Findings are rather straight forward and easily described. Therefore, please accept this letter an attachments as my report of work accomplished to date. As I understand it, in 2005, plans were drawn for the proposed building, approved by the City of Eagan, and construction commenced. However, for some reason, construction was halted after foundations were installed and backfilled. On my first trip to the City's building inspection department, an official indicated that they wanted some assurance that there was "no change" in soil conditions since the time of installation. At that time and during a second visit, I obtained a copy of the building permit dated 23 February 2005, but there appeared to be no record of a subsequent footing or soils inspection. Plans currently approved seem to be the same as those approved in `05. These plans indicate standard footings at a little over standard frost protection depth and a design footing pressure of 2000 psf. The City had no record of any soil investigation performed eit ner on the platted area in general or on this lot. Similarly, an inquiry with the architect of record, Cole Group Architects, did not produce any information as such. All of the above would indicate that original soil conditions under the footings in `05 are not known. However, they must have been deemed suitable at the time of City footing inspection. Although no record of this inspection was found, concrete placement could not have been made without it. In any event, this project may have to be approached from the standpoint of a statistical investigation to verify that soils are capable of supporting the foundations as designed and installed. A visual inspection of the site produced noting suspicious. The foundations are protruding about a half foot above terrain level. They appear intact and undisturbed. In the interior there is stubble of brush and small (4" dia-) trees and weeds. At three points, depth to top of footing was established by advancing a small diameter rod until abrupt firm resistance was encountered. In all cases, inter nor included, the distance between top of foundation and top of footing was 40". Mr Jay Julakanti 1 September 2017 Page 2 Adding 12", which is standard depth for a commercial footing, a foundation height of 52" (4.33') results. With an engineer's level I determined top of foundation level to the nearest 0.01' at various key points. Results (highlighted in pink) are given on the attached site sketch (top of foundation level at the northwesterly corner =100.00). As can be seen, most top elevations are within a few hundredths of a foot of this value. This, together with absence of severe cracking in foundation walls, would indicated that the foundations have not been disturbed, especially not disturbed by frost heaving below the footings. The next step was to put down borings alongside the foundation at key locations, augmented as necessary or as possible by penetration and laboratory testing. For greatest accuracy, the borings were commenced by the hand auger (HA) method of investigation. The plan was to accomplish borings by this method at least through foundation wall backfill and "one foundation width" below`ootings (the potential shear failure zone and zone of greatest stress due to footing pressure). However, in all but one case, gravel content in firm base soil prevented hand auger advancement to this full level. All borings were then finished by the power flight auger (FA) method. Two soil sample were selected, bagged and brought back to the laboratory for testing (moisture content) in accordance with ASTM standards. When footing level was achieved, testing was performed just below using the "Dynamic Cone Penetrometer" (DCP) method. All of these are described as per the attached explanation sheets. These attachments also describe the soil classification system used (Unified - chart attached) and method of groundwater measurement. I personally performed the borings and tests, immediately classifying soils onsite. Soil strength was determined on an empirical basis by such means of drilling ease or difficulty, nature of recovered soil samples, consultation of laboratory and DCP test results, etc. Refer to the attached sketch for boring locations. Base drawing is a size altered portion of construction plans on file with the City of Eagan. In addition borings were marked in the field with lath. Note that this sketch also shows the aforementioned top of foundation elevations. Ground surface elevation at each of the boring locations was determined to the nearest 0.1' using an engineer's level and referenced to top of foundation level at the northwesterly proposed building corner, located as shown on the sketch. There being no conveniently available sea level elevation reference nearby, this temporary bench mark was assigned an arbitrary reference elevation of 100.00. Elevations are shown on the bore logs and on the site sketch. Accuracy of this should not be taken as any more than the methods used would imply. Attached is a log for each of the borings together with a key explaining terms and entries on the log sheets. DCP results are given on the right -most column of the log. Laboratory tests results (moisture content) are given in summary form in the "w" column of the boring logs. Note also that a representation of the foundation is sketched on the log of Boring 1 at the appropriate relative vertical location. Bottom of footing level is shown on the other logs as well. Mr Jay Julakanti 1 September 2017 Page 3 I found in the majority of borings, unsurprisingly, fill to bottom of footing level, depths 3'/2'- 4'/4'. In two borings natural soil onsets higher, probably due to trenching for footings. This fill is predominantly sand and silty sand (SP,SW&SM), varying from loose to firm. This is not unusual. Contact soil is a glacial till or glacial outwash, varying from rather clean varying sand (SW&SP) to varying lean clay (CL) and includes clayey sand and silty sand (SC&SM). Gravel contents varied from less than a trace to a little. DCP testing, lab testing, augering feedback, manual manipulation of soil and other indications indicate that granular soils are loose to firm or better and cohesive soils are soft to medium or better. However, most granular soils were found to be firm and most cohesive soils were medium or better. Boring 1 found sandy lean clay (CL) at depth, brown to reddish brown at first, gray to dark