Tank Installation, Eagan, Minnesota; STS Project 200601673 Dear Mr. Toenies: As authorized by your Confirmation and Agreement for Services dated March 8, 2006, we have completed the subsurface exploration program for the above-referenced project. The project, exploration results and our geotechnical recommendations for tank installation are discussed below. Protect Description We understand that the project is to consist of placing an aboveground storage tank at 3107 Sibley Memorial Drive in Eagan, Minnesota. Based on previous discussions, the tank will be supported on a concrete slab with a thickness of 24 to 30 inches. The tank will be placed outside of the southwest corner of the existing building. The preliminary design indicates a design bearing pressure of 2000 psf. Exploration Program Two soil borings were drilled to depths of 10 feet below the existing ground surface on August 2, 2005 at locations identified by PTI. The borings were advanced with a Diedrich D-50 drill rig, using continuous flight hollow stem augers and the split-barrel sampling procedure in general conformance with ASTM Specification D-1586. The enclosed boring logs present the soil classifications according to the Unified Soil Classification System, standard penetration resistance values, and groundwater level measurements obtained during drilling. Ground surface elevations indicated on the borings logs were obtained by the drill crew using a surveyors rod and level and are referenced to the floor slab of the existing building. An assumed site elevation of +100 feet was used for this benchmark. Borings B-1 and B-2 were drilled within the proposed tank footprint, delineated on-site by client. The samples obtained in the field were classified in the laboratory by the geotechnical engineer in accordance with the STS Classification System, which is closely based on the Unified Soil Classification System. The soil stratification and field test results are shown on the boring logs in the Appendix. Soil Conditions The soil conditions encountered at each boring location are shown on the respective boring logs in the Appendix. Borings 1 and 2 encountered 4 to 6 inches of pavement overlying 3 to 5 inches of aggregate base course. Underlying the pavement section, fill extended to 3 and 2 feet, in borings B-1 and B-2, respectively. The fill was predominantly medium dense fine to medium dense sand. Below the fill, boring B-1 encountered silty sand to a depth of 5 feet before transitioning into a brown fine to medium sand with gravel with clay bands observed in these samples. Boring B-2 transitioned from fill to fine to medium sand with some gravel. The native granular soils encountered in the borings were predominantly brown in color and damp with relative densities ranging from medium dense to very dense. We do not anticipate groundwater to impact the proposed construction taking place at 2 feet below current ground surface. Fluctuations in the long-term hydrostatic groundwater table as well as perched groundwater conditions can occur with variations in precipitation, evaporation, surface runoff and infiltration. Storage Tank Foundation The native soils in the borings are suitable to support the 2000 psf design soil bearing pressure expected for the storage tank slab. The base of the slab at 2 feet below existing grade is expected to bear on medium dense sand fill or native sand. The sand at the base of the excavation should be surface compacted to 98% of the Standard Proctor density. If any fill is required for backfill around the tank foundation or to support adjacent structures, it should be similar to the on-site fine to medium sand, compacted as recommended above. The base of the excavation should be free of water prior to placement of concrete. An allowable soil bearing pressure of up to 4000 psf could be used for the design of foundations for the storage tank. General Qualifications . This report has been prepared to aid in the evaluation of this project and to assist the engineer and owner in the design of this project. The scope is limited to the specific project and location described herein, and our description of the project represents our understanding of the significant aspects relevant to soils and foundations. We recommend that the bottom of footing be monitored by a geotechnical engineer or qualified engineering technician to determine whether the design intent is fulfilled. If you wish, we would welcome the opportunity to provide the necessary field construction monitoring and testing services for this project. The analysis and recommendations submitted in this report are based upon the data obtained from the two soil borings at the time when performed, at the specific locations indicated on the location diagram, and from any other information discussed in this report. Although geologic interpretations of anticipated subsurface conditions between borings may be presented, uncertainties remain. Variations in soil and groundwater conditions normally exist between boring locations. In addition, these conditions may change with the passage of time. The nature and extent of variations may not become evident until exposed by construction excavation. If significant variations in subsurface conditions are apparent, we should be notified to allow these conditions to be observed and assessed and our recommendations re-evaluated. Standard of Care The recommendations and opinions contained in this report are based on our professional judgment. Application of Roofing Membrane Starting at the low point of the roof, mop four plies of GAFGLAS Ply; lapping each sheet 30 inches over the preceding sheet; solidly mopping to the underlying substrate to provide four plies over the entire mof area. Asphalt Requirements Interply moppings of Roofing Asphalt must be applied in a continuous film and shall consist of approximately 25 pounds per 100 square feet of roof area with a tolerance not to exceed 20% plus or minus. The appropriate asphalt for the slopes involved must be used. Slope per foot Asphalt Type Up to 3' Steep ASTM Type III On slopes up to'/: inch per foot, Flat ASTM Type II may be used except in Florida, Texas, New Mexico, Arizona, and California. Surfacing Over the entire surface, apply a uniform coating at the nominal rate of 60 pounds per 100 square feet of Roofing Asphalt into which, while hot, apply not 24 Less than 400 pounds of gravel or 300 pounds of slag for each 100 square feet of roof area. On slopes up to 3 inches per foot, the top pouring must be GAF MC Steep Roofing Asphalt (ASTM D312, Type III). In the North and South Zones only, on slopes up to'/] inch per foot, a top pouring of GAF MC Flat Roofing Asphalt (ASTM D312, Type II) may be used. Special Instructions 1. Johnson within sixty (60) days after receipt of payment of said assessment installment on an annual basis until all of said installments have been paid for such improvements and reimbursed to R. L. It is understood, however, that in the event that the City is unable or precluded from levying assessments by state or federal law including judi- cial interpretation of such laws against Lots 1 or 2, Block 1, Sibley Terminal Industrial Park, at the time of the granting of such building permits or in the event that such owners or developers of said lots successfully challenge any special assessments by reason of state or federal law including judicial interpretation of such laws levied against such lots, then the City shall not be required to reimburse Johnson for any of the improvements assessed for Alexander Road as described above. The Director of Public Works and the Superintendent of Streets/Equipment reviewed this concern further with the applicant. The applicant indicated that there will be no need to temporarily use Meadowview Road for this unloading/transfer operation as they can use their existing off-street private parking lot facility. However, through further research into this issue, other concerns were discovered by the Public Works Department. These relate to the proximity of a major 12" trunk water line located along the south side of Meadowview Road. The attached cross section shows the relationship of the existing 24' wide gravel road, the .future 36' wide improved street, the location of the major water main and the relationship of the size and elevation of the proposed storage silo. The Public Works Department concerns relate to the proximity of this major structure to a future trench excavation for maintenance or undermining of the proposed foundation from a potential water main break. The approval of this Variance would not provide the necessary 1:1 side slope to ensure adequate protection of its foundation. In discussing the logistics of locating the storage silos, the applicant did indicate that they could be located around the corner in the front of the building without adversely affecting its operation. Their stated hardship is the aesthetics associated with this facility in the front of their building. However, maybe architectural treatment could minimize the aesthetic concerns without creating a potential future structural liability issue. I will be available to further explain these concerns as necessary.
