August 4. 2003 Scott Morrell Morrell Trucking 4260 Jasper Drive Eagan, Minnesota 55122 RE: Inspection/Testing - 1;31 Skater Drive - Eagan, Minnesota At the request of the excavating contractor, site visit was conducted on July 30, 2003 to evaluate reported questionable soils within the excavation for a walkout single family residence under construction. 003 A soil consolidation assessment was made at the rear of the pad, within a central lowered section, desianated for construction of several pier pads and a stepped out, strip footing. Observations indicate that the pier pad section rests on natural soils and the proposed elevation of the strip footing, within the east section of the rear footing line, is on approx. 3 feet of engineered fill. A 5/8 inch diameter smooth probe used to penetrate the soils at random indicated loose soils within the proposed pier pad area, with acceptable penetration at the strip footing, to a depth evaluated by the probe. To evaluate the relative consolidation and loadbearinq capacity of the soils to a greater depth, a dynamic cone penetrometer test was conducted within each area. The dynamic cone penetrometer (DCP), uses a eight kilogram (17.6 Pound) hammer to drive a 20 millimeter diameter conical point into the soil. with the penetration recorded in millimeters per blow. The DCP was advanced a total of 2045 millimeters (80.5 inches) at the lower elevation for pier pad construction (test #1) and 2115 millimeters (83.3 inches) at the strip footing (test #2). From the DCP readings, a per blow, penetration average was recorded and a N- value derived. This N-value, is an empirical relationship we have established to equate the dynamic cone Aa+a to the more familiar blows per fnot (BPF) standard penetration soil boring test. Based on anticipated loads as estimated by review of the building plan, what we would not rely on these soils for support of the structure. Also, approximately 3 feet of engineered fill placed for the step-out strip footing has created an approx. 2:1 slope to the rear with minimal lateral support or adequate frost protection. Based on our observations and test results, we would recommend removal of soils to a dAnth that will allow full compaction of the zone of poorly consolidated natural soils. Also recommended would be a drop footing, at the step-out area, to eliminate the slope issue and provide the necessary frost protection, without the requirement for a retaining wail and additional fill placement.
