In addition, he indicated that when autos are disasseiabled and de- molished at this operation, the antifreeze from the radiators, gasoline from the fuel tanks, acid fran the battery casings and oil from the oil pan are deposited in the sewer line within the building. I am forwarding this information to your attention due to the fact that the improper storage of the flammable liquids may pose a dangerous fire hazard for this facility. PARK) On Wednesday, May 12, 1982, at approximately 11:00 a.m. I made an unannounced spot fire inspection at Crosstown Auto. I entered this establishment and asked to speak to the person in charge. I was introduced to Mr. Lars Christianson, foreman for Crosstown Auto. I made a walk-through inspection of their operation and I saw used batteries in a stacked pile. The batteries are sold to a company that wants the acid in the batteries for recycling. There were also some gas tanks that were crushed and stacked along the wall. Mr. Christianson stated that they remove the gas tanks, empty the gas into gasoline cans and use it for their tow trucks. The gasoline tanks are sent to a recycling plant that exclusively handles this type of material. The bodies of the autos are crushed there and shipped to North Star Steel Company. There were a lot of tires stacked on the floor. Mr. Christianson stated that they would be picked up the next day. They usually ship out about 200 tires a week. This building is equipped with a flammable waste trap, which was just cleaned within the past week. The floor was clean. Council Minutes may 3, 1983 PARR RIDGE GRADING PERMIT tar: IZO Director of Public Works advised the Council that the application for Ruscon Homes for grading of Park Ridge Addition was in order. Upon motion by Thomas, seconded Wachter, it was resolved to approve the grading/excavation permit for Park Ridge Addition as submitted by Ruscon Homes, Inc. All voted in favor. LONE OAR TREE DEDICATION City Administrator Tom Hedges advised the Council that the ceremony on Wednesday, May 4, 1983 would commence at 11:00 a.m. at Trinity Lone Oak Lutheran Church. PUBLIC INFORMATION It was pointed out to the Council that a ringbinder attached to the back of the room contained Council Packet material for the public's information. The legal staff was directed to check into the requirements for such informa- tion to be provided to the public. ADDITIONAL STAFF Administrator Hedges then advised the Council that the City staff was in dire need of additional manpower during the upcoming months, due to the rapid community growth. Smith moved, Egan seconded the motion to provide blanket approval of hiring of interns and part-time assistants according to the Ad- ministrative's request and recommendation within budgetary guidelines. All councilmembers voted yea. MAYORAL TERM The City Council then directed legal counsel to report back to the Council regarding the process for the possible lengthening of the term of the office of Mayor. We could smell and see the residue from the vehicle and after approximately 10-15 minutes, our eyes and throats began to feel irritated. We proceeded to the tenant space next to Flexible Sales Company where the vehicle was being kept and discovered the venting from Flexible Sales was coming from the tenant space adjacent to their unit, also creating unsafe air quality. The tenant space where the diesel was stored was improperly vented for that type of use, adding to the problem. There is an obvious violation of a venting code. We have contacted the owner of the building regarding this problem, stating that any new tenant move in must comply with the building codes. They agreed to take care of this problem. Another matter that must be addressed at the above referenced property is the existing floor drain on the sump hole which was improperly installed and in violation of Minnesota Plumbing and Health Codes and Pollution Control Agency standards. This existing 'sump hole must be filled in and sealed. Once the above mentioned violations are corrected, a reinspection by the City of Eagan will be required. I currently do auto repairs in Burnsville, MN and have my dealers license storing 5 automobiles indoors. I only sell 1-2 automobiles a month; due to it is my secondary business to my primary auto repair business. I am looking to move to the location noticed below in my proposal. Here is my proposal. I am looking to lease a space at 1971 Seneca Rd, Eagan MN. The space will be used for auto repair work. I am requesting zoning approval to also sell automobiles through this space. Automobiles for sale will be stored indoors. The total amount of space of the repair facility is 9000sq ft. The minimum size for a standard parking space is 9ft x18ft totaling 162sq ft. The state requires 5 open parking spaces, so the total square footage that will be used to store automobiles for sale will be 810 square feet. The repair business will be using 11.1%of the square footage for automobile sales. The dmv has already approved having indoor storage for selling automobiles as I have it in Burnsville currently. With these factors, I am requesting the approval to allow indoor storage for automobile sales as a secondary business to my primary business of auto repair at 1971 Seneca Rd, Eagan MN.
