time. I have searched the parcel file for this property and there is no Certificate of

all new construction in Eagan.

Dear Mr. Colbert,
On August 1st, 1985, we moved our business into 1980 Seneca Road.
Previously, we were located in N.E. Minneapolis for 7 years. The move
to Eagan, enabled us to expand our operation and generate more revenue.
This will be good for all of us.
The situation we had last summer and fall was that we underestimated
our parking needs on the initial move in. After operating here for three
months, we realized that additional parking was needed. On the enclosed
map, the area in blue is the addition lot. So in November of 1985,
we had the remaining portion of our lot graded and filled with Class 5.
This will work for us in the future but because we did it so late last year,
it was not rolled and compacted.
As the weather has warmed and. we have received rain, the lot is like a
swamp. Anything we park on it is sinking. This condition will continue until
it dries out and we can add more Class 5 and roll the lot out.
We would like to receive permission to park between 25 to 30 power
units only, no trailers, on the street until May 15th, 1986.. On the map,
it is the area in green. These units would be parked from 6:00 PM until
approximately 8:00 AM Monday through Friday. On Saturday and Sunday, they
would be there for 24 hours each day.
Mr. Colbert, we are not sure there are many more options available to
us if we can't work something out. Your immediate help would be greatly

Dear Mr. Husemann:
On March 18, you requested permission from the City of Eagan to
allow you to park 25-30 tractor units on Seneca Road and Kennebec
Drive adjacent to your facility until May 15, 1986. You stated
current conditions of your gravel parking lot precluded your
ability to park these units on your property.
This emergency request was presented to the Council at their
meeting on March 18. After review and discussion, the Council
indicated any temporary on-street parking should be confined to
the dead-end "stub" extension of Kennebec Drive and not on Seneca
Road. On March 20, an on-site inspection by myself and the
Superintendent of Streets revealed that the gravel road portion
of your parking lot was presently in use as storage for detached
trailers. This was in conflict to the information you provided
to me and the Council in your letter dated March 18.
As a result of this inspection, the City is concerned that any
expansion of existing parking lot facilities meet all City codes,
ordinances and policies. Therefore, please be informed that the
City is hereby requesting you to provide the City with a detailed
Certificate of Survey of your property showing the location of
existing buildings, paved parking lot surfaces, property lines
and proposed parking lot expansions so that we can ensure that
any planned construction will not result in a violation of
existing codes or ordinances.

In addition, the City is requesting your cooperation in helping

through enforceable signs.

SUBJECT: WAREHOUSE VENTILATION SYSTEM

With the State of Minnesota issuance of a revised "Minnesota Energy Code"
mandating fairly major changes to conserve non-renewable energy consumption, I
feel that your warehouse air quality problem must deviate from regular practices.
Your business requires the operation of six (6) propane-fueled lift trucks within
an enclosed space. Air quality is of considerable importance since forty or more
people are in the area for full working days. According to information obtained
by your people, carbon monoxide levels are well above allowable limits.
This is especially true since your sixteen dock doors have been recently
retrofitted with seals which limit the amount of outside air which infiltrates
into the building.
Our problem is to determine the minimum amount of ventilation air which must be
introduced into the building in order to maintain carbon monoxide levels at or
below the allowable limits. An over supply of ventilation air, not only is
costly but violates the Minnesota Energy Code. Our goal is to design a system
which will meet the requirements of ventilation plus meets with the approval of
the authorities involved.
Tabulated below are the details of your existing facility:
1. Warehouse area = 45,400 square feet.
2. Warehouse volume = 862,000 cubic feet.
3. The facility is heated with sixteen propeller fan type gas-fired
unit heaters with a rated input of 225,000 BTUs per hour each.
4. The building is equipped with four (4) 10,000 CFM propeller type
exhaust fans.
5. There are sixteen dock doors, each eight foot high by eight foot
wide.
6. Forty plus people are employed on a continuous basis.
7. The facility is in operation 24 hours per day, 7 days per week.
8. Six propane powered fork lift trucks are in use with an average
usage rate of about 50%.

My twentieth a ditio?of the Industrial Ventilation Manual prepared by the
American Conference of Governmental Industrial Hygentists recommends that the
basic design ventilation rate be 5,000 CFM per propane fueled lift truck. This
suggests that a direct-fired make-up air system with a capacity of 30,000 CFM is
required. However, my calculations indicate the following:
Combustion air required for gas-fired unit heaters = 1,162 CFM
Assuming fifty people at 25 CFM per person = 1,250 CFM
Assuming the propane powered lift trucks are fifty horsepower each
requires combustion air of 648 CFM per truck for a total of 3,888
CFM.
The total of the three components of required ventilation/combustion air is equal
to 6,300 CFM. I would suggest that a direct-fired make-up air unit with a
capacity of 10-12,000 CFM would be more than adequate to maintain your facility
below the maximum level of carbon monoxide.
To substantiate these figures, a test was run. This involved opening one dock
door in the southwest corner of the building with one 10,000 CFM exhaust fan in
operation in the northeast corner of the building. This provided for ventilation
air diagonally across the complete facility.
Carbon monoxide measurements taken at frequent intervals indicated that the
carbon monoxide concentration never exceeded the limits established by the
authorities.
From the above it seems that the design of the new ventilation system should be
reevaluated. Please advise me on how to proceed.

In our recent month end reporting, staff discovered that the City failed to update Met
Council Sewer Availability Charge (SAC) fees for Permit #EA 119927 issued to Moen
Management on January 3, 2014. The Met Council increased the 2013 SAC from
$2,435 per unit to $2,485 per unit. Enclosed is a copy of the permit and fee schedule for
your files.
The City of Eagan is requesting that the $150.00 difference be paid no later than
February 28, 2014.
