1984 ENERGY CODE REQUIREMENTS
On or about March 1, 1984, the following energy code requirements
should be calculated and included with a building permit application.
1. Roof - ceiling assemblies - R-38 U = 0.025 Average
2. Exterior walls & rim joists - R-20 U = 0.11 Average
3. Floors over unheated spaces - R-20 U = 0.05 Average
4. Exterior overhangs will be considered as exterior wall.
5. Foundations (all exterior walls) - Minimum of R-5 insulation.
6. All insulated areas must be separated from the heated space
by a well-lapped or sealed vapor barrier with a minimum perm
rating of 0.1. A 4 mil. polyethlene sheet or equivalent meets
this requirement.
A Kraft face R-19 type insulation will be accepted in the rim joist
areas. Air chute baffles are to be placed in every rafter space.

Drainage concerns
Dear Tom,
Thanks for responding to my inquiry regarding a drainage problem as related to me by
Mr. Robert Gold. There seems to be many individuals and/or groups recommending
solutions to Mr. Gold's problem.
The Veterans Administration, Probe Engineering and Mr. Tollefson, the developer, are
in favor of constructing a barrier across the back lot lines of lots 2 and 3. The barrier is
recommended to hold back 40% of the run-off onto the lots from County Park property.
I do not believe there is much run-off from the park property.
The two home owners do not want a barrier built. They want a drainage line routed
about 200 feet onto County Park property to drain their lots.
I am not going to consider allowing any drainage work for these two lots on County Park
property unless there is a request to do so from Eagan. We can't use park property as a
solution to individual problems.

Recently, I received a letter from you requesting information regarding recent
correspondence from Mr. Robert Gold, owner of the above-referenced property
inquiring of the feasibility for discharging some limited storm water runoff onto
park property. The City has been involved in a very lengthy process in dealing
with this property owner regarding his drainage problems.
Because of the complexity of this issue, it is very difficult to summarize the
history. Rather, I am enclosing copies of engineering studies and past
correspondence which addresses this issue.
I believe that Mr. Gold is contacting you in relationship to pursuing alternative
#1 under possible solutions as identified in a memo from our consulting engineer,
Tom Angus in his memo dated January 18, 1989 (copy enclosed). I am also
forwarding to you a copy of the development grading plan as well as the
individual certificate of survey issued with the building permit. Also enclosed
is a summary letter to the State Board of Registration summarizing the City's
position regarding this issue.
If you need additional information or clarification of this issue, please feel
free to contact either myself or Mike Foertsch, Assistant City Engineer who has
been very heavily involved in dealing with Mr. Gold's problem.

I have received a written request from Robert Gold to drain water from his
property onto Lebanon Hills Regional Park. He lives in the 6th Addition of
Brittany Estates. He claims, by letter (copy attached), that some of his flood
water comes from the park and that he has tried for four years to resolve the
problem with Eagan.
I am very reluctant to allow any drainage into the Park without looking at the
problem. Is there anything you or your staff can tell me about the situation
before I make an on site inspection?

I am the owner of Lot 3, Block 1 Brittany 6th Addition, which
borders Lebanon Hills Regional Park. During periods of high
rains, the low area surrounding Catch Basin Number 6 floods
and introduces water into the lower level of my home. This
low area serves as a drainage area for approximately 8.6 acres
of surrounding land, some of which is Dakota County Park Land.
Intense negotiations with the City of Eagan over the past four
years have failed to result in a resolution of this problem.
Consequently, I am asking for assistance from the Dakota County
Parks Department to protect my home and my neighbor's home from
flooding. Specifically, we would like to run a reinforced
concrete pipe from the low area of our backyards to a low area
within the Lebanon Hills Regional Park. This pipe would start
at the low area behind Lot 2 and run for a distance of approx-
imately 180 feet on a heading of 1500 true. Both ends of the
pipe would terminate in flared end sections surrounded by rip
ran.
Thank you for your consideration in this matter. I am aware
of the unusual nature of my request. T_ am sensitive to the
necessity of keeping the park lands as natural as possible,
for it is the park lards which attracted me to this area.
However, this proposal would have a minimal impact on the
park and would solve a serious problem for myself and my
neighbor.

