worda, their duties and the amount of time apent on each . area. - 2. A definition or understanding'of the actual lines of authority and assignment of responsibility was developed with the manager. The mix of responsibility and authority for several positions was carefully examined, and in.some cases, modified. During this time, the manager also compiled a"pay history chart on each employee. 3. An organization chart (attached)'was drawn to reflect our under- standing of the duties and~lines of authority. At the same time, poeitions were grouped into':,Pour basic levels of responsibility: managers, supervisors, techri'ical;specialists, and clerical (loan processors/tellers). ' " 4. The manager proposed new salary levels, largely reflecting our discussions about the organization. Using that, the Federal GS ' pay schedule, and our groupingdof,positions, a salary schedule was (attached). First, siac•grades, numbered I through VI were created developed to reflect the levels~:of responsibility. Next, six steps were created: entry, 90 days; l~year, 3 years, and 12 years. These steps partially reflec[ past p,ay prac•tices. Finally, dollar amounts were assigned the varloua grades and steps. This was a complicated process using employees' preserit and proposed salaries, their pay and work history, the GS pay schedule, and some necessary arbitrar- iness. Our goal was a pay chart with progressive intervals reflect- ing actual salaries, and providing a systematic series of stepa bo[h in terms of responsibility and service. We also kept in mind the impact on compensation expense. 5. We also suggest the Board direct the staff to use the salary schedul.e as the basis for proposing entry.pay rates and raises. Adjustments other than these would be done by the Board mainly on the 6asis of cost of livin~ needs, and what the Credit Union can afford. This would probably be an annual event, perhaps in July. If year end bonus's were considered, [hey would be provided as individual henefits, and have no impact on the salary schedule. Quality performance would be rewarded wi[h lump-sum amounts. 6. We recommend the establishment of a standing Personnel Co~mnittee probably headed by the Vice-President. Our Credit Union has reached a size where personnel concerns should be dealt with on a regular, on-going basis. The staff deserves and has a right to expec[ leadership and assistance from the Board in this area. Further , projects await the attention of such a group.
