The purpose of my visit was to observe the existing condition of the building, review repair work noted on previous inspection reports and make recommendations for any other deficiencies that I may discover during my visit. It is my understanding that other contractors have previously been involved in the construction of the residence and due to financial difficulties have abandoned the project prior to receiving a final inspection and certificate of occupancy from the City of Eagan. It is further my understanding that Steve Erickson has been hired by Star Bank to complete any work needed to obtain a satisfactory final inspection. I was contacted by Steve Erickson to aid in this work by performing a structural engineering review of building modifications not illustrated on the original plans and to review the outstanding issues highlighted in previous city inspection reports. The following is a summary of my observations and recommendations. I visited the residence and met with the contractor to observe the current state of the existing construction. At the time of my visit a good portion of the framing was enclosed behind finish materials. was able to gain access to the attic space, which allowed me to observe the condition and layout of the roof framing. The contractor had removed floor sheathing, which allowed me to observe the condition, size and layout of the framing that infilled the main hall clerestory to form a larger second floor stair landing. The finish material was removed from the triple Lvl beam that spanned the opening between the kitchen and living room, which allowed me to verify the size and number of members that make-up the beam. In the basement area I was able to observe the framing members as the majority of this space was unfinished. In addition to the observations performed at the site and data recorded during my visit, the contractor provided me with a copy of the original construction documents for the residence. These documents are titled "Millenium Signature Homes, Inc. Lot 10 block 2 Long Acres 1st Addition, 525 Spruce Street, Eagan MN". I received drawings 1 thru 11 of 11, dated 3-20-06. I also had a conversation with the building inspector for the City of Eagan and he emailed me a copy of the inspection report that outlined the outstanding issues. Roof Framing: I observed the condition and layout of the roof framing from within the attic space. The inspector has noted that a copy of the original truss engineering is not on file with the City. I made several attempts to determine the truss supplier in order to see if the original calculations could be obtained but was not successful. However, what I observed was a uniform, logical layout of trusses forming the roof. The trusses were obviously factory assembled and it appeared to me that systematic thought and care was used in the layout and configuration of the trusses. In spite of the lack of engineered drawings or existing shop drawings it is my opinion that the trusses were supplied by a competent truss supplier and based on my previous experience with the local industry, I am confident that any trusses supplied for this project by a local supplier were designed to meet the requirements of the Minnesota State Building Code. Second Floor Framing: Two specific items were noted as a concern that was not illustrated on the original construction documents. 1. The addition of a beam and the removal of a bearing wall between the kitchen and the family room. I have performed calculations for this condition and find that the triple 11 7/8" Lvl member is adequate to support the anticipated loads from the roof and second floor. This condition is illustrated on the attached drawing Sk-S2. 2. The infill framing that closed the clerestory over the main hall at the first floor landing of the stair. I have performed calculations for this condition and find that the 11 7/8" I joists used to frame this opening are acceptable. I observed that they were connected properly with joist hangers at each end. The existing opening headers at each bearing end of the new joists will have adequate capacity to support the additional floor load. This condition is illustrated on the attached drawing Sk- S2. First Floor Framing/Basement Area: I noted two items that require attention. I discussed these with the contractor at the site. 1. The bearing walls on each side of the stair opening require blocking at midheight between the existing studs. The attached drawing Sk-S1 illustrates this location. 2. The existing 6x6 posts in the basement had been notched previously for support of a beam. I indicated that these posts should be reinforced with two additional trimmer studs under the beam that is supported on the notch. This condition is illustrated on drawing Sk —S1. The location of the notched columns is also indicated. Rear Deck support: The support post at the corner of the rear deck is bearing on the extreme edge of the concrete foundation pier. I indicated that the post should be moved so that it is centered on the concrete pier. 1 have performed calculations for this condition and find that the deck beam can adequately cantilever the approximate 1' distance that will result from the relocation of the post. In addition to the items noted above, the City of Eagan provided me with a list of issues left from previous inspection visits by the city inspector. I will address those items that relate to the structural system for the building. "Add gable end blocking at lower part of gable". It was not clear what area of the building this pertained to. However, I did not note any gable ends within the areas that I could observe that appeared to need additional blocking. Areas that I observed appeared to be properly blocked. "Add support for roof at s.w.side" I believe that this comment relates to the fact that there is a 1/2" difference in the building dimension between the first and second floor at the southwest corner of the building. It is not clear the reason for this 1/2' difference, but I believe that the original framer discovered a dimensional discrepancy when framing the building and corrected the dimension when starting the framing for the second floor. I have reviewed the structural implications of this condition and find that the transfer of gravity loads from the roof and second floor will result in an eccentric load on the first floor wall studs. Calculations that I performed indicate that the affect of this eccentricity will not exceed the allowable stresses on the first floor studs. I have also reviewed the affect on the lateral load resistance of the building when the wall sheathing is discontinuous across this 1/2' gap. I find that the stability and performance of the building will not be adversely affected since there is adequate sheathing and shear wall capacity in the walls surrounding this corner to compensate for the discontinuous sheathing in this area. rnm08-09a.docx Page 2 of 3 525 Spruce St. Eagan 8/9/10 "Provide a detail for the continuous Toad path at the first floor rim joist at the SW corner." I believe that this comment relates to the need to add blocking within the floor truss space at the SW corner to accommodate the corner post load over the foundation. I was able to view this area from the basement and find that 'squash" blocks have been added to the floor trusses at this location. I believe this addresses the issues that have been raised by the City in their previous inspections.
