JACK SKOGLUND - VARIANCE ~ Following a brief introduction by Administrator Hedges, Senior Planner Lisa Freese presented City staffs evaluation of the request as outlined in the City staffs planning report dated Apri125, 1996. The applicant, Jack Skoglund, noted that the addition would be 19 feet from the right-of- way line, but actually 35 feet from the roadway curb. Mr. Skoglund further stated that he agrees to the sta8s recommended conditions. He further advised that it would not be possible to move the garage addition back. Mayor Egan stated that this application is not similar, but in fact at the opposite spectrum from the Heartland Homes variance request. Mayor Egan explained that ~ Heartland is a new subdivision with the majority of homes having three-car garages and that the Heartland variance would bring the house up to the surrounding neighborhood standards. Conversely, as Mayor Egan stated, the applicant is located in a mature subdivision where a dominant number of the homes have oniy two-car garages. Therefore, as Mayor Egan siated, the addition of the third garage would surpass the surrounding neighborhood standards. The applicant responded that the addition of a third garage wouid not be inconsistent with the neighborhood because a number of the homes do have three-car stalls. Councilmember Awada noted that adding a three-caz garage may in fact bring the neighborhood standards up. Dave Wolf, a resident at Coventry and Beacon, stated he supported the request for the variance because it would add to the neighborhood and noted that he has a three-caz garage. Councilmember Awada moved, Member Wachter seconded, a morion to approve the 11 foot variance to the required 30 foot setback from the public right of way for Lot 51, Block 6, Beacon Fiill, (ocated at 4796 Beacon Hill Road, subject to the three conditions outlined in the staffreport. Numerous meetings have been held with Planning Commission members, Couneil members, Developers representatives and other interested citizens during this period of time. The City Council reviewed the proposed Ordinance at its October 12 workshop meeting and the Planning Commission had submitted the Subdivision Ordinance to the City Council and recommended approval. There was no further discussion and no objections to the draft Ordinanee. Egan moved, Thomas seconded the motion to approve the Subdivision Ordinance as submitted and to order its implementation and publication. All voted yes. SEE ORDINANCE BOOK NAiER TRSA2l~ENT PLANT PROJECT On July 20, 1982, the City Council decided to install a water treatment system for the City. City staff and Public Works Committee have been re- viewing several.proposed treatment processees and existing plants have been toured, including the Cities of Hurnsville and Plymouth. The City Council members at a workshop meeting on Oetober 12, 1982 determined that a gravity system water treatment plant would be preferable and a time sehedule has now been prepared for authorization of preparation of plans and the advertisement for bids, award of contract, construction and a completion date of September to October of 198~7. Construction would take place on City property at Coaehman Road and Yankee Doodle Road and it was recommended tHat the firm of Bonestroo, Rosene, Anderlik ~ Associates be engaged to design and do the engine~ring services for the plant. Councilman Waehter stated he had mixed emotions about voting on such an extensive pro,ject without a referendum, but stated that there is clearly a need for the improvement and favored the Council's action to proceed with the pro~ect. Wachter moved, Thomas seconded the motion to authorize construction of the 12 m.g. gravity filtration water treatment plant as authorized in the July 20, 1982 City Council Resolution and that the firm of Honestroo, Rosene, Anderlik & Associates be engaged for design and engineering services as provided in their proposal and the Contract to be entered into with the engineering fira.
