There have been several conversations during the past week with you, the City Engineer and myself. The issue of concern is the landscaping in the City right of way and your request to leave it in place. In the interest of public safety, in order to maintain adequate sight lines, City Ordinance requires that landscaping be no more then 30 inches in height within the clear zone that was discussed in my first letter. This includes any plantings as well as rock wall structures. The placement of this landscaping within the public right-of-way is not permitted.