Dear Mr. Torseth:
I am in receipt of your letter of February 12 wherein you brought
to my attention a complaint you received regarding alleged
misconduct pertaining to the surveying, earth moving and
construction of a single-family residence located at the above-
referenced property. In particular, you requested a response
regarding what provision the city of Eagan has in place to ensure
that the developer constructs building sites at the elevations
shown on the plans approved by the City Engineer. I felt the best
way to respond to your concerns would be to provide you with
background information regarding this particular issue as well as
explaining the development process in the City of Eagan.
The land subdivision and development process in the City of Eagan
requires a developer to submit a detailed grading, drainage and
erosion control plan for his proposed project. The developer has
the option of performing the design and installation of public
infrastructure facilities privately to be turned over to the City
or petitioning the City to have them installed under an assessable
public improvement. In either case, the developer is required to
provide the City with a detailed grading and drainage plan showing
the proposed house pad and lot elevations from which the necessary
utilities are properly designed. This grading and drainage plan
is reviewed by the City and subsequently approved for construction.
Any deviations to this plan must be reviewed and approved in
writing by the City prior to implementation. The developer is
obligated to comply with the City approved plans under a
contractual development agreement executed by both the developer,
landowner and city officials. All terms and conditions of this
agreement run with the land and is binding upon the errors,

successors, administrators and assigns of the developer and/or
owner. Upon execution of this agreement and the recording of the
plat at the county, builders are allowed to apply for building
permits while the land development process and installation of
public infrAstructure facilities are being completed. Present City
code requires that all building permit applications be accompanied
by a Certificate of Survey prepared by a registered land surveyor
showing the proposed house dimensions, locations and elevations.
The City then does a cursory check to ensure that the Certificate
of survey generally conforms to the development plan in
relationship to house elevations, utility services, etc. The
builder is then required to build the structure to the approved
plans or submit revisions for further review.
Your letter also questioned whether the contractor would be liable
for damage sustained by a homeowner who purchased the property that
had a structure constructed at a lower elevation than designed.
This requires a legal interpretation which I do not feel qualified
to respond to. However, one of the attached documents is an
opinion submitted by the City's Attorney regarding the specific
situation of the above-referenced property. The following
background documents are submitted for your information and review:
1. A copy of the grading/drainage and storm sewer plan that
was prepared by the developer's engineer (Meadowwood,
Inc., William R. Dolan, P.E.). This grading and drainage
plan acknowledges a low point being picked up by the
storm sewer system in the southwest corner of the subject
parcel. It also shows the potential of a temporary
detention ponding basin and the dedication of the
appropriate ponding and drainage easement. This also
shows the garage floor slab elevation approximately 1.0'
above street grade and the rear yard elevation of the
house corners being the same as the front indicating a
full 9' basement with no above-ground exposure. The
unauthorized final walk-out elevation chosen by the
homeowner and/or his builder was subsequently
approximately 4.0' lower than this City approved plan.
2. A Certificate of Survey prepared by a registered land
surveyor (F.C. Jackson RLS) submitted with the building
permit application. Although the elevations indicated
are not based on the same datum as the City approved
grading and drainage plan, it shows the garage elevation
still being approximately 1' above street grade and does
not indicate any change to the approved development plan
or a lower exposed elevation in the rear yard area.

3. A letter dated July 25, 1983, from myself to the
developer's engineer reaffirming the requirement to
conform to the City approved grading and drainage plan
and notifying them that any proposed deviations must
receive prior written approval from the City before being
implemented. The City does not have any record of any
such request being submitted nor approved.
4. Memo dated January 18, 1989, from the City's consulting
engineer indicating their analysis of the overall
subdrainage district and storm sewer system providing
four alternative solutions and a recommendation for
correction of the problem experienced by Mr. Gold.
5. Memo from the City's consulting engineer dated February
7, 1989, providing additional information resulting from
additional evaluation in response to Mr. Gold's specific
request.
6. A letter from the City of Eagan dated March 9, 1989, to
Mr. Gold forwarding to him the attached copy of the City
Attorney's opinion dated February 27, 1989, regarding
liability.
7. A letter to Mr. Gold from the City Administrator dated
June 1, 1989, summarizing the city's position and
expressing a willingness to pursue the issue of one of
the alternative solutions if Mr. Gold is willing to incur
future costs..
These attachments do not represent all of the information compiled
regarding this particular issue. Please be assured that the City
of Eagan has given serious consideration to Mr. Gold's concern and
have expended, many hours and dollars in trying to provide
alternatives. However, recent budgetary constraints preclude us
from pursuing this matter in further detail due to the City's
position that we feel the remaining responsibility should be borne
by the homeowner, builder and/or developer or any combination
thereof.

