In addition to shifting the building 4 feet to the southeast and narrowing up or eliminating the landscape bed between the sidewalk and the building on the south side, I think the pavement will now be about 8 feet further from the northerly tree than originally expected. I hope that is acceptable to you, and I want to make sure you sign off on it before I let the building permit go. I expect the revised site plan later today or sometime tomorrow. Craig Barnes also told me he is sending their surveyor and the Rainbow guy out to the site to get the new building line and pavement line staked and get the tree fenced off asap. The building permit is in and, as far as we know, they can proceed with demolition. We don't know why Tom Butler may have understood that he couldn't proceed with the demolition, but Dale is following up with a phone call to clarify. Dale will be out of the office the next two days, so if there is anything more that needs to be done, or if there is some hold up we are not aware of, I have copied Mike Lence and Craig Novaczyk on this email so they can follow up. I found the following: • The Site Plan last revised June 16, 2005, is acceptable. The building and pavement were shifted to the southeast to gain and additional 8 feet between the new pavement and the northerly oak tree. The site plan also now provides the required 35.5 feet between the easterly curb and the order lanes. • A Site Lighting Plan with photometrics was also submitted. The mounting of fixtures was not noted on the Site Lighting Plan. Please be aware that the angled placement of light fixtures, as noted on the Site Plan, is not acceptable. All fixtures must be downcast cut-off fixtures and no glare shall extend onto the public street, public open space or neighboring properties. Light levels within the parking area must be at least 0.5 footcandles, and cannot exceed 0.5 footcandles at the property line. The submitted photometric plan accomplishes these standards. Our City ordinance requires a Landscape Plan with the building permit application for commercial properties. We reviewed a preliminary Landscape Plan with the CUP application, but have not received a final Landscape Plan with the building permit application. We will be working with Tom Butler in the coming weeks on the Landscape Plan. Please note that we must receive a Final Landscape Plan prior to installation of the landscaping, and prior to issuance of the Certificate of Occupancy. This review does not include signage. Separate permits for both the freestanding and building signs are required. Please note that only three signs on two building elevations are permitted. Also, the "merchandiser" signs for the drive through are not permitted; only one menu board sign for each drive through order lane is permitted. • Please note the color of awnings is to be complementary to the brick and Dryvit on the building. The awnings are noted on the plans as being "by others." Please submit the awning plans, including the color, to me for review prior to installation. The scope of work pertinent to this report was specifically limited to the following: • Perform 18 soil density tests (#1 to #18) on a will-call basis. • Perform Standard Proctor tests for each type of soil encountered at our test locations. • Determine the compaction level at each test location, and compare the results to the compaction levels required by the project specifications. • Present the results of our services in a formal report. All tests were performed in general accordance with the applicable ASTM methods which are indicated on the attached test data sheets. TEST RESULTS The results indicate that the fill compaction levels met or exceeded project specifications at each of the locations and elevations tested. Field personnel were informed of all test results. REMARKS Our compaction testing was done on a will-call basis. This level of involvement does not allow a complete evaluation of the compaction levels and soil types for the entire fill system. The tests only provide compaction and soil type data for the specific locations and elevations tested. Theinitial inspection was performed on March 19, 1974, following a verbal request by the project superintendent of Kraus-Anderson of St Paul Inc and subsequent tests and inspections were performed upon his request. The purpose of our inspection was to determine if the exposed soil will provide adequate support for the design unit loadings. PROJECT CHARACTERISTICS The results of a preliminary soil investigation conducted at the site by Soil Exploration Company and reported to McDonalds Corporation in Oak Brook,Illinois, were available to us during our inspection. The on-site soil conditions were somewhat variable consisting of fill and/or topsoil overlying clay and sandy alluvium. We understand the building will be a one-story structure with the basement under the southern portion of the building. The basement will be at an elevation of approximately 774'. The structure will be supported on continuous footings designed to rest on soil having an allowable bearing capacity of 2000 psf. We understand the foundation plan is to excavate all topsoil and inferior materials from footing areas and utilize compacted fill to achieve the desired elevation. INVESTIGATION METHODS AND RESULTS On March 19, 1974, a visual inspection was made of the excavation. The exposed soils were visually and manually classified in accordance with the Unified Soil Classification System and estimates were made of their strength properties. Shallow hand auger borings were put down to further evaluate the subsurface soil conditions. As of this date, six in-place moisture-density tests have been performed. As specified, density tests were evaluated according to the moisture-density relation of soil as designated by ASTM:D698-70. The results of the tests conducted up to the present time are attached. The material encountered in the basement excavation was predominantly a silty clay with some interbedding of clays and silty sands. On the date of inspection, the basement excavation was at an elevation of approximately 774' and the upper 1' of the exposed silty clay was in a wet disturbed condition due to a pumping effect caused by the excavation equipment. Similarly, the underlying material was found to be a silty clay to a depth of an additional 3', as determined with the use of a hand auger, and was in a suitable condition for supporting the design loadings. The organic silty clays were approximately 1' thick and were underlain by a rather stiff, brown silty clay, ANALYSIS AND RECOMMENDATIONS It was our opinion the material encountered in the basement area and along the strip footings should not considered adequate for the designed loading. In the basement area we recommended an additional 2' be excavated to remove the disturbed material providing an adequate soil foundation. The excavation was subsequently performed, and granular material was used as compacted fill (test results are attached). In the footing areas, we recommended the removal of all organic silty clay material using granular fill to establish the planned footing grade. It should be noted that we were not requested to inspect the final excavations along the footing lines, but it appeared the black silty clay material had been removed and replaced by a compacted granular backfill as indicated by our compaction tests. We recommend that additional compaction tests be performed in the parking lot as construc- tion progresses. We also feel that it would be beneficial to have further inspections accompanied by compaction tests prior to placement of any floor slabs. REMARKS Based on the results of our preliminary soil investigation, field inspection, compaction tests and provided that our recommendations were followed, it is our opinion the soil foundation for the above referenced project will adequately support the design unit loads without detrimental settlement.
