The application of Mr. and Mrs. Elmer Scott for prellminary plat approval
I;of 9,1arkson Place on Highway #3 was then brought before the Council. Mrs.
i'Scott was present and the Advisory Planning Commission recommended approval
ubaect to certain conditions. It was noted the existing driveNay on Lot 2
~would be used For both lots and eventually access would be installed at the
,property lines between Lots 1 and 2. The topography is very rough at the
;present time and after consideration, Smith moved, Thomas seconded the motion
',to approve the application sub,ject to the following conditions:
1. An easement be grantd to Lot 1 from the southerly aceess on Lot 2 to
provide access.
If Lot 1 is sold for the storage of refuse trucks and a building is
~constructed for this storage, no other construction or development shall be
"allowed on these lots until such tiroe that utilities are provided to the site.
3• The access to Lot 2 shall be graded and a slope approved by the City .
Engineer and the disturbed area should be seeded in order to prevent eoil
,.erosion.
4. There shall be adequate screening provided to the City's satisfac-
tion for the tuo storage areas.
5. A 10 foot drainage and utility easement shall be dedicated adjacent
to all lot boundsries in the plat.

Dear Mr. Johnson:
This letter is meant as a reminder in regard to the Special Inspections and Testing Schedule that
was completed for the above-referenced project and the City approved site and building plans,
Please review Section 106.3.5. and Chapter 17 of the 1994 Uniform Building Code for pertinent
information regarding the required Inspection and Observation Program (as well as information
contained in the Special Inspections and Testing Schedule packet that has been supplied to you).
I wish to emphasize the paragraph on hiring of the special inspector(s) and I quote: "The special
inspector shall be employed by the owner, the engineer or architect of record, or an agent
of the owner, but not the contractor or any other person responsi6le for the work." I will
need verification that this requirement was adhered to before a Certificate of Occupancy will be
issaed.
As I haven't received any testing and/or inspection results to date, please verify that a copy of ~I
test results/reports are being addressed to me for review. Also, as a reminder, the Special
Inspector Final Report must be completed by aR applicable personnel (as listed on the Special
Inspections and Testing Schedule) before a Certificate of Occupancy will be issued.

Please address a copy of a11 test results/reports to me for review. Also, as a reminder,
the Special Inspector Final Report must be completed by ~II applicable personnel (as
listed on the Special Inspections and Testing Schedule) before a Certificate of
Occupancy will be issued.
As we discussed, it is imperative that al-I site work (e.g. utilities, holding pond,
parking lots, driveways, concrete curb and gutter, etc.) and building construction
is installed/erected as per the City approved plans. Before anychanqe to the City
approved plans may occur, revised plans reflecting al,I, proposed changes mus be
submitted to the City for review. If proposed changes are acceptabie, we will issue
such approval in writing. Said written approval from the City must be o6tained
hefore any changes to the work may commence.

Date of InspecUon: April 16, 1996 at 930 am
A site visit was conducted to observe the construction of a storage facility at the referenced location. All structural steel vertica] support columns and roof framing system including joists, beams and
decking had been completed. The installation of the masonry block exterior wall was in progress. A
p Qs double bond beam containing two #7 rods was utilized as headers over bay doors. The vertical facing
block between the bay doors contained rebar and was tied to structural steel support columns via
`il(l 47' weided hooks.

Except for a smal] fracture in a vertical support column pad, near the nor[hwest end of the building, all
footings appeared acceptable with no settlement observed. Compression test concrete cylinders have
Zq been cast and delivered to our laboratory for testing.
To date, we are unaware of any subsurface soil exploration or soil corrections prior to footing
placement.
Based on our observation, work completed to date appears to be consistent with accepted engineering
standards for a structure of this type.
This report is based on visibie data observed at time of inspection. The determination of soil beazing
pressure or soil conditions at depth are bevond the scope of this ins e~n. Therefore, we cannot
watrant the site against loss due to underlying soil conditions.

In looking over the site at the above address, I found the entire site has been used for various
construction purposes, and the side hill slopes are to steep for drainfield instalintion.
In my opinion, u holding tank systecu is the most feasible application for this new building's
proposed minimal amount of water usage.