Concerning Bonestroo & Associates report of January 18, 1989
and amended February 7, 1989, I would like to bring to your
attention a possible shortcoming of that study. Catch Basin
102A and 102B drain Sherwood Way from Sheffield Lane to
Wellington Way. This ponding area is identified as area f
and was assigned an area of .88 acres. Even if it is assumed
that Catch Basin 102A drains the north side of Sherwood Way
between Sheffield Lane and Wellington Way and Catch Basin
102B drains the south side of Sherwood Way from Sherwood
Court to Windsor Court, it is obvious that the drainage area
is greater that .88 acres.
An option not explored in the Bonestroo Report would be to run
a separate line from Catch Basin 102A and 102B to Pond LP-5.
This would allow the water from Sherwood Court to empty into
Pond LP-5 at a greater rate. The reasoning behind this is
as follows:
1). CB-102A and 102E are NEENAH R-3067 with 1.9 sq. ft.
opening.
2). 129' of 181, R.C.P. at a slope of 8.190% can discharge
about 30 c.f.s.
3). Assuming a water depth of 1.5 feet over grate, an
area of grate 1.9 sq. ft. open area, the discharge
through each grate is 10.2 cu. ft. per sec.
By eliminati&n 20.4 c.f.s. from the system, Sherwood Court
would discharge at a faster rate to LP-5. A 60' wide con-
struction easement between Lot 7 and 8 Brittany Third Addition
exists to LP-5. Another option might be to install slotted
vane drain systems(NEENAH R-3599) with a separate line to
Pond LP-5.

On March 9, you forwarded a letter to my attention requesting an
explanation of your drainage situation in light of statements
containdd within the Comprehensive Storm Sewer Plan for the City
of Eagan. As I responded on March 23, I have requested the
Department of Community Development and the Engineering Division
of the Public Works Department to again review your situation and
collect the background information necessary to provide you with
a response.
As you are aware, the City has spent a considerable amount of time
and dollars through our consulting engineering and legal firms.
Your reference to specific statements within the 1984 Comprehensive
Storm Sewer Plan accurately reflects its content. In reviewing the
information pertaining to this situation from early 1983, the City
identified the specific drainage situation and required adequate
grading and drainage plans to be submitted by the developer to
insure that this development complied with the intent of our
Comprehensive Plan.
The developer's final approved development plans and the City's
storm utility plans properly identified and provided for
anticipated drainage within City standards. Your reference to the
City's Storm Sewer Plan, Policy #2, is specifically related to
storm water ponds identified by the report.
As you are aware, the final construction of your house and your
neighbors' did not conform to the final approved development plan;
thereby creating the drainage problem you are presently
experiencing. There is an inherent requirement for private parties
to comply with and conform to City standards that is clearly
identified in the approved development/grading plan and
Comprehensive Storm Sewer Plan.

shall be constructed in a manner that will

structural damage as a result of runoff from a

After reviewing the Bonestroo Engineering report, it is
obvious that neither of these provisions (adopted 6 months
prior to the construction of the house at 1580 Sherwood Court)
were complied with, Could you please explain why this

Mr. Bob Gold of Lot 3, Block 1, Brittany 6th Addition, has notified
the City that his basement, as well as the basement of his neighbor
(Lot 2), has been flooding during heavy rainfalls. Both neighbors
have walkout basements, Mr. Gold requested that the City of Eagan
review the storm drainage system that services the backyard of his
and his neighbor's property. Bonestroo Engineering conducted a study
of the area and reported their findings in Tom Angus' memo date
January 18, 1989.
In their study, the engineers discovered that the elevation of the
walkout basements for the two homes were several feet lower than the
submitted grading plan elevation. As a result, the backyards of Lots
2 and 3 are the low point for all overland drainage from
approximately 8.6 acres of surrounding land. This causes flooding
during heavy rains.
Tom Angus also outlined four possible solutions along with estimates
of each option's cost. They are:
1. Enlarge the ponding area at a cost of $10,000.00;
2. Eliminate the walkouts at an undetermined cost;
3. Relandscape the areas at an estimated cost of $5,000.00; and
4. Reconstruct the existing storm sewer at an estimated cost of
$33,000.00.

