It was recommended that a public hearing be scheduled for November 15, 1983 to consider the establishment of a tax increment dis- trict for the race track site. In addition, a public hearing was recommended for the establishment of the Housing and Redevelopment Authority to implement the tax increment financing. Questions were raised by Councilmembers as to whether a port authority could be created rather than an HRA.