gray quickly thereafter and medium consistency. Boring 1 was produced to a depth of 19', which is 15' below bottom of footing level, a usual standard to fully evaluate shear failure and settlement potential. Subsequent borings went to shallower depths as lower soils were obviously not in question and the project became a statistical evaluation of near -footing soil. Groundwater was found in the deeper Borings 1-3. In Borings 1 & 3 it was at just over 9' of depth, elevation 90 or slightly higher. In Boring 2 it was 2' higher, no doubt due to perching in the more prevalent clay soil here. In any event, it does not affect footing performance. Refusal to power auger advancement was not experienced by planned power auger advancement depth of 19', indicating lack of bedrock to this level. It should be pointed out that most of the naturally occurring cohesive soils are technically saturated (all pores filled with water), but not waterbearin (capable of releasing this water). This is a normal condition for a soft to medium or better clay. As a result of this investigation I am of the opinion that existing footings rest upon naturally occurring mineral soil capable of a 2000 psf bearing capacity without undue total or differential settlement. There was not found any evidence of disturbance or any other unusual condition below footing level. I recommend proceeding with your planned construction. I do recommend, however, that you clear the interior of acccumulated vegetation, including roots. Particularly, the woody roots should be grubbed out. I use the term "grubbed" as some stumps are up to 4" in diameter and no doubt have accumulated a small root ball. Replacement soil should be compacted granular material. Refer to the attached "Limitations of Investigation" for a discussion of the cautions in using this report. Its limitations are that recovered samples are disturbed samples, and that depth of possible investigation is'limited by various factors. Depending upon skill of the operator or crew chief, various engineering properties of soil, such as soil profile, estimated inpl.ace strength, etc, may be determined by this method. It may also be .1 sed to retrieve samples for laboratory testing and determination of suitability of soil for other purposes.This describes the most often procedures used. In this procedure, augers are advanced into the ground by hydraulic/ mechanical means. At intervals, usually 5', the auger withdrawn and soil samples are retrieved and classified, retaining samples es necessary for fi.rther .analysis. Record data includes depth to changes in strata, descrip- tion of soil in each major stratum, groundwater depth or elevation :where found, and other information. This is in accordance with the American Society for Testing and Materials (ASTM) Designation: D 1452-80, "Standard Practice for Soil Investigation and Sampling by Auger 8or.ings". ! (over) GROUNDWATER To check for groundwater, the boring is usually probed for the presence of water (1) inside the hollow -stem auger, prior to auger withdrawal, (2) in the bore hole, immediately after auger withdrawal, and (3) again in the bore hole after a sufficient amount for groundwater to accumi...iate and stabilize therein. It is emphasized that indicated results are for the time and condi- tions of testing only. Groundwater can fluctuate as a function of many variables. SOIL CLASSIFICATION Recovered soil samples are usually first classified by the drilling crew chief in the field and then verified by the Soils Engineer short- ly thereafter. Selected soil samples may be subject to a program of laboratory tests. Attachment to tngineenng Keport interstate Ueotechnical Engineenng, Inc ME'T'HOD OF INV BS i RjA 1 LON Dynamic Cone Penetrometer The Dynamic Lone Penetrometer (IJUP) procedure is an increasingly accepted method to investigate soil in limited zones, to augment existing testing, or to test in relatively isolated or inaccessible areas. it is a relatively lightweight device that evaluates soil consistency and density. It is "dynamic", versus static, in that it utilizes a tailing weig, rt in the testing. The device utilizes a 15# steel ring weight falling 20" on an E -rod slide (see sketch below). At the end of the E -rod assembly is a specially shaped cone that is driven into the soil by repeated drops of the hammer on the anvil. The cone is slightly enlarged at its base to minimize shaft resistance above. The test is either made at existing surface level, but most likely through an angered hole (see separate "Auger Borings" procedure). Soil profile is established through this tatter procedure. At test depth, the cone is seated 2" (the "set") into undisturbed soil for proper embedment. The cone point is then further driven 13/," by the 15# hammer dropping 20". The blows to drive the cone V/4" into the soil are counted and recorded. Sometimes, a second and third penetration can be made in this same set. By successively advancing the bore hole and adding rods, tests can be made at various levels. This procedure may be used to depths of up to 15 or 20 feet. Because the borings and lab tests represents only a small portion of the total site and for other reasons, it is not warranted that the borings and tv its are necessarily representative of the entire site but only of the boring and test locations at the time of the investigation. No warranty of the site is made or implied, nor can the soils engineer be held responsible for facts not disclosed to the Soils Engineer. The scope of this report is limited strictly to geotechnical issues which include identifying and analyzing soils and only those conclusions expressly made. Note that this work is not intended to document the presence or absence of any environmental contaminants at the site, nor for identifying applicable local, state or federal laws or regulations of a non -geotechnical nature which may or may not be applicable to this site.. Most soils retrieved in the investigation process were classified in the field by the Soils Engineer and immediately discarded. Those brought back to the laboratory for further examination and testing will be held for a period of 30 days from the date of this report unless a request is received to retain them for a longer period. The bore holes have backfilled the as well as possible using produced cuttings. However, some continuing settlement may occur if construction does not take place in the near future.