This is a follow up to our recent meeting with Bob Gold. As
requested, we checked the elevations of the storm sewer from
Mr. Gold's property and revised the outlet grade of the pipe.
We also reviewed our storage volume calculations and
corrected these due to a minor error that was found. Based
on these revisions, we completed a new Hydrocad analysis
which is attached.
As you will note on the analysis, the HWL has been revised
from 940.9 to 941.1. Again, this can be compared to a low

INTRODUCTION
Mr. Bob Gold has requested that the City of Eagan review the
storm drainage system that services the backyard of his
property, Lot 3, Block 1, Brittany 6th Addition. We
understand that this request was the result of basement
flooding of both his and his neighbor's (Lot 2) walkout
basement during heavy rainfalls.
Following is a summary of our analysis, findings, and
recommendations. We have used the Soil Conservation Service,
TR-20 method for determining the runoff hydrographs and the
Hydrocad computer program for modeling storm water ponds. We
have also created the attached topographic map of the
immediate area from field survey measurements.
FINDINGS
Actual walkout elevations versus elevations on the
grading plans for each lot are:

2. Based on the grading plans and our review of the area, it
was determined that the backyards of lots 2 and 3 are the
low point for all overland drainage from approximately
8.6 acres of surrounding land. This includes areas that
drain to existing downstream storm sewer that are
designed for 5 year storms but create a backup during 100
year storms.
The low point elevation of the catch basins in Sherwood
Court is 940.5. This elevation is 1.1 feet higher than
the walkout elevation for the house on lot 2.
4. Based on our topographic map, the following ponding data
was determined for the backyard areas of lots 2 and 3.
NWL = 936.2 (Invert of Catch.Basin)
100 Year HWL = 940.9
Storage = 0.38 Acre Feet
Maximum Outflow = 5.1 Cubic Feet per Second (Flow
through 12" when pond is at HWL of
940.9)
5. A low area to the south of lot 4, that is located within
Dakota County parkland, will not overflow into the low
area of lots 2 and 3 during a 100 year storm.
6. A low area within Lots 4 and 5, Block 1, Brittany 3rd
Addition has sufficient storage and outflow to preclude
any flooding of surrounding homes.
POSSIBLE SOLUTIONS:
Following are possible solutions to the problem but an
economic comparison of the solutions has not been
accomplished.
1. Enlarge the ponding area to provide 0.38 Acre Feet of
storage below elevation 939.0. This would require tree
removal and excavation both within Dakota County
parkland and lots 2 and 3. Chuck Lowry from Dakota
County Parks has indicated that he would consider this
option only if all other options were not feasible. The
estimated construction cost for this option is $10,000.
2. Eliminate the walkouts. We have not estimated the cost
for this option.
3. Relandscape the areas around each walkout to prevent
water from entering the basements. This would prevent
all but a small amount of storm water from entering the
area of the walkout. Any water entering this area could
only be removed by pumping through existing basement sump
pumps or a separate pumping system. The estimated
construction cost for this option is $5,000.
4. Reconstruct the existing storm sewer between lots 2 and 3
and construct a second storm sewer line from Sherwood
Court to the outfall line from Sherwood Way to Pond LP-5-
The additional storm sewer would reduce flooding to a
level that would not damage existing homes during a 100
year storm. The estimated construction cost for this
option is $33,000.
RECOMMENDATIONS:
We recommend that either the walkouts be eliminated or the
backyards be relandscaped since these solutions appear to be
the most economical.

maximum depth of 15 feet. It would also require the
construction of either additional storage capacity within
lots 2 and 3 to reduce the HWL below 939.4 or the
relandscaping of the walkouts as indicated in paragraph 3
above to prevent the HWL from entering the walkouts.
5. Reconstruct the existing storm sewer and/or construct a
second storm sewer from the backyards of lots 2 and 3 to
the outfall from Sherwood Way to Pond LP-5. The
additional storm sewer would reduce flooding to
acceptable levels.
RECOMMENDATIONS:
We recommend that either the walkouts be eliminated or the
backyards be relandscaped. Either of these solutions would
.appear to be the most economical although a cost analysis
should be accomplished to verify this.)

