Dear Mr. Palmquist:
On August 22, you submitted a written request pertaining to a
delayed payment on your special assessment for the above-refer-
enced project in the amount of $1,265. You indicated this request
was based on your reliance on workman's compensation due to back
injuries and your wife's being legally blind, creating a financial
hardship.
This request was submitted to the Special Assessment Committee and
the City Council. Before formal approval can be given to your
request, more detailed information pertaining to your financial
hardship is necessary. The following information will be required
to be submitted before the City can give further consideration to
your application:
1. A medical statement indicating the extent and length of
your temporary/permanent physical disability (back injuries).
2. A medical or State statement verifying the "legally
blind" status of your wife.
3. A financial statement delineating your past, present and
future annual income (after full recovery of physical disabil-
ity). Verification of past incomes can be provided by copies
of the most recent Federal income tax return and/or Minnesota
Property Tax Refund forms.
Once we have reviewed this information, the City Council will
determine if a special deferment will be approved. If the assess-
ment obligation is deferred, it will continue to accrue interest

at the rate of 10.5% per year until it is reinstated. At that
present rate of interest, it is anticipated that the assessment
obligation would double in approximately seven years.
Presently, the only time the City Council will defer a special
assessment is if a financial hardship can be verified for an
individual who is over 65 years of age and homesteads the property
in question.