APPENDIX E
POLICY NO. 1:
The design of the storm drainage system shall be based on a 5 year storm for
storm sewer and a 100 year storm for ponds. The design storms shall be as
defined in the U.S. Weather Bureau's Technical Paper 40 and 49.
POLICY NO. 2•
Overflow drainage routes shall be provided at all locations. -An overflow
drainage route shall be constructed in a manner that will accommodate a 100
year storm and will prevent structural damage as a result of runoff from a 100
year storm.
POLICY NO, 3:
The highwater levels of the storm water ponding areas shall be based on a 100
year storm. The free board above the established highwater levels shall be a
minimum of two (2') feet or 1/2 the 100 year fluctuation in water levels,
whichever is greater.
POLICY NO. 4•
Record Plans shall be provided for each ponding area and shall include as a
minimum the following information at each developed area.
a) Two foot contour mapping of the ponding area to the freeboard elevation
established in Policy 3 or a minimum of four (4') feet above the
designated high water level, whichever is greater.
b) Finished basement elevations of all structures surrounding the ponding
area including a description of the type of basement (standard or walkout).

POLICY NO. S:
Erosion control plans shall be provided in accordance with criteria
established by the Planning Department. As a minimum the plan must include:
r a) A map showing the locations where the development intends to install and
maintain sediment and erosion control facilities during construction until
restoration is completed and established.
b) A grading plan showing existing and proposed contours of permanent holding
ponds. Existing wetlands should be identified and protected as part of
the permanent erosion control plans.
POLICY NO. 6:
Land for ponding areas shall be provided by requiring that a reasonakle
portion of each subdivision shall be dedicated to the public for storm water
holding areas or ponds and shall be in conformance with the Storm Drainage
Plan for the City of Eagan. The exact amount of land required for dedication
to the City for storm ater ponds or holding areas shall be determined by a
study completed by the City at the expense of the developer and approved by
the City Council. Such study shall consider topography, soil types,
characteristics of the development and other engineering considerations and
shall provide sufficient capacity to limit runoff to no greater magnitude than
that which occurred prior to development. Such areas, if suitable, may, at
the City Council's discretion, fulfill the parks and playground dedication
requirements.

SUMMARY AND RECOMMENDATIONS

The purpose of this report is to provide the City of Eagan with a Compre-
hensive Storm Drainage Plan that will serve as a guide for the expansion of
the storm drainage system and update existing drainage system. The proposed
storm drainage system for the City of Eagan is shown on Figure 10 at the back
of this report. The following items have been revised and updated to form a
basis for the storm drainage plan.
1. Subdivision of the City into major drainage districts and subdistricts.
2. Relate storm water runoff to anticipated land usage.
3. General routing of storm sewers and open channels.
4. Design flows and sizing for all proposed facilities based on T.P. 40
and T.P. 49 criteria.
5. Type, tributary area, storage volume and water levels of all required
ponding areas.
6. Estimated construction costs of the storm drainage system as shown.
7. Storm drainage policies presented to facilitate in providing an ade-
quate storm drainage system.
The importance of incorporating ponding areas as recommended in the Com-
prehensive Storm Drainage Plan cannot be over emphasized. The ponding areas
will provide the necessary storage required to retain high intensity storm
water runoff peaks and reduce the possibility of flooding downstream. The
storage requirements established for each pond must be maintained to insure
that high water levels determined are not exceeded resulting in property dam-

age. The discharge flow rates computed for each ponding area must also be
maintained to insure the storage volume provided is used and downstream flows
are not exceeded which could result in property damage. overland drainage
routes should be maintained or provided throughout the City, wherever pos-
sible, to minimize flood damage due to rainfall events larger than those used
in the design of the storm sewer piping system.
Site grading and drainage plans must be required for all developments in
the City. These plans will provide the detail necessary to design an adequate
lateral storm sewer system and insure drainage of each parcel within the de-
velopment. Lots with walkout basements should be carefully examined so that
they are not constructed near the lowest areas or below pond high water levels
and become susceptible to flooding during peak storms. Site grading and
drainage plans will show the required site grading to eliminate side and back-
yard drainage problems. Verification of compliance with the grading plans
should be noted by the inspector during construction.
Pond types, elevations and surface areas of proposed ponds are not in-
tended to be rigid and can be adjusted in final design if desirable in devel-
opmental stages. The ponds have generally taken advantage of natural depres-
sions and require little or no excavation to develop. Many of the ponds
normal water levels could be raised to provide a deeper water level and a wet-
land with fewer weeds and vegetation. Submerged outlets at the deeper ponds
is recommended to prevent floating solids from being transfered from one pond
to another which will facilitate a cleanup of an oil spill or other floating
material by confining it to only one pond in a series of ponds.
The pipe sizes shown may vary due to grades and lateral requirements in
the final design. The pipe routes shown should be followed as closely as

practical since they take advantage of existing ravines and lowlands. Major
route changes will add to the depth and cost of the storm drainage system.
Several ponds are designated as seepage ponds especially in the Dakota
County Lebanon Hills Regional Park area. The natural overland drainage routes
have been indicated on Figure 10 at the back of this report for these ponds
should the design conditions be exceeded. These seepage ponds will remain in
undeveloped parkland areas and are not expected to require outlets but may
make use of their natural drainage routes should seepage rates decline suffic-
iently. A reserve capacity has been provided for from these areas and, if an
outlet is required, problems should not develop in the downstream storm drain-
age system.
The following recommendations are presented for the City Council's consid-
eration based upon the data compiled in this report.

I. The Comprehensive Storm Drainage Plan.as presented herein be adopted
by the City of Eagan.
2. Ponding areas be established as shown on Figure 10 and made a part of
the storm drainage system with the storage volumes required as pre-
sented in Appendix C and encourage additional ponds in new develop-
ments.
3. Final highwater levels governing building elevations adjacent to
ponding areas and flood plains be established as an area develops or
when drainage facilities are constructed for an area.
4. Establish and maintain overflow routes to provide relief during ex-
treme storm conditions which exceed design conditions.
5. Establish and maintain a maintenance program to ensure the successful
operation of the storm drainage system.
6. The monitoring of water quality by the City or other agency in cooper-
ation with the City in certain lakes and ponds be continued to provide
long term records of water quality to assist in design improvements
where possible.
7. Establish, maintain, and enforce erosion control criteria for new
' developments.
8. The policy of submerged outlets or other outlet controls and siltation
i basins be developed and improved where possible to prevent floating or
settleable solids from passing through a aeries of ponds.
9. The current program for financing trunk storm sewer construction be
continued which provides that all areas of the City pay their share of
the cost of the storm water systems and a reasonable share of the cost
' being carried by General Funds.

SUMMARY AND RECOMMENDATIONS
This review of the 1972 Trunk Storm Sewer System Report has indicated
that a basic trunk storm sewer system with its use of many ponding areas is be-
coming well established as the most effective and economical way to provide the
control of storm water runoff. It is also considered to be the most effective
method to use in maintaining and improving the quality of the storm water being
discharged into lakes. The continued development of this system is considered
to be the best possible approach to the control of storm water drainage for the
City of Eagan.
The basic system layout for these facilities in Eagan is shown on the map
in the rear of this report. The following basic items have been determined for
these facilities:
1. Subdivision of the City into major drainage districts and the major
districts into minor watersheds.
2. The general routing and sizing of storm sewer trunks.
3. Design flow required in each of the sections of storm sewer.
4. Placement and size of storm water lift stations.
5. The designation, type, tributary area, storage capacity, high water
level and normal water level of required ponding areas.
6. Estimated cost of completing the trunk storm sewer system in each
of the major drainage districts and the entire City.
The necessity of incorporating the designated ponding areas into the storm
water drainage system cannot be over emphasized. These ponds will provide the
storage required to retain the high storm water runoff peaks and provide an

rear yard drainage can pass to the street as soon as possible. In the few
cases where this type of site grading is not feasible, special arrangements
should be made to insure that the buildings will not be flooded due to overflow
of water from the streets and special permits be required which absolve the
City from responsibilities should flooding occur.
Based upon the data compiled in this study, it is recommended that:
1. This report be adopted as the current Master Plan for Storm Water
Drainage in Eagan.
2. Ponding areas be established as shown and made a part of the Storm
Drainage System with storage volumes available as tabulated in
Appendix C.
3. Adequate storm drainage facilities and retention basins be required
during initial development of all areas of the City.
4. All crossings of Interstate Highway 35E and 494 be placed prior to
the roadway base and paving construction and be integrated into the
Minnesota Department of Transportation Drainage Plans for their
highway system.
5. An agreement be reached between Eagan and each of the bordering
municipalities for a fair and equitable cost sharing for storm
water disposal problem involving water flowing to or from the munici-
pality.
6. High water levels governing building elevations adjacent to, all pond-
ing areas be established by engineering study when the area develops
and when final design of a particular ponding facility is required.
7. Consideration be given throughout the storm sewer system to estab-
lish and maintain overflow routes to provide relief during extreme

8. The policy of monitoring the water quality in certain lakes and
